Present were Committee members Aaron Dushku (Chair),Anthony Palomba(Vice-chair), Susan Falkoff(Secretary),Public Works Staff Jerry Mee,Dennis Sheehan and Matt Shuman; Town Council President Mark Sideris and Vice President Vincent Piccirilli;Vanesse Associates Engineering Consultant to Athenahealth Steve Boudreau, Stantec Consultant Bob Corning,Athenahealth Project Manager Phil Memmott,residents Sibylle DeBartolo and Michelle Cokonougher,and Charlie Breitrose from www.WatertowriMAnews.com. I. WATER METER REPLACEMENT Mr. Sheehan presented a revised draft regulation document(attached). The Committee recommended a few further edits and asked Mr. Sheehan to provide a red-lined copy of the draft regulation changes for the Town Council. (Additional edits from the Town Attorney were incorporated after the meeting and are included in the attachment) The Committee voted 3-0 to ask that the Town Council approve the amended lap-_ua2_e and recommend that the Town Manager incorporate them into the Town's existing Water Reeulations. II. LINEAR PARK LIGHTING Mr. Sheehan provided a handout about the proposed lighting for Linear Park(attached). This has been an item in the Capital Improvements budget for several years. The main reason for the lighting is to improve safety but DPW wants to also be sensitive to the concerns of neighbors who may object to bright lights near their homes. Shields can be added to the lights to divert light if necessary. District Councilor Piccirilli notes that the previous street lights in the area were taller and less focused. Councilor Palomba raised concerns about the possibility of the lights affecting the neighbors and asked if there was a community meeting being planned. DPW responded that no meeting was planned at this time. President Sideris suggested that before any work is done,DPW should hold a meeting with the residents whose property abuts the park. The Department agreed to do so. The Committee voted 3-0 to recommend that the proiect go forward.provided there be a neighborhood meetins (not iust for direct abutters)before there is a transfer of funds for the proiect. III. WALNUT/DEXTER and SCHOOL STREET INTERSECTION Changes to improve this intersection are being proposed as part of the i-cubed projects. Concept drawings were distributed(attached). The Police Department has reviewed the plan and changes were incorporated based on department feedback. Mr. Boudreau said the main goal of the changes was to improved safety for both cars and pedestrians. The central part of the intersections will be mill and overlayed. There will be bumpouts to narrow the pedestrian crossings and improve visibility. Vehicles approaching the intersection from the north will be channeled. LED stop signs will guide traffic coming into the intersection from the east and west. The intersection will have a"Do Not Block"box. No parking will be removed. The design shows an addition of two street trees and the Committee asked that another be considered on Walnut Street. The design shows crosswalks across both Dexter and Walnut and the Committee requested consideration of another at the bump-outs on School Street. The project team will examine pedestrian activity in the intersection and re-assess the need for a third crosswalk. The Committee voted 3-0 to support the re-design with the project team evaluatins the additional tree and crosswalk options. In response to concerns raised by Councilor Palomba,Mr. Mee explained that he and Mr. Magoon were meeting soon to discuss how to repurpose the Arsenal Project mitigation agreements in light of the i-cubed project taking over funding for some of the proposed uses of mitigation money. The Town Council Committee on Budget and Page 1 of 2 Fiscal Oversight will be discussing procedural mechanisms for such `repurposing' sometime in January of 2018. Councilors Falkoff and Palomba praised Councilor Dushku for his leadership of this committee for the past two years and the DPW staff added their appreciation for the work of the Committee. Mee, Superintendent DATE: December 4, 2017 RE: Commercial Water Meter Regulation Changes In preparation for the December 6, 2017 Public Works Subcommittee meeting, this memo outlines the proposed changes to the language of Town Water Regulations, Article III, Section 4 and includes recommended edits from the November 20, 2017 Public Works Subcommittee meeting. The proposed changes to the Water Regulations are to support the replacement of the large meter meters and change ownership of meter reading devices and meters to the Town Department of Public Works. The current Water Regulations state (proposed to be deleted): "Furnishing of Meters and Meter Size For residential and non-residential buildings, the DPW shall furnish at its expense meters up to and including 1-inch meters in size, along with the necessary bushings and couplings to attach to the plumbing. The owner shall furnish at its expense, meters 1 '/4 in in size or larger, except that the replacement of any such meter shall be at the owner's expense. The size of the meter required shall be determined by the owner and subject to the