Failace at 7:30 P.M., Municipal Court, Police Facility, 230 Roosevelt Avenue, September 19, 2002 Carteret, New Jersey, on Thursday, September 19, 2002. Upon individual roll call vote the following were noted present: ROLL CALL Councilmember Frank Parisi " Daniel Reiman " Ronald Rios " Janet Santoro " Buddy Sohayda Brian Sosnowski Also noted present was Borough Attorney Robert Bergen. The meeting was opened with a Silent Prayer and Pledge of PRAYI~, pl.VnGE Allegiance and a Moment of Silence for Mr. Stanley Relford, who OF ALLMGIANCE has been a Borough Employee for many years and just passed away. The Assistant Clerk stated that on September 13, 2002, in full ST,~TM'fll~ OF compliance with the Open Public Meetings Act, a notice of tntaCl'ING NONCE tonight's meeting was sent to The Home News Tribune and The Star Ledger and posted on the Bulletin Board. Upon MMS&C by Councilmembers Rios and Santoro and the MINUTES APPROVED unanimous affirmative vote of the full Council present the Minutes of September 5, 2002, were approved and transcribed and engrossed by the Clerk. World Trade Center Ceremony. World Trade Center Ceeeaony Cotmcilmember Rios spoke. He said they had some Presentations commendations here tonight that he would like to announce for various people that participated or donated either their time or services for the memorial that Carteret presented for the World Trade Center. He asked if anyone was present from B&L Custom Trading, the Parks Department and asked Bob Kately to come up, Acme Manufacturing and Coating, PSEG Systems, C&E Electric, Carteret High School Band, Quick Strip Inc, Larry Fossi, and Bob's Welding and then asked them to all come forward. He said he would read one (1) commendation, which would read the same for all and he read it into the record: Sm~t~,f~dl.~ER 19, 21302 "WHEREAS, on September 11, 2001, United States was attached Presentations Cont: by terrorists in efforts to challenge the freedom and democracy which we all live and enjoy; WHEREAS, this horrific attack claimed the lives of many, inc]uding three (3) Carteret Residents, naming Colleen Mechan Barkow, Jayceryl] DeChavez and Joseph Mangano; WHEREAS, the Borough of Carteret erected a monument in Carteret Park, along with the assistance of the Park's Department, in loving memory of those who were lost in that day; NOW, THEREFORE, BE IT KNOW TO ALL, that the undersigned hereby honors to these individuals and extend sincere gratitude on behalf of the citizenry and residents of the Borough of Carteret for their participation, which led to the erection of the World Trade Center Monument, located in Carteret Park, which reminds citizens of this town of what is truly important within one another, and that is the very essence of life. We applaud your dedication and hard work shown in the face of this tragedy." Councilmember Rios thanked them all for a job well done and expressed the Borough's appreciation. ORDINANCE # 02-20 The Assistant Clerk stated that Ordinance #02-20 was introduced An Ordieance and passed upon First Reading at a Regular Meeting of the ~ending Article I, Borough Council of the Borough of Carteret held on September 5, "Licensing 2002 . It was duly published in The Home News Tribune on Regulations'", the Code of the Borough September 10, 2002 with notice that it will be considered for final of Carteret passage after Public Hearing to be held on September 19, 2002 at approximately 7:30 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law she read the Ordinance by title. Public Hearing Upon MMS&C by Councilmembers Sosnowski and Reiman and unanimous affirmative vote of the full Council present the Mayor declared the Public Hearing to be open. FAILACE 3 S~BER ~9, 2002 Advertised as Finally Adopted: __SEPTEMBER 24, 2002 Councilmember Rios said he wanted to Amend the Agenda to authorize up to $10,000.00 for an emergency repair for B&W based on the recommendation of our Engineer, Don Norbut, from T&M, for the sewer at the Hot House. Attorney Bergen said he got a call from Don Norbut and he had faxed a letter to him explaining they attempted to clean it and they can't get it clean and they recommend going ahead and making the repair, disconnecting it from the existing storm line and connecting it to whatever sewer line they can find out there, as soon as possible. He said to authorize it for that amount. Upon MMS&C by Councilmembers Rios and Santoro and Agenda ~mmnded unanimous affirmative vote of the full Council present the Agenda was Amended to include Resolution #02-339, "Authorizing $10,000.00 for Emergency Repair for B&W for a Sewer Line at the Hot House". A copy of each Resolution was placed upon the table for review MI~'Iu. NG OPl~ql~ prior to the meeting in accordance with the Rules of Council and Public I~ut on Resolutions upon MMS&C by Concilmcmbcrs Rciman and Rios and unanimous affirmative vote of the full Council present, the meeting was opened for public input on Resolutions 02-332 to 02-339. Pat Tozzi Pat Tozzi, Carteret, then spoke asking if someone from the Governing Body could explain, in reference to 02-337, if they are full time Medical Technicians. Councilmember Rios said it is a variety of people they are going to hire, full-timers and part-timers. The part-timers will be per diem and they will not be getting