Reiman approximately 7:00 P.M. on Tuesday, November 17, 2003, Thomas J. Deverin Commumty Center, 100 Cooke Avenue, Carteret, New Jersey. ROLL CALL Upon individual roll call, the following were noted present: Councilmember Susan Naples " Frank Parisi " Ronald Rios " Joseph Sitarz Also noted present was Borough Attorney Robert J. Bergen, Esq. Noted absent were Councilmembers Randy Krum and Brian NOTED ABSENT Sosnowski. The meeting was opened with a moment of Silent Prayer and The pRAYER, PLEDGE OF Pledge of Allegiance led by Mayor Daniel J. Reiman. ALLEGIANCE The Clerk stated that on November 12, 2003, in full compliance with STATEMENT OF the Open Public Meetings Act, a notice of tonight's meeting was sent MEETING NOTICE to The t omc News Tribune, The Star-Ledger and posted on the bulletin board. ORDiNANCE #03-47 was introduced and adopted on First Reading ORDINANCE # 03-47 and the Clerk authorized and directed same for Public Hearing to be CREATING A SPECIAL IMPROVEMENT held on December 18, 2003, upon MMS&C, by Councilmembers Rios DISTRICT AND and Naples. Upon individual roll call vote, Councilmembers Naples, DESIGNING A Parisi, Rios and Sitarz voted in the affirmative. Councilmembers DISTRICT Krum and Sosnowski were noted absent. MANAGEMENT CORPORATION ORDINANCE #03-47 "OI ~INANCE CREATING A SPECIAL IMPROVEMENT DISTRICT WITHIN THE BOROUGH OF CARTERET AND DESIGNATING A DISTRICT MANAGEMENT CORPORATION" NOVEMBER 17, 2003 ORDINANCE # 03-48 ORDINANCE #03-48 was introduced and adopted on First Reading ESTABLISHING A and the Clerk authorized and directed same for Public Hea:ing to be PREVAILING WAGE held on December 18, 2003, upon MMS&C, by Councilmembers Rios REQUIREMENT and Sitarz. Upon individual roll call vote, Councilmembers Naples, Parisi, Rios and Sitarz voted in the affirmative. Councilmembers Krum and Sosnowski were noted absent. ORDINANCE #03-48 "ORDINANCE ESTABLISHING A PREVAILING WAGE REQUIREMENT FOR THE BOROUGH OF CARTERET" ORDINANCE # 03-49 ORDINANCE #03-49 was introduced and adopted on First Reading AMENDING & and the Clerk authorized and directed same for Public Heating to be SUPPLEMENTING held on December 18, 2003, upon MMS&C, by Councilmembers Rios CHAPTER 140, ENTITLED and Sitarz. Upon individual roll call vote, Councilmembers Naples, "GRAFFITI" Parisi, Rios and Sitarz voted in the affirmative. Councilmembers Krum and Sosnowski were noted absent. ORDINANCE #03-49 "AMENDING & SUPPLEMENTING CHAPTER 140 ENTITLED 'GRAFFITI' OF THE CODE OF THE BOROUGH OF CARTERET" ORDINANCE # 03-50 ORDINANCE #03-50 was introduced and adopted on First Reading AUTHORIZING and the Clerk authorized and directed same for Public Hearing to be ACQUISITION OF held on December 18, 2003, upon MMS&C, by Councilmembers BLOCK 5.1, LOT2 Sitarz and Rios. Upon individual roll call vote, Councilmembers Naples, Parisi, Rios and Sitarz voted in the affirmative. Councilmembers Krum and Sosnowski were noted absent. ORDINANCE #03-50 "AUTHORIZING THE ACQUISITION OF TITLE TO BLOCK 5.1, LOT 2" MEETING OPENED A copy of each Resolution was placed on the table for public review PUBLIC INPUT ON prior to the meeting in accordance with the Rules of Council and upon ALL RESOLUTIONS MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the four (4) Councilmembers present, the meeting was opened for public input on all Resolutions. NOVEMBER 17, 2003 There being no comments or objections to the Resolutions, the Mayor MEETING CLOSED declared the Public Heating to be closed, upon MMS&C, by Councilmembers Sitarz and Rios and unanimous affirmative vote of the four (4) Councilmembers present. The Borough Clerk asked if any Councilmembers had any objections on the Ceqsent Agenda and asked for a motion. