AN ORDINANCE REPEALING ORDINANCE 2020-1 INSTITUTING A MORATORIUM
ON WATER SHUT-OFFS AND LATE PAYMENT FINES DUE TO THREAT OF COVID-
19 VIRUS
WHEREAS,the Common Council of the City of Greencastle passed Ordinance 2020-1 on
March 25, 2020, instituting a moratorium on water shut-offs and late payment fines due to the threat
of Covid-19. At the time, the Governor had placed restrictions on places of employment and many
people were unable to work;
WHEREAS, the Governor has now declared that the state of Indiana is now in Stage 5 of
reopening and most people have returned back to work;
NOW THERFORE BE IT ORDAINED THAT THE COMMON COUNCIL OF THE CITY
OF GREENCASTLE hereby:
1. Repeals Ordinance 2020-1 and there is no longer a moratorium on shutting off
water for non-payment of bills;
2. The requirement for payment of water bills will resume as described in Chapter
9, Article 2 of the Greencastle City Code and all outstanding balances for unpaid
water bills shall be due and owing, and be subject to late payment charges on
November 10, 2020;
3. The Clerk-Treasurer shall have the authority to enter into payment plan agreements
with customers who are in arrears on their accounts due to Covid-19.
