REGULAR MEETING
OCTOBER 5, 2004
The Lynwood Redevelopment Agency of the City of Lynwood met in a Regular Meeting
in the Council Chambers, 11330 Bullis Road on the above date at 8:40 p.m.
Chairman Byrd presiding.
Members Pedroza, Rodriguez , Santillan, Vasquez, and Byrd answered roll call.
Also present were Interim Executive Director Wang, City Attorney Beltran, Secretary
Hooper and Treasurer Pygatt.
Secretary Hooper announced that the agenda had been posted in accordance with the
Brown Act.

Item #1: MINUTES OF PREVIOUS MEETINGS:
It was moved by Member Rodriguez, second by Member Pedroza to approve the
following minutes:
• Regular Meeting, August 3, 2004
• Regular Meeting, August 17, 2004
• Special Meeting, August 26, 2004
Item #2: WARRANT REGISTER
It was moved by Member Pedroza, second by Vice Chairman Vasquez to adopt the
following Resolution.
RESOLUTION NO. 2004.035 ENTITLED:
A RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY OF
LYNWOOD, CALIFORNIA, ALLOWING AND APPROVING THE DEMANDS
AND WARRANTS THEREFORE.

Item #3: JOINT PUBLIC HEARING FOR CONSIDERATION OF A DDA WITH
EMIGIDIO RODRIGUEZ AND THE SALE OF LAND FOR A
PROPOSED PROJECT
During its June 15, 2004 closed session meeting, the Agency approved the sale of
property to Mr. Rodriguez. This property is located at the northwest corner of Fernwood
Avenue and Atlantic Avenue and is identified as assessors parcel number 6189-011-900.
This item provides a public hearing for the sale of land, which is required by current
California Redevelopment Law whenever an Agency disposes of property.
Item #4: JOINT PUBLIC HEARING FOR CONSIDERATION OF A DDA WITH
JAIME GUTIERREZ AND THE SALE OF LAND FOR A PROPOSED
PROJECT
During its June 15, 2004 closed session meeting, the Agency approved the sale of
property to Mr. Gutierrez. This property is located at the northeast corner of Fernwood
Avenue and Atlantic Avenue and is identified as assessors parcel number 6189-026-900.
This item provides a public hearing for the sale of land, which is required by current
California Redevelopment Law whenever an Agency disposes of property.
Director of Redevelopment Louis Morales -Explained to the Members that he would
like to continue Item #3 and #4 for further review.
By general consent the Items were continued to the next Scheduled Regular Meeting.
DISCUSSION ITEMS
Item #~: APPROVAL OF AN ENA WITH THE CHARLES COMPANY FOR
THE LONG BEACH PLUMA EXPANSION AND MIXED-USE
PROJECT
To provide Agency members with an opportunity to discuss a proposal by the Charles
Company to continue the Long Beach Pluma project and develop amixed-use project on
east Long Beach Boulevard.
Director of Redevelopment Louis Morales -Presented the members with a brief update
of the ENA with Charles Company.
It was moved by Member Santillan, second by Member Pedroza to approve the ENA
with the Charles Company.

Item #6: REAL ESTATE TRANSACTION AUDIT
To request that the Lynwood Redevelopment Agency Board Members review the
engagement letter from Moss, Levy &Hartzheim, outlining the proposed scope of service
and cost for a real estate transaction audit.
Assistant Executive Director Alfretta Earnest -Presented the Members with a brief
presentation of the engagement letter from Moss, Levy &Hartzheim.

It was moved by Vice Chairman Vasquez, second by Member Pedroza to approve Option
#2 Negotiate different price and terms that Moss, Levy &Hartzheim has provided in the
engagement letter.

Having no further discussion, it was moved by Member Pedroza, second by Chairman
Bvrd and carried to adjourn the Regular Lynwood Redevelopment Meeting at 8:55 p.m.
