ORDER/ROLL CALL OF MEMBERS The meeting was called to order by the Chairman at 7 00 p m Present were Councilmembers Martha F Broucek, Carol Diaz -Castro, Robert L Vernon, Vice Mayor Jorge Mendia and Mayor Robert Oldakowski Councilmembers Mortimer Fned and James L Peters were absent Also present were Village Manager Jacqueline R Menendez, Village Clerk Conchita H Alvarez and Village Attorney Stephen P Helfman 2 PLEDGE OF ALLEGIANCE Mr Michael Kahn led the Pledge of Allegiance 3 APPROVAL OF MINUTES Councilmember Broucek made a motion to approve the minutes of the November 10, 2003 Local Planning Agency Meeting The motion was seconded by Vice Mayor Mendia and approved by a 5-0 voice vote The vote was as follows Councilmembers Broucek, Diaz -Castro, Vernon, Vice Mayor Mendia and Mayor Oldakowski voting Yes 4 ORDINANCES A public hearing and recommendation of the Village Council sitting as the Local Planning Agency on the following proposed ordinance AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AMENDING THE VILLAGE CODE BY AMENDING CHAPTER 30 "ZONING," AT SECTION 30-104 "INSTITUTIONAL DISTRICT" TO ADD "VILLAGE RECREATIONAL FACILITIES" TO THE LIST OF MAIN PERMITTED USES, AMENDING SECTION 30-112 "SUPPLEMENTAL USE REGULATIONS," AT SUBSECTION (h) "HEIGHT I oft August 3 2004 EXEMPTION" TO PROVIDE HEIGHT EXEMPTION FOR LIGHTING STRUCTURES FOR VILLAGE RECREATIONAL FACILITIES, PROVIDING FOR SEVERABILITY, PROVIDING FOR INCLUSION IN CODE, PROVIDING FOR AN EFFECTIVE DATE Councilmember Broucek made a motion recommending the adoption of the ordinance to the Village Council finding that it is consistent with the Master Plan with a modification of the height for lighting structures from 50' to 70' The motion was seconded by Councilmember Diaz -Castro The Attorney addressed the Council regarding this ordinance The Mayor opened the public heanng There were no speakers present The Mayor closed the public heanng The motion recommending the ordinance, as amended, to the Village Council was approved by a 5-0 voice vote The vote was as follows Councilmembers Broucek, Diaz -Castro, Vernon, Vice Mayor Mendia and Mayor Oldakowski voting Yes 5 ADJOURNMENT The TUESDAY, JUNE 29, 2004 COUNCIL CHAMBER 560 CRANDON BOULEVARD 1 CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by the Mayor at 6 41 p m Present were Councilmembers Martha F Broucek, Carol Diaz -Castro, Mortimer Fried, James L Peters, Robert L Vernon and Mayor Robert Oldakowski Vice Mayor Jorge Mendia was absent Also present were Village Manager Jacqueline R Menendez, Village Clerk Conchita H Alvarez and Village Attorney Stephen P Helfinan The Mayor requested a 10 minute recess The meeting was reconvened at 6 51 p m 2 BUDGET PRESENTATION The Mayor and the Manager addressed the Council giving a bnef introduction to the budget presentation The following staff was also present Director of Building, Zoning and Planning Jud Kurlancheek, Director of Parks and Recreation Todd Hofferberth, Deputy Police Chief Cathy McElhaney, Public Safety Director John C Gilbert, EMS Coordinator Lieutenant Marco Delgado, Public Works Director Armando Nunez and Finance Director Randy White Director White made a presentation to the Council regarding the proposed budget Chief Gilbert addressed the Council regarding the Fire Rescue Department Budget, Deputy Chief McElhaney addressed the Council regarding the Police Department Budget, the Manager addressed the Council regarding the Administration Budget, the Attorney addressed the Council regarding the 1 of June 29 2004 Attorney's Budget, the Clerk addressed the Council regarding the Clerk's Budget, Director Nunez addressed the Council regarding the Public Works Department Budget, Director Hofferberth addressed the Council regarding the Parks and Recreation Department Budget and Director Kurlancheek addressed the Council regarding the Building, Zoning and Planning Department Budget Mike Hanng, Firefighter Representative to the Fire/Police Pension Fund, John Davis, 265 Glenndge Road, Ed Meyer, 100 Sunrise Dnve and Michele Estevez, 800 Crandon Boulevard addressed the Council It was the consensus of Council to direct the Manager to look into the accuracy of the revenues from FPL, provide the Council a Five Year Projection Plan, provide Council with details of village wide functional expenses (insurance, maintenance, electricity, etc ), bnng before Council staffing changes in the Public Works Department, look at the possibility of funding repairs to Ocean Lane Dnve, provide the Council with an analysis of the $650,000 allocated for the Community Center and look at the possibility of upgrading the video equipment for Channel 16 3 SCHEDULE OF FUTURE MEETINGS/EVENTS A schedule of future