a Benefit Package and the full-timers will get a Benefit Package. We project to start this probably in month's time, about November 1st. Councilmember Santoro said it would be four (4) full-timers and three (3) per diem. Councilmember Rios said they will be coming from 6:00 A.M. to 6:00 P.M. The First Aid will cover from 6:00 P.M. until 6:00 A.M. Councilmember Santoro said it would be the same hours as Rural Metro presently does now and we are paying for them seven (7) days a week. Pat Crilley Pat Crilley, present in audience, asked if there is a Salary Ordinance for them. Conncilmember Santoro said there was that they are going to be $12.00 an hour. 4 SEFrh~ER 19, 2002 Attorney Bergen said he thought the range was $11.00 to $14.00 per hour and they satisfied it with $12.00 an hour. He went on to say they locked in Rural Metro until November Ist and then they agreed to do it on a monthly basis. Upon MMS&C by Councilmembers Rios and Reiman and Poblic Portion unanimous affirmative vote of the full Council present, the public Closed __ portion on Resolutions 02-332 to 02-339 was closed. The Assistant Clerk then asked if anyone present from the Governing Body wanted to remove any resolution to be voted on separately from the Consent Agenda. No one made motion. The Assistant Clerk stated that she was in receipt of the following REPORTS reports: Departments Building Department - August 2002 Board of Health - June, July and August 2002 7 SI~'I:I~ER 19, 2002 Reports Ct)ut: Upon MMS&C by Councilmembers Sosnowski and Reiman and unanimous affirmative vote of the full Council present, all reports were ordered to be received and placed on file. Ctmni_tt~es BUILDINGS & GROUNDS: Committee Chairperson Sosnowski spoke about work being done, he said the Building Department has done some re-arranging in their office. He thanked Tony Neibert for his help doing the electrical layout for the lighting for the 911 Memorial and then he thanked all involved with that and commented on how much work the Parks Department put in. Lastly he thanked everyone who helped out with Ethnic Day. Progress. FINANCE & ADMINISTRATION : Committee Chairperson Reiman spoke. First he thanked and congratulated Councilmember Rios and the entire Park's Committee and the Recreation Department and all the volunteers that made the Word Trade Center Memorial a success. He then went on to speak about Ethnic Day and complimented Councilmember Rios as the Chairperson of the Park's Committee saying he did a phenomenal job. He also mentioned Taqualla Ransdell and the entire Ethnic Day Committee. He said on Ethnic Day they had a Historical Table set up and it was a tremendous interest to the residents of Carteret and mentioned they were selling Historical Post Card Calendars, which are still on sale for $7.00. He said he was on the phone today with Senator Torricelli's Office and Congress Menendez's Office trying to give the Army Core of Engineers an advance, so we could move ahead with that Waterfront Project, to sign offon the final permit. They are also waiting for the DEP to sign offon their final permits and they are hoping within the next couple of weeks they can actually be getting code alliance and start (inaudible). FIRE: Committee Chairperson Sohayda spoke saying if anyone wanted to attend Stanley Relford's Funeral Service tomorrow they have directions. He then thanked our Assemblyman John Wisniewski for accepting our application with a service for a Local with Domestic Preparedness Equipment Grant for the town of Carteret, Fire Department. He said they have to apply and hope that they get the $10,000.00 they are looking for, for the equipment. He went on to say they have two (2) new ambulances in the Borough. He invited anyone who wanted to see them to stop in at the Fire House and then commented that they are in the process of preparing the ambulances for the State of New Jersey Health Inspection, for the licenses to operate the Ambulance Service and the Firemen already has been inventorying what they need to fill the ambulances and get them ready. He really wanted to extend his appreciation to all the Firemen, volunteer and paid, the OEM, the First Aid and the Police Department for helping make the fire works on Ethnic Day a safe success. He spoke of a small problem on Louis Street caused by the fire works. He thanked everyone for making the day go smooth. Progress. 8 S~Itk-'tBER 19, 2002 PARKS & RECREATION/SHADE TREE: Cormnittee ~.~l,~[ t ~eS Cont: Chairperson Rios again thanked everyone that was involved with the World Trade Center Memorial, Lou Nataro, from C&E Electric, Rich and Paul Marrone from Acme Manufacturing and Coating, they galvanized and sprayed the steel. Frank Bird from B&L Custom Trading, they donated the posts for the Memorial Plaque, Quick Strip, Larry Fossi, he cleaned and sand blasted the __ steel that we had from the North Tower. Paul Gadomski, PSEG Systems, they fixed the electric by helping our Parks Department work on it. Bob Brown, Browns Welding, welded the lettering on the steel and he also welded the reinforcement braces to secure in the ground and said our Carteret High School Band did a phenomenal job with the music. He went on to say, as far as back ground people that were involved, they were Tony Neibert, Jim Petrossi, Emergency