SPECIAL MEETING
OCTOBER 9, 2003
The Lynwood Redevelopment Agency of the City of Lynwood met in a Special Meeting
in the Council Chambers, 11330 Bullis Road on the above date at 6:25 p.m.
Vice Chairman Rodriguez presiding.
Members Byrd, Reyes and Santillan answered roll call.
Also present were Executive Director Hempe, Agency Counsel James Casso, Secretary
Hooper and Treasurer Pygatt.
Secretary Hooper announced that the agenda had been posted in accordance with the
Brown Act.
Agency Counsel Casso - Again I am just going to reenterate the concerns I raised and the
admonitions I raised at the beginning of the Council meeting, what I would suggest at this
point however before any Legislative action per Lynwood Redevelopment Agency go
forth that you would open oral public communications at this time for Lynwood
Redevelopment Agency.

CLOSED SESSION
Item #1: CLOSED SESSION ITEMS:
Agency Counsel James Casso stated with respect to every item of business to be
discussed in Joint Closed Session Pursuant to Section 54956.8:
A. Public Employee Dismissal/Release -Executive Director
B. Public Employee Appointment -Executive Director
C. Public Employee Dismissal/Release -Agency Counsel
D. Public Employee Appointment -Agency Counsel
Agency Counsel Casso -Questioned Vice Chairman Rodriguez if he wanted the
Executive Director and him in Close Session or not.
Vice Chairman Rodriguez -The Close Session will only be conducted by the Members,
so we have no need of your service and the Executive Directors anymore.
Agency Counsel Casso -Questioned that if it is Members desire that the Executive
Director and Agency Counsel stick around or do you want us to leave. .
Vice Chairman Rodriguez - I would suggest that you leave you are not going to be able
to report back.
It was moved by Member Reyes, second by Member Santillan and carried to recess to
Joint Close Session at 6:35 p.m.
Members reconvened at 7:07 p.m.
Interim Agency Counsel Montgomery stated, the Members met on the. aforementioned
matters and stated on:
A. Public Employee Dismissal/Release -Executive Director - Placed on
Administrative Leave-
B. Public Employee Appointment -Executive Director - Appointed
Interim Faustin Gonzales '`~
C, Public Employee Disrriissal/Release -Agency Counsel- Vacate the
office of Agency Counsel ,
D. Public Employee ;Appointment -Agency ,Counsel - Appointed
Interim Michael Montgomery
ADJOURNMENT
Having no further discussion, it was moved by Member Reyes, second by Vice Chairman
Rodriguez and carried to adjourn the Special Council Meeting at 7:15 p.m.
