The Park Commission of Medina, Minnesota hosted an Open House special session on August 20,
2008 at 6:00 p.m. in the Medina City Hall, Park Commission Chair Ann Theis presided.
I. Call to Order
Commissioners present: Ann Thies, Ben Benson, Galen Bruer, Peter Lecy, Madeleine Linck,
and Beth Nielsen
Commissioners absent: Brian Kingsley
Also present: Chad Adams, Jodi Gallup, Steve Scherer, Kim Ann, Carolyn Smith, and 11
residents, of which, nine were directly involved with the ball programs in the City of Medina.
II. An Overview of the Open House Displays:
Kim Ann, Administrative Intern, gave explanation of the four stations for the residents to
participate in the informational session and input session.
III. Designated Stations of the Open House
A. SLIDE SHOW
A continuous slide show that is a pictorial account of the past and present Park
Commission city-wide projects. Commissioner Thies was available at this station.
Observation: Residents did not interact with this station.
B. WHITE BOARD STATION
Open discussion of the Concession Building components which impact the size and design
of the building. Information was disseminated through designated people highly involved
in that arena:
1) City's & Park Commission's capacity. Carolyn Smith, City Council Member and Jodi
Gallup, Assistant to Administrator presented and was available for questions at this station.
Discussion: a) The maintenance costs of the Hamel Community Building was a topic of
discussion regarding the expectations/defaults on property management. It is a concrete
model for the City of Medina to base its decision making process in regards to the
proposed Concession building.
b) Clarification was made regarding how the Capitol Improvement Plan works with the
budget.
c) There was discussion of roles and responsibilities of the city and community groups.
d) The goals of the Hamel Athletic Club (HAC) were discussed as related to
maintenance of the fields and running the concession stands. The HAC would ideally
like to have the maintenance of the fields done by the city so that they would be able to
focus on scheduling, coaching, games, and tournaments/clinics. The organization is
unique in that they prefer week games and are cabin friendly by not scheduling
weekend games. They are able to operate the concession stand for their
games/tournaments, but do not feel that they are able to do more than that.
2) Ball Association's capacity. John Kastner, Hamel Athletic Association president, was
available for questions at this station.
Discussion: a) "If we ever want a building, the sooner it is to be built the better in order
to save the costs that incur with inflation."
b) The Hamel Athletic Club (HAC) obligations towards operations will be M-Th. HAC

shouldn't have the obligation of equipment maintenance and the extra field
maintenance, it was a burden to the HAC this past year (2008).
c) The city needs to repair the Hawks field.
C. BULLETIN BOARD
An informational and interactive center dealing with the choices of architectural design and
footprint of the proposed Hamel Legion concessions building Kim Ann, Administrative
Intern was available at this station.
1) Pictures of various Building Concepts. Pictures of various concessions building and
blueprints were on display for viewing. A preferential survey was filled out upon studying
the display. The scope of the preferential survey was Shape, Texture, Colors, Accessibility,
Ornamental Features of the concession buildings displayed.
Survey Result: 11 participants. See Attachment A.
2) A model layout of the Tom Anderson four-plex center square footage with building
cutouts of various concession buildings footprints were available to obtain a visual
understanding of how a building fits into the proposed area.
Observation: Several Park Commissioners were manipulating the buildings within the
area with special attention to the 50' x 50'cut out.
C. TABLES w/ TABLET PAPER
Questions, concerns and feedback from the attendees.
1) "I Want To Be Heard"- 5 respondents.
• I hope the concession stand and ball fields continue to be an asset to our community
and the kids ---not to fund "City" projects
• I think monies earned should be applied to the Association who are running them & put
back & carried forward to future youth programs for our community.
• The youth programs need to be better promoted by the city, as well as supported by the
city. This should include a financial commitment. The storage/concession building adds
to thee professional feel of a dedicated community.
• Money generated from ball/sports should be funneled back into our programs & field
maintenance/improvements.
• I would like to see the concession bldg built w/ Park Dedication funds. Hamel Athletic
Club has raised $95,000 these funds could be used to build scoreboards. The Hamel
Athletic Club and parent will step up and maintain and run the concessions building.
2) " I'm Hungry" What kind of concessions are desired at Hamel Legion Park?
Popcorn, Hotdogs, Brats, Ice cream, Drinking fountain, simple foods that avoid a full
service kitchen (grease hoods, scrubbing sinks, etc.)
3) "Let's Play Ball"
• Are you interested in Adult league/having your children play? 5 yes, 1 No; 4 yes 1 No
Can You Volunteer? Weekdays- 1 Yes, 1 No; Weeknights (M-Th)-4 Yes, 1 No; Weekends
once a month- 5 Yes, 1 No; Weekends more than once a month- 1 Yes, 1 No
• Who Do You Want Your Ballfields to be Used By? Community Teams-7 Yes, 0 No;
Outside/Regional Teams-3 Yes (with a fee), 1 No; Statewide Attraction-3 Yes (as long as it
doesn't displace our local groups), 1 No (I think this type of events need an entirely different
setup than what we offer).
