CI-IARGE S AGAINST AND DIRECTING THE Upon MMS&C, by Councilmembers Rios sand Sitarz REMOVAL OF LARRY ALEKSANDRICH RESOLUTION//03-338 "AUTHORIZING CHARGES AGAINST AND DIRECTING THE REMOVAL OF CARTERET REDEVELOPMENT AUTHORITY COMMISSIONER AND ZONING BOARD OF ADJUSTMENT MEMBER LARRY ALEKSANDRICH" ADOPTED was adopted. Upon individual roll call vote, Councilmembers Krum, Rios and Sitarz voted in the affirmative. Councilmember Parisi abstained. Councilmembers Naples and Sosnowski were noted absent. There being no further business or discussion, upon MMS&C, by ADJOURNED Councilmembers Rios and Sitarz and unanimous affirmative vote of the four (4) Councilmembers present, the meeting was adjourned at approximately 7:40 P.M. MOTION TO AMEND Upon MMS&C, by Councilmembers Sitarz and Rios and unanimous THE AGENDA affirmative vote of the four (4) Councilmembers present, a motion was made to amend the agenda to include Resolution #03-338. Mayor Reiman explained the reason for the Resolution· MEETING oPENED Upon MMS&C, by Councilmembers Siatrz and Rios and unanimous pUBLIC INPUT ON affirmati vote of the four (4) Councilmembers present, the meeting REsoLUTION # 03-33 was opened for public input on Resolution #03-338. 11 NOVEMBER 6, 2003 PROCLAMATION: WHEREAS, there are currently more than 25 million living American VETERAN'S DAY veterans, many of whom risked their own lives for the perpetuation of (Continued) the American way of life; and WHEREAS, the services performed by these millions of American veterans have demonstrated the willingness of our Nation to meet the challenge of armed aggressors who have threatened our freedom and the cause of individual determination throughout the world; and WHEREAS, it is the contribution of these proud Americans who have helped to shape the American character that today represents this great Nation; and WHEREAS, our Nation and the free world are etemally grateful for the contributions of American veterans to the advancement of world peace; and WHEREAS, it is fitting and proper that a day be set aside to honor those who have served our Nation so honorably; NOW, THEREFORE, I, DANIEL J. REIMAN, Mayor of the Borough of Carteret, in recognition of the contributions our service men and women have made to the cause of peace and freedom around the world, declare Tuesday, November 11, 2003 as VETERAN'S DAY and ask that the day be observed with appropriate ceremonies in honor of those men and women who have served our Nation so proudly; I FURTHER CALL UPON all citizens and businesses to mark this day with the proud display of the Flag of the United States in reaffirmation of our national unity and pride and in rededication of our national ideals. Mayor Reiman said the Services would be at 11:00 A.M. at the Soldiers and Sailors Memorial in Carteret Park. Upon MMS&C, by Councilmembers Sitarz and Rios and unanimous PUBLIC affirmative vote of the four (4) Councilmembers present, the meeting DISCUSSION was opened to the public for discussion. PUBLIC There being no comments or objections, upon MMS&C, by DISCUSSION Councilmembers Sitarz and Rios and unanimous affirmative vote of CLOSED the four (4) Councilmembers present, the public discussion portion of the meeting was closed. 10 NOVEMBER 6, 2003 FIRE: Councilmember Rios in the absence of Committee Chairperson STANDING ODMM1TI'EES Sosnowski said he was unable to give a report this evening since Councilmember Sosnowski did not leave him any information. PARKS & RECREATION: Committee Chairperson Krum said work should stcrt on Sportsman's Field right after Thanksgiving. He said the Chrome Park equipment would be installed when the rain stops. He said the Hot House is closed but the PBA bathrooms would be open for use in Carteret Park until the Hot House is open. He reported progress. POLICE: Committee Chairperson Rios congratulated Sue Skoczypiec and said a number of Police Officers were attending training for various things and gave some details. He said the Child ID Kits and the Computer Cop Kits were handed out and said the Computer Cop Kits were for children's safety on Internet sites. He reported