Those in attendance were ;�f�r !`Minor Lile, Councilmen Harvey Rhoades, Richard Jamison, Robert Brett, Clark Phillips;Chief Albert Anglin, Attorney Ronald Dickinson, Clerk Treasurer Lorraine 'Diede. Others in attendance were Citizen Advisory Committee Chairman Myra McFwan (Shorelines) and members Brian McKay, Al Fish, Rtylliq Sit*iTr, Vic Sc312 and Lorraine DTiede, Chairman of the Planning Commission Donald. Klopfer; Dr. Merrati, Art Granberg, Bill Nance, Richard 5andaas, "Mel Freeman, Engineer Tian Newbill and the Assistant Chief of the Bellevue Police department: The meeting was called to order by the-Mayyoor? A motion was made by Robert Brett, seconded by Harvey Rhoades that the minutes of the previous council meeting -be a rovers as e e . The motion was passed 1-u1animously. POLICE REPORT for the Month of November read by Chief Anglin and discussed.. Other items discussed in regard to police services were 1. Eric Nicolay pending citation .for rental of boat moorage Chief .Anglin reported that this matter had been finalized in a reasonable manner and he considered the case satisfactorily closed. 2. Fountain direction of traffic Chief Anglin recommended that arrows be placed around the foLmtain directing traffic in a safer manner. The council approved his recommendation. 3. Chief .Anglin introduced Assistant Chief of the Bellevue Police Corkery to explain a new emergency communication dispatch center effective 1/1/74 to eventually include "911" on the Eastside. The new number for police emergency is 455-2333. This emergency dispatch senrice requires a mutual agreement which would require that Yarrow Point sign the document. The deadline is 12/20/73. Medina and Clyde Hill have already signed. Kirkland - Redmond - and Hunts Point's are needed. The actual arrangements would be that the City of ?Medina (our police service) would contract with the City of Bellevue to have all emergency police calls dispatched from one central radio dispatch system. This is the nucleus of a larger system planned for implementation in late 1974 or early 1.97S that will include the 911 emergency telephone number, and will extend to the cities of Redmond and Kirkland. Non emergency police business will still be handled on our regular police number of 454-1332. Red stickers including updated telephone numbers will. be sent to all residents of Yarrow Point with explanation. Is Costs were discussed for this service (new emergency) and it was stated that the cost to,i4edina will be $1,000.00 less in 1975 than what was budgeted. in 1974. The monies are received. by Bellevue on a grant basis and the balance necessary is shared among the cities and towns involved. This grant is handled in 3 phases. Myra McEwan, Chairman of the Citizens Committee for the pregaration of the Local Master Pro ram for Shor lines was introduced and she in turn introduced er committee members. e bac.Kgrounct which constituted the preparation of the Regional plan and in turn the local plan was reviewed, The Vocal Master Program (after public hearings) was presented to the Council at this time .for review. Each page was reviewed in detail. Ronald Dickinson then recommended the council. accept it for forwarding to the Department of Ecology. A rough draft of the Environmental Impact Study was presented. It was stated that the revised Local. Master Program for Yarrow Point Shorelines as reviewed this evening be forwarded to the Department of Ecology for their 00 clay review with the statement that the Environmental Impact Study was on file at the Town office and would be available. Shoreline designations were discussed. The-:ptbcess will be that the Department of Ecology will have 30 days to review this plan -- approve or comment - and eventually the Town will adopt the plan by ordinance. The concensus of opinion was that the Town maintain as many of the controls as necessary on the local level and it was stated that the rewritten document accomplished this attempt. Dick Sandaas stated he felt very gratified for the job that had been accomplished. Minor Lile complimented the Citizens Group for their &An t ant deliberations in. -this rogard. Discussion. Under Public Access Element the choice of #3 was to be added as#5' 'utider_policie A motion was made by Robert Brett, seconded by Richard Jamison, and passed unanimously s' that the document as presented tonight - after individual review and corrections - be adopted. In discussing .the land use designations of the shorelines - using the Department of Ecology's Final Guidelines booklet interpetations of "Urban", "Conservancy" and "Natural", the opinion was that.the,Town wished to keep the residential character of our Town. Under the choices.given for definitions of the shorelines it appeared difficult for a appropriate designation to be made. Consideration was given to the designation (by map) of "Urban" to all the th reline lands except Morningside Park south to the Town boundary, the three street ends, and the Baird property in Cozy Cove whichwere discussed as being designated "Conservancy". The Town Council stated they wished to have an opportunity to relate to the designations of the Town of fAmts Point and City of Kirkland - municipalities which border our Town. The Town will make every attempt to determine proper procedures for submittal of the documents required to be submitted to the Department of Ecology and comply. Inner Harbor Line The matter of establishing an inner harbor line around Yarrow Point shorelines is to be considered. The process for handling this matter will be pursued, and the Council will be advised. [broom and Mr. McBman be required to sign an agreement that they would move the pier if it later is determined that it is improperly placed in regard to sideline boundaries. Airs, McEwan stated that it is their intent to sign the sideline boundary agreements for the agreement of the establishment of said boundary ary lines from the Town boundary at the Kirkland, line up to and including the north.boundary line of King Mitchell and the:south boundary line of James England. It wad Nowl�dged that no Town. building permit will be issued for said pier until the above,Paas men said ER'GINEER'S REPORT Points Drive Mr. Newbill stated that the plans are very close to being completed. He commented on the possibility of Problems on the availability of materials, costs and time limits. State Inspections? What are their costs. Mr. Newbill stated that there is going to be a final meeting held soon. Kyle Bulkhead permit. lwh�fij "fir. Newbill reported that Mrs. KCje had received a letter from the Corps of Engineers stating; that a permit was not required from them for this construction. Mrs Kyle acknowledged the need far a building permit from the bwn and is proceeding to obtain one. Pierre Non -conforming structure �49 Oro No response has been received on the first letter. Our Town Attorney advised Mr. Newbill to write a second setting a time limit for response TRE_ASURER ANm CLERK RUPORTS Mrs. Diede stated year end, reports of cash accounts and budget reports will be presented soon after the new year. She commented that it is obvious that the current expense carry over will be more than anticipated), particularly because of unexpected receipt over and above what was expected from property tax revenue.
