REGULAR COUNCIL MEETING, MAY 7, 2018
CALL TO ORDER
The Regular Council Meeting of May 7, 2018, was convened at 6:00 P.M. by Mayor
Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Prather and seconded by Councilwoman Ward to
adopt the agenda. The motion to adopt was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Police Chief Roger Schroeder introduced and recognized recent retiree Kathy
Abernathy and thanked her for over twenty-five years of service.
Mayor Tergin introduced and welcomed Danny Lyskowski, Kelsey Thompson, and their
son, Milton. Mayor Tergin presented the Kids to Parks Day Proclamation to them.
Aaron Grefrath, Assistant Director of Programs for the Parks, Recreation, and Forestry
Department then updated the City Council on the department’s current parks activities.
PUBLIC HEARINGS
There were no public hearings at this time.
APPOINTMENTS BY THE MAYOR
The following City Council Liaison Appointments to City Boards and Commission for
2018-2019 were recommended by Mayor Tergin. Councilwoman Wiseman motioned to
approve the recommendations, and Councilman Graham seconded the motion. The
motion passed unanimously.

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Announcements and Events
Councilman Hussey announced the May 15th and May 29th Charter Review
Advisory Committee Meetings, at 6:00 P.M in the Fire Department Annex. The
Committee has met three times, and anticipates ending the review process by
early July with recommendations to the City Council.
Councilman Hussey announced the next Public Works & Planning Committee
meeting on Thursday, May 10th at 7:30 A.M. in the Boone/Bancroft Room of City
Hall.
Councilman Hussey updated the City Council on the City’s first “Porchfest” event
which was held on Sunday, May 6th. An estimated 1,500 people attended with
10 participating porches and 27 featured acts. Councilman Hussey thanked the
sponsors of the event.
Councilman Mihalevich provided a recap of the “Why Thomas Jefferson Should
Matter Today?” Essay or Multimedia Presentation Contest and the birthday
celebration event which was held April 30th at Avenue HQ. An estimated 150

people were in attendance, including winners of the contest. Councilman
Mihalevich thanked the sponsors of the event.
Mayor Tergin made the following announcements:
The Police Officer Memorial was Saturday, May 5th at the Governor’s Garden.
Shelbyfest was held over the weekend at various locations in Jefferson City.
Mayor Tergin was recognized by the Missouri Department of Highways and
Transportation Commission for the “Buckle Up Phone Down” initiative.
Big & Rich Concert Behind the Walls tickets are now available at

Fire Chief Matt Schofield made a fire safety announcement, and informed the
City Council that the new Fire Safety Education Unit is now up and running.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Caroline Wanjiru announced the upcoming Lincoln University events:
May 7-11 – Finals Week
May 12 – Graduation Ceremonies
Recognition events will be held for the following outgoing University
members:
Interim Lincoln University President Michael Middleton,
Jerome Offord, Dean of Administration and Student Affairs, and
Rhonda Harper, Director of the “Marching Musical Storm” Band.

CONSENT AGENDA
The following items were brought before the Council for approval by Consent:

b. Authorize the Renewal (Year 3) Purchase of Transit Bus Parts from Gillig,
LLC
c. Authorize an Estimated $205,570.25 for Concrete and Concrete Products
with Farmers Concrete (Primary) and Cole County Industries

A motion was made by Councilwoman Ward to approve the Consent Agenda as
presented, seconded by Councilwoman Wiseman, and approved unanimously.

2018-005 sponsored by Councilman Hussey, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH BARTLETT AND
WEST, IN THE AMOUNT OF $285,521.50 FOR THE DUNKLIN STREET BRIDGE AND
CORRIDOR PROJECT.
2018-006 sponsored by Councilman Hussey, entitled:

Councilwoman Ward made a motion to amend Bill 2018 -007 to delete any references
made to the property being known as the Dalton House. Councilman Pr ather seconded
the motion. The motion passed unanimously.
Councilman Ward then requested to suspend the rules so the amended bill could be
read a third time, and taken up for final passage. There were no objections.

Councilman Hussey motioned to amend the Bill to change the sponsor from
Councilman Henry, who is no longer on the City Council, to Councilman Hussey.
Councilwoman Ward seconded the motion. The motion passed unanimously.

NEW BUSINESS/UNFINISHED BUSINESS
Councilman Graham asked if anyone knew the purpose of the red stickers being placed
on mailboxes. Nicole Roberts of the News Tribune was in the audience and informed
that committee that she believed the stickers were placed to help newspaper delivery
persons know which houses subscribed to the newspaper. Councilman Graham
suggested mentioning that information in the newspaper so customers would know why
there’s a red sticker on their mailbox.
Mayor Tergin announced the USS Jefferson City changing of command ceremony,
scheduled to take place in Hawaii on May 11, 2017 at 3:00 P.M. CST.

Ward, and approved unanimously at 7:05 P.M.