approval of the DPW. Ownership All meters, one inch and smaller, once installed become the property of the DPW, except that the DPW may refuse to take ownership of a meter which is improperly installed or which is the wrong type or size for the premises in question. Installation of Meters All meters up to an including 1-inch in size shall be installed by the DPW at its expense. Prior to installation of the meter, the owner shall, at its expense, complete the plumbing so that the premises are ready for meter installation. All meters 1 '/4 inches in size shall originally be installed by the owner at its expense and inspected by the DPW. Replacement of such meters shall be done by the owner at his expense. All meters and meter installations must meet with the DPW's approval. Meters 2 inches in size and larger shall be the turbine type and shall be provided with a 1-inch tap for meter testing by DPW" Recommended edits (replace existing with the following): "Furnishing, Ownership and Installation of Meters !Fe aDntial and n 'dontial buildings, he DPW shall furnish water meters, along with the necessary bushings valves and couplings to attach to the plumbing and all automatic meter reading devices ai ine uwner s prweriv. The size and type of the meter shall be determined by the DPW. The Owner shall be billed for the cost of the meter and associated hardware. All meter reading devices and meters, once installed, are shall be the property of the DPW and are included in the DPW's annual meter installation and maintenance program. For-all new construction residential and commercial properties, the builder shall make payment to the DPW as outlined in Article III Section 2. The meter and meter reading unit shall be installed only afteru4,-44 payment or all equipment supplied by the DPW has been received by the DPW. If the use of the property should change, the DPW reserves the right to require a change in the size of the meter" as determined to be necessary by the UHVV, such change to be undertake,, at the Owner's expense. No abatement or refund+pg of the cost of the installation shall be made. The wner shall be responsible for the installation offer the meter in accordance with these regulations and applicable plumbing codes. Installation shall be undertaken by a licensed plumber, with all costs of installation to be paid by the owner" The above edits are being proposed for a number of reasons. 1. The Department of Public Works has considered all meters over 1-inch in size property of the owners. This has created problems with our meter reading process, reading accuracy, and uniformity in town. 2. While the Town has electronic reading capabilities, many privately supplied meters currently only allow for manual readings. 3. This past fall, the DPW conducted an audit of all meters in town over 1 inch in size. Out of the over 9,000 water accounts, 109 accounts met this 1 inch or larger criteria. Out of these 109 meters, only six were seen to be both correctly sized, the correct meter type, in good working condition and within its useful working age. 4. By replacing this inventory of large meters with Town owned meters, the Department will be better prepared to implement new meter reading technology as outlined in the FY 18- 22 CIP. The Department is currently updating the remaining sections of the Town's Water Regulations which will be presented in the coming months. Adopting these edits at this time will allow the Department to make the needed improvements in the system for reading accuracy and consumer equity. CC. M. Driscoll, Town Manager M. Mee, Superintendent DATE: December 6, 2017 RE: Linear Park Lighting In preparation for the December 6, 2017 Public Works Subcommittee meeting, this memo outlines the Department of Public Works initial recommendations for the installation of decorative safety lighting along Linear Park between Whites Avenue and Waverly Avenue. The Town Managers FY 2018 Budget Message read in part: "Pursuant to the provisions of the Watertown Home Rule Charter and the Town Council Resolution on the Fiscal Year 2018 Budget Process, the Proposed Fiscal Year 2018-2022 Capital Improvement Program (CIP) was submitted to the Honorable Town Council on January 24, 2017. The Council's Committee on Budget and Fiscal Oversight met several times there after developing conceptual recommendations for presentation to the Honorable Town Council for their review and adoption. On March 16, 2017, the Honorable Town Council adopted conceptual recommendations on the Fiscal 2018-2022 CIP as memorialized in the following excerpt from the Committee Minutes: The conceptual recommendations are as follows:... 25. That the Town Council and the Administration finalize plans on how to best proceed with the following items, and seek to find them with FYI transfer of funds or use of previously appropriated monies: a. Linear Park Walkway Lighting..." In this regard, the Department of Public Works is recommending the attached fixture (which matches the decorative lights previously installed in Watertown Square) and project budget outlined below for your review and consideration.