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous CONSENT AGENDA affirmative vote of the four (4) Councilmembers present, Resolutions #03-340 through #03-347 and Resolutions #03-349 through #03-351 were approved. Mayor Reiman said they would vote on Resolution #03-348 separately. RESOLUTION # 03-340 RESOLUTION #03-340 was introduced by the Mayor and referred to DIRECTING THE the Council for action. ISSUANCE OF VARIOUS RAFFLE Upon MMS&C, by Councilmembers Rios and Sitarz LICENSES RESOLUTION #03-340 "DIRECTiNG THE ISSUANCE OF VARIOUS RAFFLE LICENSES" was adopted. Upon individual roll call vote, Councilmembers Naples, ADOPTED Parisi, Rios and Sitarz voted in the affirmative. Councilmembers Kmm and Sosnowski were noted absent. RESOLUTION #03-341 was introduced by the Mayor and referred to RESOLUTION # 03-341 the Council for action. PROVIDING FOR THE TRANSFER OF Upon MMS&C, by Councilmembers Rios and Sitarz SURPLUS FUNDS RESOLUTION #03-341 "PROVIDING FOR THE TRANSFER OF SURPLUS FUNDS" was adopted. Upon individual roll call vote, Councilmembers Naples, ADOPTED Pafisi, Rios and Sitarz voted in the affirmative. Councilmembers Krum and Sosnowski were noted absent. NOVEMBER 17, 2003 RESOLUTION # 03-342 RESOLUTION #03-342 was introduced by the Mayor and referred to CREATING VARIOUS the Council for action. HANDICAPPED PARKING SPACES Upon MMS&C, by Councilmembers Rios and Sitarz RESOLUTION #03-342 "CREATiNG HANDICAPPED PARKiNG SPACES FOR 33 WARREN STREET AND 78 MULBERRY STREET" ADOPTED was adopted. RESOLUTION # 03-343 RESOLUTION #03-343 was introduced by the Mayor and referred to PROFESSIONAL the Council for action. SERVICES-CME ASSOCIATES, RE: Upon MMS&C, by Councilmembers Rios and Sitarz GREEN ACRES- WATERFRONT RESOLUTION #03-343 DEVELOPMENT PROJECT "AUTHORIZiNG A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH CME ASSOCIATES- GREEN ACRES-WATERFRONT DEVELOPMENT PR©JECT" ADOPTED was adopted. RESOLUTION # 03-344 RESOLUTION #03-344 was introduced by the Mayor and referred to PROFESSIONAL the Council for action. SERVICES-HATCH MOTr MACDONALD, Upon MMS&C, by Councilmembers Rios and Sitarz AVENUE PUMP RESOLUTION #03-344 STATION/HILL DISTRICT, PHASE I "AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH HATCH MOTT MACDONALD-HAYWARD AVENUE PUMP STATION / HILL DISTRICT PHASE I" was adopted. Upon individual roll call vote, Councilmembers Naples, ADOPTED Parisi, Rios and Sitarz voted in the affirmative. Councilmembers Krum and Sosnowski were noted absent. 4 NOVEMBER 17, 2003 RESOLUTION #03-345 was introduced by the Mayor and referred to RESOLUTION # 03-345 the Council for action. APPOINTING FRANCIS WALL, Upon MMS&C, by Councilmembers Rios and Sitarz LABORER RESOLUTION #03-345 "APPOiNTING FRANCIS WALL, JR. TO THE POSITION OF LABORER IN THE STREETS AND ROADS DEPARTMENT" was adopted. Upon individual roll call vote, Councilmembers Naples, ADOPTED Par/si, Rios and Sitarz voted in the affirmative. Councilmembers Krum and Sosnowski were noted absent. RESOLUTION #03-346 was introduced by the Mayor and referred to RESOLUTION # 03-346 the Council for action. CERTIFYING Upon MMS&C, by Councilmembers Rios and Sitarz MANTUANO-EMT RESOLUTION #03-346 "CERTIFYING RICHARD R. MANTUANO EMERGENCY MEDICAL TECHNICIAN" was adopted. Upon individual roll call vote, Councilmembers Naples, ADOPTED Parisi, Rios and Sitarz voted in the affirmative. Councilmembers Krum and Sosnowski were noted absent. RESOLUTION #03-347 was introduced by the Mayor and referred to RESOLUTION# 03-347 the Council for action. APPOINTING HUMAN RELATIONS Upon MMS&C, by Councilmembers Rios and Sitarz COMMISSION MEMBERS RESOLUTION #03-347 "APPOINTING MEMBERS TO THE CARTERET HUMAN RELATIONS COMMISSION" was adopted. Upon individual roll call vote, Councilmembers Naples, ADOPTED Parisi, Rios and Sitarz voted in the affirmative. Councilmembers Krum and Sosnowski were noted absent. 