HomeMy Public PortalAbout02-22-00 Zoning Meeting.tifMINUTES ZONING MEETING VILLAGE OF KEY BISCAYNE, FLORIDA TUESDAY FEBRUARY 22, 2000 COUNCIL CHAMBER 85 WEST MCINTYRE STREET, SECOND FLOOR 1 CALL TO ORDER/ROLL CALL OF MEMBERS Vice Mayor Broucek called the meeting to order at 9 26 p m Present were Councilmembers Scott Bass, Mortimer Fned, Gregory C Han, Robert Oldakowski and Vice Mayor Martha F Broucek Councilmember Alan H Fein and Mayor Joe I Rasco were absent Also present were Village Manager C Samuel Kissinger, Village Clerk Conchita H Alvarez and Village Attorney Steve Helfman 2 AGENDA Councilmember Fned requested the addition of a discussion regarding a request from the Key Biscayne Athletic Club to install temporary clay bases on the Village Green There was no objection to the agenda change 3 CONSENT AGENDA The following consent agenda was approved by unanimous consent The minutes of the February 8, 2000 Council Meeting 4 ORDINANCES The Clerk read the following ordinance, on first reading, by title AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA ADOPTING LAND DEVELOPMENT REGULATIONS FOR THE VILLAGE, RESCINDING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR INCLUSION IN THE CODE AND AN EFFECTIVE DATE Councilmember Han made a motion adopting the ordinance on first reading as recommended by the Local Planning Agency The motion was seconded by Councilmember Odakowski 1 of The Vice Mayor opened the public heanng There were no speakers present The Vice Mayor closed the public heanng The ordinance was adopted on first reading by a 5-0 roll call vote The vote was as follows Councilmembers Bass, Fned, Han, Oldakowski and Vice Mayor Broucek voting Yes The Clerk announced the second heanng of this ordinance for March 21, 2000 The Clerk read the following ordinance, on first reading, by title AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, ADOPTING THE ZONING MAP AS REQUIRED BY THE LAND DEVELOPMENT REGULATIONS, PROVIDING FOR REZONING OF ALL PROPERTY IN THE VILLAGE OF KEY BISCAYNE IN CONFORMANCE WITH THE ZONING DESIGNATIONS CONTAINED ON THE ZONING MAP, PROVIDING FOR INCLUSION IN THE CODE AND AN EFFECTIVE DATE Councilmember Oldakowski made a motion adopting the ordinance on first reading as recommended by the Local Planning Agency The motion was seconded by Councilmember Han The Vice Mayor opened the public hearing There were no speakers present The Vice Mayor closed the public heanng The ordinance was adopted on first reading by a 5-0 roll call vote The vote was as follows Councilmembers Bass, Fned, Han, Oldakowski and Vice Mayor Broucek voting Yes The Clerk announced the second hearing of this ordinance for March 21, 2000 5 RESOLUTIONS There were no resolutions considered by Council 6 REPORTS AND RECOMMENDATIONS The following items were discussed Mayor and Councilmembers Councilmember Fned addressed the Council regarding the placing of temporary clay bases on the Village Green It was the consensus of Council to place this item on the next Council agenda 7 OTHER BUSINESS/GENERAL DISCUSSION There was no further business discussed 8 SCHEDULE OF FUTURE MEETINGS/EVENTS A schedule of future meetings and events was presented to the Council 2 of 3 9 ADJOURNMENT The meeting was adjourned at 9 40 p m ully submitted onchita H Alvarez, CMC Village Clerk Approved this loth day of March , 2000 Martha Fernandez -Leon Broucek Vice Mayor 4,7,74%.11, OR1 IF A PERSON DECIDES TO APPEAL ANY DECISION MADE BY THE VILLAGE COUNCIL WITH RESPECT TO ANY MATTER CONSIDERED AT A MEETING OR HEARING, THAT PERSON WILL NEED A RECORD OF THE PROCEEDINGS AND, FOR SUCH PURPOSE, MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED 3of3
