HomeMy Public PortalAboutM2003-08-15-LRA LYNWOOD REDEVELOPMENT AGENCY SPECIAL MEETING AUGUST 15, 2003 The Lynwood Redevelopment Agency of the City of Lynwood met in a Special Meeting in the Council Chambers, 11330 Bullis Road on the above date at 10:15 a.m. Chairman Pedroza presiding. ~~ y~fembers Byrd. Reyes, Richards, Rodriguez and Pedroza answered roll call. I Also present were Executive Director Hempe, Agency Cowlsel Casso, Secretary Hooper and Treasurer Pygatt. Secretary Hooper announced that the agenda had been posted in accordance with the Brown Act. PUBLIC ORAL COMMUNICATIONS (Regarding Agenda Items Only) NONE PUBLIC ORAL COMMUNICATIONS NONE REGULAR ITEMS Item #I: PLAZA MEXICO DEVELEOPMENT WORKSHOP -~gencv Members directed staff to put together a workshop to discuss the project with the ~~ developer. Developer will be present to discuss the project and present options for development. It was moved by Member Richards, second by Member Byrd and carried to continue this item to a further meeting. Item #2: REVIEW OF REHABILITATION PLANS FOR LYNWOOD TOWNE CENTER To have the Agency review and approve the proposed rehabilitation of the Lynwood Towne Center. The developer has submitted drawings/elevations for consideration and will be present to make an oral presentation. It was moved by Member Byrd, second by Chairman Pedroza to approve the facade rehabilitation work for the Lynwood Towne Center. ROLL CALL: AYES: ~ MEMBER BYRD, REYES, RICHARDS, RODRIGUEL, PEDROZA NOES: NONE ABSTAIN: NONE ABSENT: NONE Item #3: AUTHORIZATION TO USE CONSULTANT SERVICES AND INCREASING THF_, EXPENDITURES LIMITS Chapter 6-3.1 1 requires purchases of supplies, equipment and services over $5,000.00 to require formal bid and authorization from the City Council. Chapter 6-3.13 exempts professional services from formal public bid on purchases of goods and services above 55,000.00. Typically consultant services are used to fill gaps and expertise lacking in the organization. Consultant services are especially productive and cost effective since they are short term and can be mobilized expeditiously compared to hiring a full time staff. ~' . Consultants can assist the City/Agency in designs, negotiations, drafting agreements, feasibility studies, and general project management. Given the expectations from the City Council/Agency to move expeditiously on other City and Redevelopment projects and analysis, the Executive Director is seeking authorization from the City Council/Agency Members to allow the City Manager/Executive Director to use consultant services above the $x,000.00 limit restrictions to be more responsive to Council demands. The City Council/Agency Members may consider requiring the City Manager/Executive Director to seek reauthorization of this authority on an amended basis. It was moved by Chairman Pedroza, second by Member Richards to adopt the following Resolution with the correction of consultant services above the $5,000.00 limit restrictions but not to exceed $10,000.00 instead of $20,000.00 on a single project basis and authorizing the City Manager/Executive Director to enter into agreements to secure the services. RESOLUTION NO. 2003.030 ENTITLED: A RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY OF THE CITY OF LYNWOOD AUTHORIZING THE EXECUTIVE DIRECTOR TO USE CONSULTANT SERVICES ABOVE THE $5,000.00 LIMIT RESTRICTIONS BUT NOT TO EXCEED X10,000.00 ON A SINGLE PROJECT BASIS AND AUTHORIZING THE EXECUTIVE DIRECTOR TO ENTER INTO AGREEMENT TO SECURE THE SERVICES. Imperial Highway Item #5: Conference with Real Property Negotiators Property: Parcel No. 6169-012-016 Item #6: Conference with Legal Counsel -Existing Litigation Case: Lynwood Redevelopment Agency v. Continental Lynwood Case No. BL292260 It was moved by Vice Chairman Rodriguez, second by Member Richards and carried to recess to Close Session at 1:50 p.m. Members reconvened at 2:45 p.m. Agency Counsel Casso stated the Members met on the aforementioned matters and stated on: Item #4: Property: 3100 E. Imperial Highway - No reportable action Item #5: Property: Parcel No. 6169-012-016 - No reportable action Item #6: Case: L.R.A. v.