5 NOVEMBER 17, 2003 RESOLUTION//03-348 RESOLUTION #03-348 was introduced by the Mayor and referred to CERTIFYING POLICE the Council for action. OFFICERS Upon MMS&C, by Councilmembers Rios and Sitarz RESOLUTION #03-348 "CERTIFYING POLICE OFFICERS" was adopted. Upon individual roll call vote, Councilmembers Naples, ADOPTED Parisi, Rios and Sitarz voted in the affirmative. Councilmembers Krum and Sosnowski were noted absent. RESOLUTION #03-349 was introduced by the Mayor and referred to RESOLUTION # 03-349 the Council for action. AUTHORIZING REJECTION OF BID & READVERTISEMENT Upon MMS&C, by Councilmembers Rios and Sitarz OF NEW BIDS, RE: SKATE PARK RESOLUTION #03-349 EQUIPMENT "AUTHORIZING REJECTION OF BID AND READVERTISEMENT FOR NEW BIDS FOR SKATE PARK EQUIPMENT" ADOPTED was adopted. Upon individual roll call vote, Councilmembers Naples, Parisi, Rios and Sitarz voted in the affirmative. Councilmembers Krum and Sosnowski were noted absent. RESOLUTION #03-350 was introduced by the Mayor and referred to RESOLUTION # 03-350 AUTHORIZING A the Council for action. PROFESSIONAL SERVICES CONTRACT Upon MMS&C, by Councilmembers Rios and Sitarz THE IS DEPOT, INC. RESOLUTION #03-350 "AUTHORIZING A PROFESSIONAL SERVICES CONTRACT WITH THE IS DEPOT, INC. FOR COMPUTER SUPPORT AND TECHNICAL SERVICES" ADOPTED was adopted. Upon individual roll call vote, Councilmembers Naples, Parisi, Rios and Sitarz voted in the affirmative. Councilmembers Krum and Sosnowski were noted absent. 6 NOVEMBER 17, 2003 RESOLUTION #03-351 was introduced by the Mayor and referred to RESOLUTION # 03-351 APPROVING CHANGE the Council for action. ORDER # 1, RE: Upon MMS&C, by Councilmembers Rios and Sitarz ROOSEVELT AVENUE PEDESTRIAN IMPROVEMENTS RESOLUTION #03-351 "APPROVING CHANGE ORDER #1 ROOSEVELT AVENUE PEDESTRIAN IMPROVEMENTS" was adopted. Upon individual roll call vote, Councilmembers Naples, ADOPTED Parisi, Rios and Sitarz voted in the affirmative. Councilmembers Krum and Sosnowski were noted absent. Council President Rios read the names of the new Police Officers and POLICE OFFICERS: explained the selection process. He read the names and said the MICHAEL DAMMANN, following would be hired pending the approval of the medical and JOHNS. MOODY, psychological evaluations with a hire date of December 15, 2003, the JOHNC. WITKOWSKI, academy starts in January. The new officers are Michael Dammann, PAUL F. STENTELLA, ROBERT WARGOCKI, John S. Moody, John C. Witkowski, Paul F. Stentella, Robert JONATHAN E. Wargocki, Jonathan E. DeFelice and Thomas O'Connor. DEFELICE AND THOMAS O'CONNOR Mayor Reiman congratulated the new officers and said this would ODMMENTS bring the Police Department from fifty-four members to sixty-one. He said the Police Academy would start at the end of January and last approximately twenty weeks. The Clerk stated that she was in receipt of a ABC License Transfer APPLICATIONS: from Mafia's Portuguese and Spanish Bar and Restaurant, Inc. to MARIA'S PORTUGESE Millennium Buffet at Carteret Corp. Upon MMS&C, by SPANISH BAR & Councilmembers Sitarz and Rios and unanimous affirmative vote of RESTAURANT TO MILLENNIUM BUFFET the four (4) Councilmembers present, it was ordered to be sent to the Police Department for approval. The Clerk stated that she was in receipt of a