continued progress. PUBLIC WORKS: Committee Chairperson Sitarz said the men have been patching the pot holes around town. He said there are some new tracks on order. He said the regular pump maintenance is going on and the new street sweeper is on order. He said the men in the garage are getting the equipment ready for winter. He reported progress. BOARD ' )F EDUCATION: In the absence of Committee Chairperson Naples, Mayor Reiman said she has been reaching out to Mr. Cherepski for a meeting with the Board of Education. MAYORAL Mayor Reiman presented Mayoral commendations to the Carteret Air COMMENDATIONS: Pollution Commission contest winners. AIR POLLUTION COMMISSION CONTEST STANDING BUILDINGS & GROUNDS: In the absence of Committee COMM1TfEES Chairperson Naples, Mayor Reiman said they were moving ahead with retro fitting Borough Hall and have received $485,000.00 to date in grant money. FINANCE & ADMINISTRATION: Committee Chairperson Padsi said there was a land sale on October 30, 2003 and gave the details. He said about $1.4 million dollars was raised. COMMUNICATIONS: The Clerk stated that she was in receipt of a Communication from the TOWNSHIP OF Townsh(' of North Brunswick-Resolution opposing S-2516, NORTH BRUNSWICK Prohibiting Use of Schools as Polling Places. The Clerk stated that she was in receipt of a Communication from the TOWNSHIP OF Township of North Brunswick-Resolution opposing State's Property NORTH BRUNSWICK Tax Reimbursement Program. BOROUGH OF __ The Clerk stated that she was in receipt of a Communication l~om the JAMESBURG Borough of Jamesburg-Resolution urging adoption "S.M.A.R.T." Bill to reform the funding of schools in New Jersey. HEARING CLOSED There being no comments or objections to the Ordinance, the Mayor declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the four (4) Councilmembers present. Upon MMS&C, by Councilmembers Rios and Sitarz ORDINANCE #03-46 "AN ORDINANCE AMENDING & SUPPLEMENTING § 109-5.3, ENTITLED WAIVER FOR SENIOR CITIZENS, OF THE CODE OF THE BOROUGH OF CARTERET" ADOPTED was finally adopted. NOVEMBER 6, 2003 The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING Carteret was called to order by Mayor Daniel J. Reiman approximately 7:00 P.M. on Thursday, November 6, 2003, Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. ROLL CALL -- Upon individual roll call, the following were noted present: Councilmember Randy Krum " Ronald Rios " Frank Parisi " Joseph Sitarz Also noted present was Borough Attorney Robert J. Bergen, Esq. NOTED ABSENT Noted absent were Councilmembers Susan Naples and Brian Sosnowski. The meeting was opened with a moment of Silent Prayer and The PRAYER, PLEDGE Pledge of Allegiance led by Mayor Daniel J. Reiman. OF AI.I.EGIANCE STATEMENT OF The Clerk stated that on October 31, 2003, in full compliance with the MEETING NOTICE Open Public Meetings Act, a notice of tonight's meeting was sent to The Home News Tribune, The Star-Ledger and posted on the bulletin board. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous APPROVAL OF affirmative vote of the four (4) Councilmembers present, the minutes MINUTES of October 16, 2003 were approved as transcribed and engrossed by the Clerk. Mayor Reiman presented a Mayoral Commendation to Susan MAYORAL Skoczypiec from the Police Department for organizing the Borough's ODMMENDATION: National Night Out Program. He said Susan was selected as a SUSANSKOCZPIEC National Award Winner. Mayor Reiman said the Comcast Cable Television Public Heating will COMMENTS be held at 7:30 P.M. and was not a part of the Council Meeting tonight. IJe explained. -- The Clerk stated Ordinance #03-46 was introduced and passed upon ORDINANCE # 03-46 AMENDING & First Reading at a Regular Meeting of the Borough Council held on SUPPLEMENTING October 16, 2003. It was duly published in the Home News Tribune CODE, CI-IAPTER 109- on October 21, 2003 with notice that it will be considered for final 5.3, RE: WAIVERFOR passage after Public Hearing to be held on November 6, 2003 at SENIOR CITIZENS approximately 7:00 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title.
