AN ORDINANCE TERMINATING THE FIRST RESPONDER COVID-19 BENEFIT
WHEREAS,the novel coronavirus disease 2019, (COVID-19) quickly spread across the
country, posing great risk to parts of our community and creating a Public Health Emergency;
WHEREAS, on March 6, 2020, Governor Eric Holcomb declared that a public health
emergency existed throughout the State of Indiana as a result of COVID-19, and issued subsequent
Orders and Directives, some of which give local law enforcement agencies the responsibility of
enforcement of the Orders and Directives;
WHEREAS, on March 25, 2020, the Common Council passed Ordinance 2020-4, as amended
by 2020-5, providing additional pay to police officers and firefighters due to the nature of the
additional duties and risks arising from COVID-19;
WHEREAS, Governor Holcomb has now declared that the state of Indiana is now in Stage 5
of reopening, lifting many of the previous restrictions that had been put in place.
NOW THEREFORE BE IT ORDAINED THAT THE COMMON COUNCIL OF THE
CITY OF GREENCASTLE hereby repeals Ordinance 2020-4 and Ordinance 2020-5,and terminates
the First Responder COVID-19 Benefit effective the employee pay period beginning November 21,
2020.
ORDAINED by the Common Council of the City of Greencastle at its Regular Meeting this