Management, George Lisicki, Vincent Manetta, Gene Busa, Frank Tomczuk and all the residents that attended and he thanked them. He then went on to report on Parks and Recreation, they put down some wood chips around the playground equipment at Carteret Park. They installed some new benches at Shorecrest Park and they have to go back there to finish the fences that they put up to protect the houses from any damage from foul balls. He said our Cherry Picker is arriving tomorrow and then thanked Taqualla Ransdell and her committee for the fine job they did with Ethnic Day. Upcoming events in Recreation will be the Townwide Yard Sale, on September 28th and on a different note, he wanted to advise the Mayor and the rest of the Council, that he has been receiving some complaints about an industry in town. He has been speaking to our Borough Attorney about this and he has been working on this with our Building Inspector and our Board of Health. It is an industry in town, who will remain nameless, and he then asked the Borough Attorney if this was the correct way to do this. Attorney Bergen said they could leave them nameless at this point. Councilmember Rios continued speaking saying it is a tragedy and travesty what they are doing. People cannot live in that area. They are complaining about bird droppings all over their houses and their cars. He said as far as he is concerned we are going to pursue this and he said we just enacted an ordinance on Property Maintenance for residential areas and the industries should be no different. He spoke to Mr. Neibert and the Board of Health and as far as he is concerned there should be no leniency as far as the law goes and if they have to be shut down he will pursue to do that. He commented that people should not have to worry about their children playing in the back yard with disgusting, unhealthy bird droppings. He has seen about five hundred (500) birds on that property and as far as he is concerned they will pursue it and he said that was the end of his report. POLICE: Committee Chairperson Santoro said first she wanted to congratulate our new EMT's. She mentioned that a few of them 9 19, 2{302 were in the audience, naming Susan, Dena, Andrew, Ronnie and G~,,d_ttees Cont: she asked them to stand and congratulated them· She said she hoped everyone would get familiar with them and that they would be bringing them on before the program starts to get familiar with the equipment. She said it will be a great program and they picked the right people to start it and again congratulated them. She went on to say they are expecting three (3) new Police Cars in and one was from the drug money they seized and they should be in within the next few weeks and they were also contacted that they are going to get a computer in the Police Department that will be hooked up to the Amber Alert System, which is throughout the state. She said it is very popular in the south, when you hear about missing children and helps in recovering them. This will be a great asset. She will hopefully have more information within the next few weeks. Progress. PUBLIC WORKS: Committee Chairperson Parisi spoke about the 2002 Road Program saying the contracts have been prepared and the pre-construction (inaudible) on Monday, September 9th. The Middlesex County Department of Highways tentatively scheduled · th th to mill the Borough Roads on or about September 24 or 25 . As far as sewer projects, the Harrison Avenue Pump Station, contract work is proceeding and contract work is approximately 95% complete. The new pump station has been in operation for the last month and the old pump station has been demolished. Site work and restoration remaining, at this date of project completion date is September 22nd. Those that (inaudible) HJC Contract, all the work has been completed including the installation of the new wet wall duct work. Roosevelt Avenue variable (inaudible) drives and control replacement, the contract has been prepared and there is a one hundred and twenty (120) day contract period, which should have a completion date of December 18th. For Recycling, the Leaf Bag Program will begin on October 7th and they will be given more information, probably at the next meeting· As Councilmember Sohayda had mentioned, they had a Moment of Silence for Mr. Stanley Relford who died and was a Borough Employee for many many years. He was a Sweeper Operator. He said they have information about the services tomorrow. The viewing is from 9:00 A.M. to 11:00 A.M and then the service starts at a Baptist Church in Metuchen. He said he did not know Mr. Relford well but he had heard good things about him, that he was a good worker and certainly a good family man and person· He said he will be missed by all and our prayers go out to his family and friends. pROCI2d~TIOt~I The Mayor then read the following proclamation into the record: Race Equality Week RACE EQUALITY WEEK WHEREAS, the National League of Cities is committed to promoting racial equality and justice as a fundamental aspect of a healthy community; and 10 S~'~,:,'~IBI~R 19. 