Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Mark Hammer, Adam Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert, Dave Murray, Jacob Widner. III. Public Petitions and Comments A. Mike Richmond, Main Street Greencastle- Updated Common Council on what was planned at the Greencastle Sports Park on Halloween. Families would stay in their vehicles, drive through the Sports Park, and receive candy. IV. Special Requests: A. Street Closure Request- Almost Home — Gail Smith- Withdrawn B. Parking Request- Old National Bank- Motion by Mark Hammer to continue to allow Old National Bank mobile unit to remain on Indiana Street through November 13, 2020, second by Adam Cohen, 7-0, motion carried. C. Street Closure Request- Wasser Brewing Company- Chris Weeks - Motion by Jacob Widner to approve the street closure as presented as Long as his agreement is signed with the City, second by Veronica Pejril, 6-0, Dave Murray abstained, motion carried. V. Department Reports: a. Cemetery — Ernie Phillips b. Engineer— c. Fire Department — John Burgess d. Park and Recreation — Rod Weinschenk e. Planner — Scott Zimmerman f. Police Department — Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water & Wastewater Department — Oscar King, Jr. i. City Attorney - Laurie Robertson Hardwick VI. Reports A. Mayor's Report- Mayor updated the council on the following items: • Greencastle music department wants to thank the City for the purchase of choir masks for the Junior High and High School choirs. • Vectren project is winding down. • Construction on Zinc Mill road is continuing along as scheduled. • Paving has started on Jackson Street and that road should be opening soon. • Still working on agreement details with the YMCA. • Tennis Courts are open. • Wayfinding signs are going into production. • Street repaving project has been started by Wabash Valley Asphalt. B. Clerk-Treasurer's Report- Clerk-Treasurer updated the Council on the following items: • Encouraged utility customers to continue paying bills and if you need to discuss payment arrangements just contact the Utility Office. C. Councilors' Report - Mark Hammer- Appreciated the Thank you note from the music department. Stacie Langdon - Encouraged everyone to get out to vote and shared early voting information. Veronica Pejril — Encouraged everyone to think about getting a flu shot this year. Dave Murray — Thanked the Mayor, Clerk-Treasurer, BOW and City Attorney for all of the time spent putting water rate information together. Jacob Widner— Shared how successful the Putnam County Leadership Academy is working. VII. Approval of Minutes A. Regular Session- September 10, 2020 B. Special Session- September 23, 2020 Motion by Adam Cohen to approve the both the September 10, 2020 and September 23, 2020 minutes as presented, second by Stacie Langdon, 7- 0, motion carried. VIII. A. Approval of City Claims Motion by Mark Hammer to approve claims as presented, second by Dave Murray, 6-0, Stacie Langdon abstained because of Comprehensive Services claims, motion carried. IX. Old Business A. Ordinance2020-6-(Second Reading) An Ordinance for Appropriations and Tax Rates- Motion by Veronica Pejril to approve Ordinance 2020-6 on second reading as presented, second by Cody Eckert, 7-0, motion carried. B. Ordinance 2020-7-(Second Reading) An Ordinance Establishing the Size of the Departments of the City Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and Fixing the Salaries of Certain Other Appointed Officials for the Year 2021- Motion by Stacie Langdon to approve Ordinance 2020-7 on second reading as presented, second by Veronica Pejril, 7-0, motion carried. C. Ordinance 2020-8 (Second Reading) An Ordinance Fixing the Salaries of the Elected Officers of the City of Greencastle for the Year 2021- Motion by Adam Cohen to approve Ordinance 2020-8 on second reading as presented, second by Jacob Widner, 7-0, motion carried. X. New Business A. Ordinance 2020-9-An Ordinance Amending Sections 9-11, 9-12, 9-13, 9-14, 9-15, 9-16, 9-17, and 9-21 of the Greencastle City Code Approving Water Rates and Charges (First Reading)- Motion by Dave Murray to approve Ordinance 2020-9 on first reading as presented, second by Stacie Langdon, 7-0, motion carried. B. Ordinance 2020-10-An Ordinance Repealing Ordinance 2020-1 Instituting a Moratorium on Water Shut-Offs and Late Payment Fines Due to the Threat of COVID-19 Virus- Motion by Jacob Widner to approve Ordinance 2020-10 on first reading as presented, second by Adam Cohen, 7-0, motion carried. C. Ordinance 2020-11- An Ordinance Terminating the First Responder COVID-19 Benefit- Motion by Adam Cohen to approve Ordinance 2020-11 on first reading as presented, second by Cody Eckert, 7-0, motion carried.
