HomeMy Public PortalAbout11-19-01 Recreation Center Workshop.tifMINUTES RECREATION CENTER WORKSHOP VILLAGE OF KEY BISCAYNE, FLORIDA MONDAY, NOVEMBER 19, 2001 COUNCIL CHAMBER 85 WEST MCINTYRE STREET, SECOND FLOOR The meeting was called to order by the Mayor at 7:10 p.m. Present were Councilmembers Scott Bass, Alan H. Fein, Robert Oldakowski, James L. Peters, Vice Mayor Mortimer Fried and Mayor Joe I. Rasco. Councilmember Martha F. Broucek was absent. Also present were Village Clerk Conchita H. Alvarez and Village Attorney David Wolpin. Mayor Rasco announced the passing away of Mrs. Eleanor Kissinger, wife of Village Manager C. Samuel Kissinger expressing condolences, on behalf of the Council and the residents of the Village of Key Biscayne, to Mr. Kissinger and his family. Mayor Rasco led the Pledge of Allegiance. The Mayor welcomed the public to the third Recreation Center Workshop. The following staff was also present: Director of Building, Zoning and Planning Jud Kurlancheek, Director of Recreation Todd Hofferberth, Roxy Lohuis, Senior Services Coordinator and Finance Director Randy White. The Mayor introduced Ms. Julie Alvarez, Ms. Bonnie Cooper and Ms. Pat Weinman who gave a brief history of the development of the Recreation Center. 1 of 3 November 19, 2001 Mr. Robert G. Currie, Principal, Robert G. Currie Partnerships, addressed the Council and the public regarding the Recreation Center floor and site plans. Mr. Robert Maphis, Vice President of Operations, and Alan Rosenblum, Chief Estimator, James A. Cummings, Inc., addressed the Council and the public regarding the proposed construction schedule for the Village's Recreation Center and the Guaranteed Maximum Price. Director Hofferberth addressed the Council regarding the different programs that will be available in the Recreation Center. Senior Services Coordinator Lohuis addressed the Council regarding the Senior Program. Coordinator Lohuis explained that the program will consist mainly of social services provided in the form of information, advocacy and referrals and activities specifically designed to stimulate, enhance, and promote quality of life and community integration and participation. Mr. Robert Straus, President, Swim Gym, addressed the Council and the public regarding the swim program. Director Hofferberth reviewed the operation and maintenance revenue and expenditures of the proposed Recreation Center. Mr. Ken Ballard, Principal, Ballard & King and Associates addressed the Council giving a summary of the report presented to the Village Council at the Recreation Center Workshop of October 24, 2001. Director White addressed the Council regarding the budget. Director Kurlancheek presented an exterior visualization of the Civic Center Buildings prepared by Digitart, Inc. Mayor Rasco opened the floor for discussions. The following residents addressed the Council: Larry Radzville, 77 Crandon Boulevard; Ed Meyer, 100 Sunrise Drive; Barry Goldmeir, 1000 Mariner Drive; Camille Guething, 260 Seaview Drive; Jacqueline Sanchez-Volny, 385 Ridgewood Road; James Taintor, 355 Harbor Drive; Isabel Gambino, 676 Ridgewood Road; Michael King, Fernwood Road; Henny Groschel-Becker, 290 West Mashta Drive; Michael Kelly, 395 Gulf Road; Jay Held, 210 Greenwood Drive and John Davis, 265 Grapetree Drive. 2 of 3 November 19, 2001 Councilmember Oldakowski made a motion to extend the meeting to 11:15 p.m. The motion was seconded by Councilmember Fein and approved by a 4-0 voice vote. The vote was as follows: Councilmembers Fein, Oldakowski, Peters and Mayor Rasco voting Yes. There being no further business, the meeting was adjourned at 11:15 p.m. Re ect ully submitte 'a/ a H.