Communication from COMMUNICATIONS: Greenwich Township-Resolution opposing State's Property Tax GREENWICH Reimbursement Program. TOWNSHIP Upon MMS&C, by Councilmembers Sitarz and Rios and unanimous affirmative vote of the four (4) Councilmembers present, all Communications were ordered to be received and placed on file. 7 NOVEMBER 17, 2003 PAYMENT OF Upon MMS&C, by Councilmembers Rios and Parisi all bills BILLS appearing on the prepared list properly audited and signed were ordered to be paid. Upon individual roll call vote, Councilmembers Naples, Parisi, Rios and Sitarz voted in the affirmative. Councilmembers Krum and Sosnowski were noted absent. REPORTS The Clerk stated that she was in receipt of the following reports: DEPARTMENT 1. Board of Health-October 2003 2. Inspection of Buildings-October 2003 Upon MMS&C, by Councilmembers Sitarz and Rios and unanimous affirmative vote of the four (4) Councilmembers present, qll reports were ordered to be received and placed on file. STANDING BUILDINGS AND GROUNDS: Committee Chairperson Naples said COMMI'I'fEES Buildings and Grounds and Streets and Roads are working to repair the Borough Hall parking lot. She said Buildings and Grounds will be working at the Police Station to expand office space. She said they have purchased a carpet cleaner and are doing the rugs in house to save money. FINANCE AND ADMINISTRATION: Committee Chairperson Parisi said there was a little mishap in the Clerk's Office on Election Day but it was taken care of. He congratulated the new Police Officers. FIRE: Councilmember Naples in the absence of Committee Chairperson Sosnowski said Firefighters visited the schools in October and November during their Fire Safety Program. She spoke about the Gas Pipeline Seminar attended by members of the Police Department, Fire Department and Office of Emergency Management. PARKS AND RECREATION: Councilmember Rios in the absence of Committee Chairperson Krum said the Hot House in Carteret Park is closed for renovations to the bathrooms. He said they ordered seventy one trees and said Grant Avenue Park is progressing rapidly and briefly explained. He said they annual Christmas tree lighting will take place on December 6, 2003 at Carteret Park. He reported progress. NOVEMBER 17, 2003 PUBLIC WORKS: Committee Chairperson Sitarz said they received sTANDING the new street sweeper and it will be out on the street after the ODMMI'ITEES employees are trained. He said the two dump trucks should be coming in before Christmas. He said one of the Senior Citizen buses needs an engine ap'~ transmission, which would be worked on this winter. He -- spoke about the pump stations and said Streets and Roads is patching holes. He reported progress. POLICE: Committee Chairperson Rios congratulated the new Police Officers. He said work began to ground the police radio tower on November 14, 2003. He said they would be installing an Amber Alert computer soon. He spoke about the "Click it or Ticket Program" and the Civilian Police Academy that was started in Carteret. He said the instructor was Captain Talalai and there are twenty eight high school students involved. He reported continued progress. BOARD OF EDUCATION: Committee Chairperson Naples said the Police Cadet Candidates are very excited and she thanked Mayor -- Reiman and Councilmember Rios for starting the program she felt was long overdue. She spoke about the Fire Prevention contest. Mayor Reiman said we have had a tremendous year with grants and MAYORREIMAN we have taken in $7.9 million dollars so far. He spoke briefly about the detailr. He congratulated the new Police Officers.