2002 WHEREAS, the National League of Cities has urged local officials PROCLAI~TI_O~I Cont: across the country to join together in a national campaign to promote racial equality and justice; and WHEREAS, by resolution of the National League of Cities, we declare racism unjust and advocate equal rights for all; and WHEREAS, by Act of Congress of the United States dated July 2, 1964, the Civil Rights Act of 1964 was adopted banning discrimination because of a person's color, race, national origin, religion, or sex; and WHEREAS, by Act of Congress of the United States dated July 9, 1868, the 14th Amendment of the Constitution of the United States giving all persons born or naturalized in the United States the right to due process and equal protection under the law; and WHEREAS, National League of Cities President Karen Anderson, Mayor of Minnetonka, Minnesota, has invited local officials across the country to renew their commitment to ensuring racial equality and justice for all beginning on September 23, 2002, by reporting successful programs and announcing specific action plans for the coming year. NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Carteret hereby declare the week of September 23, 2002, as Race Equality Week in the Borough of Carteret and urge all citizens of Carteret to join together to support this effort; BE IT FURTHER RESOLVED that the Mayor and Council of the Borough of Carteret reaffirm our commitment to ensuring racial equality and justice in our town and to working with the National League of Cities to sustain this commitment throughout the county; and BE IT FURTHER RESOLVED that the Mayor and Council of the Borough of Carteret urge all citizens to recognize SEPTEMBER 23-29, 2002 as RACE EQUALITY WEEK Mayor Failace then went on to thank all the Borough Employees l~layor Failace and all those involved in the September llth Memorial, saying they exceeded his expectations. He then went on to say it was a great week with that and Ethnic Day and Post Office Hero Appreciation Day and that all three events has a good turnout. He then went on to say he had been begging the MCEOC to help us in Carteret with some transportation issues we have. We had talked about possibly getting some transportation to Woodbridge's Train Station, or Metro Park. They have committed to him that on November 1st 11 they will start a program which will transport our citizens to and from the train stations and to transport Veteran to various medical appointments throughout the County and they will also hire Veterans to do the driving. He said he will sit down with the Veteran's Associations and make out a schedule. He also spoke about using Veteran's Services to rehabilitate homes in Carteret and get Veterans back to work that have been trained in construction, etc. and get those homes back on the tax roles and sell them to citizens of Carteret at a reasonable price. He said the MCEOC also has a number of other projects they want to talk to the Council about and he thinks the Council will be very excited about it and he looks forward to them coming. PtIBLIC; DISOJSSIOI~ Upon MMS&C by Councilmembers Reiman and Sosnowski and unanimous affirmative vote of the full Council present the meeting was opened to the public. A man named George spoke saying (inaudible), a State Service Disabled Veteran Officer for the VA (inaudible) of the VFW and commented as the Mayor said, one of our problems is transportation of our disabled veterans to the hospital for emergencies and major stuff. A lot of the men do not carry hospitalization so the ambulance is beyond their means. All the Veteran's Organizations try to encourage that all their veterans get enrolled in a VA Health Care System. He said he has been making it a point in his life to get these guys in and has been working on it pretty steady. He spoke shortly on this. l~xard of ttealt:h Pat Tozzi spoke, saying after three (3) years a ramp is being built Ramp for the Board of Health. He said he wanted to express his appreciation to all involved and he mentioned Councilmember Sosnowski. He also mentioned that one of the ambulances that were purchased was purchased from the Soldiers and Sailors Fund and they appreciate that they would participate in such a good cause. He thanked everyone. Leamcdaing Ramp, Theodore Kaskiw, 390 Carteret Avenue, spoke saying he Re: P~rthur Ki_ll remembered being eight (8) years old and using the Arthur Kill River for recreation with row boats, etc. He said he heard from Councilman Reiman's report that they are going to do something with the boat basin. He asked if they are going to consider a launching ramp for boats. Councilmember Reiman said part of the hold up was that the Harbor Pilots from Sandy Hook has objected to the DEP and to the Army Core of Engineers, plus the plan for Phase I includes a pier three hundred (300) feet by seventy-five (75) feet and also includes a boat launch pad and floating dock and the Harbor Pilots objected 12 SEYt~IBER ~9, 2002 to lauching small craft in the channel, where it is very narrow and Arthur Kill Cont: to the anchors going up and down. He said they sent out to two (2) Engineering Companies and are working on a project to do video footage. There is a tanker every eight (8) or nine (9) hours, so the small craft does not have a major impact. The DEP is ready to sign off on the permits and then they will just wait until the Army Core signs off on it. As included in the plans they should break ground in another thirty (30) to forty (40) days.
