Roll Call The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session June 5, 2018 at 5:34 p.m. Mayor Berner called the meeting to order. Upon roll being called the following named council members were present: Peggy Upton , , Al Havens, Eric Schnedler, Mike Ryan, Jim Bartels. Absent: None. Also present: City Administrator/Clerk Doug Boldt, City Clerk Ashley Platz, Building Official Brian Shay, and other visitors. B. Agenda Additions/Agenda Approval Motion to Havens. Second by Ryan. Roll Call: Upton, Bartels, Havens, Ryan, Schnedler. All ayes, motion carried. C. Discussion and Review of Updated Comprehensive Plan Brian Shay, Building Official continued review of the updates to the Comprehensive Plan. D. Discussion of Automated Garbage and Recycling System in the Clear Creek Mobile Home Park Council discussed treating 12-plex and the Mobile Home Park as a commercial establishments. Which means they would need to contract their own Garbage and Recycling services. E. Discussion of Chapter 55 of the Tiffin Municipal Code of Ordinances, Subsection 55.09 – Dogs and Cats Limit Council discussed changing the nuisance ordinance instead of limiting the number of animals a resident has. Staff would be able to regulate nuisances, for example, noise disturbances, health concerns, etc. Council agreed that the City does not want to be in the business of removing animals from homes. F. Discussion of Wage Structure for Seasonal Concession Stand Workers Council discussed the wage incentive for returning concession stand employees. G. Bike trails similar to BMX course down by the creek. Pinnacle Ridge beginning moving dirt. Original Town Tiffin’s Vacant properties require Council’s attention to see what resolve can be done. 3. Director of Public Work’s Report – Frisbee Golf course will be opening soon. Parking Lot ready by trail for the Frisbee Course. Boreline flexible drop pipe to help with the electrolysis. Which could help with needing another well and may not be needed as quick. Sewer Plant is starting to show age and needing wires replaced with blower one. 4. Building Official Report – Work Session Report 5. City Engineer’s Report – Emailed report to Council and Doug gave brief overview. 6. City Attorney’s Report – 210 Railroad Street – period of claims will be over in a week. Then will need to get bids to tear down and remove foundation. 7. City Administrator’s Report – Joint CCA Board and Council meeting in July, will be scheduling soon. Des Moines Register & Press Citizen did a nice article on Tiffin’s Growth. Ordered iPads which would incorporate a Group sharing calendar. Alley in Original town will keep utilities in nd place Railroad/ 2 and grant and main. N.
