CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the Mayor at 6:10 p.m. Present were Councilmembers Scott Bass, Martha F. Broucek, Alan H. Fein, Robert Oldakowski, James L. Peters, Vice Mayor Mortimer Fried and Mayor Joe I. Rasco. Also present were Village Manager C. Samuel Kissinger, Village Clerk Conchita H. Alvarez and Village Attorney David M. Wolpin. 2. PLEDGE OF ALLEGIANCE: Mayor Rasco led the Pledge of Allegiance. The purpose of the meeting was to discuss the Goals and Objectives of the Village Council. After extensive discussion and by consensus, the Council recommended the following goals and objectives: I. Top Priority (0-12 Months) A. Beach Renourishment • • • • • Administer Renourishment Project Secure Funding from Miami -Dade County Secure Dedicated Funding Source from Rickenbacker Causeway Tolls Study Feasibility of Artificial Reefs Monitor Beach Improvement 1 of 5 February 6, 2001 B. Beautify All Areas Under Village Control • • Continue high level of beautification and maintenance of areas under Village control Feasibility of diagonal parking around the school C. Civic Center • Community Center • Fire Station • Police/Administration Building • Community Theater/Council Chamber • Lobbying efforts to secure outside funds for these projects D. Community Information Strategy and Action Plan • • • • • • Continue improving the use of Channel 99 Adding two PEG channels for the Village Village Computer System Improvement Program Emphasis on improving web site Consideration of quarterly newsletter or other means of communication Press/Media Relations E. Continued involvement and cooperation with "Keep Seniors on Key Biscayne" (KSOKB) • • Government Involvement Short and Long Term Policies F. Crandon Boulevard Beautification and Improvements • Develop Plan • Street Tree Planting • Sidewalks • Re-examine Curbing • Bus Shelters • Sidewalks to State Park • Crosswalks (including Button Operated Lights) • Pines Canal Development Vista 2 of 5 February 6, 2001 G. Hire A New Manager • Begin process in September H. Ocean Park • Complete Project in Next 12 months • Usage (Entrance, Access, Hours, etc.) I. Pedestrian Comprehensive Strategy • • • Study and Implement Sidewalk Plan Study Seaview Drive/Crandon Boulevard intersection crosswalk Grapetree Street and Mashta Island traffic calming J. Playing Fields • • • Pursue Land in Parks Pursue Land adjacent to Village boundaries Lighting Study - Village Green K. Residential Street Signs • Replace Village Street Signs • Reduce Number of Signs L. Sanitary Sewer Construction Program • • • • Construction Assessments Concrete Asbestos Water pipes Funding M. Improve Intergovernmental Relations • • • • Explore Catwalks in wetlands between Calusa Park and the Village Pathway between Calusa Park and Crandon Park Tennis Center Improve permitting process for Village projects that require County approval Lobbying efforts at the County, State and Federal levels 3 of 5 February 6, 2001 N. Parking • Comprehensive parking plan study • Resident -only parking areas O. Land Acquisition • Purchase of Citgo Gas Station • Real Estate Exchange P. Community Rating System (ISO) Q. • Improve rating from grade 6 to grade 5 Develop High Quality Key Biscayne Elementary School • Increased Parking • New Middle School Building • Partner with Key Biscayne Community School/PTA/ Miami -Dade County Public Schools • Investigate Purchase of Homes II. High Priority (12-24 Months) A. Harbor Drive Beautification and Improvements • • Develop Plan Study Curbing Restructure from Crandon Boulevard to Fernwood Road B. Land Acquisition for Passive Bay Park • Waterfront Property C. Ocean Lane Drive Street Beautification and Improvements • • Reclaim Swales Sidewalks III. Long Term Objectives (24 Months or More) 4 of 5 February 6, 2001 A. Residential Street Lighting Study (TBD) • • Village -Wide Lighting Design Study Replacing Existing Lights with Village Character Lights B. Underground Utilities: Study ($10 M est.) • • • • Explore Financing Options Holiday Colony Crandon Boulevard Complete at the Same Time as Street Lighting (Item A) The following residents addressed the Council: Dr. Robert Maggs, 155 Ocean Lane Drive; Michele Padovan, 425 Grapetree Drive; Steve Simon, 325 Harbor Lane; Richard Pinsky, Pinsky and Associates. By consensus, the Council directed the Manager to submit a final draft of the 2001 Goals and Objectives with any recommendations or suggestions that the Manager might have.
