Roll Call The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session July 3, 2018 at 5:46 p.m. Mayor Berner called the meeting to order. Upon roll being called the following named council members were present: Al Havens, Eric Schnedler, Mike Ryan, Jim Bartels, Peggy Upton. Absent: None. Also present: City Administrator/Clerk Doug Boldt, City Clerk Ashley Platz, Building Official Brian Shay, Public Works Director Brett Mehmen and other visitors. B. Agenda Additions/Agenda Approval Motion to approve the agenda by Bartels. Second by Havens. All ayes, motion carried. C. Discussion of Financial Incentives for Possible Future Development(s) in and around the area of the 100 Block of West Third Street City Administrator Doug Boldt & Council Member Al Havens presented the financial incentives formula with the TIF Incentive Calculation Worksheet that they developed. Council discussed options for Incentives for the 100 Block of West Third Street. D. Discussion of Improvements to City of Tiffin’s Website Doug Boldt & Ashley Platz, City Clerk discussed the proposal from Big Imprint on the redesign of the Website. Council directed Staff to develop a statement of work and a request for proposals. E. Discussion of Aerial Images for City of Tiffin Discussion on the aerial videos provided by Tak 9. Council discussion on purchasing a drone what costs and legal issues we would need to iron out. F. Overview of iPads G. Close Public Hearing and Proceed to H-3 Motion to open Public Hearing on Ordinance No. 2018-436 – An Ordinance Amending the Official Zoning Map of the City of Tiffin, Iowa, For Parcels A-L, Andersen Addition, Tiffin, Johnson County, Iowa and Legally Described Herein by Upton. Second by Havens. Roll Call: Upton, Bartels, Havens, Ryan, Schnedler. Public Hearing opened at 7:05 PM Discussion: City Administrator provided Council with Kari Zupanicic’s comments received at City Hall. Public Present: Brandon Clubb – 402 Dogwood Ln – Clarifying questions on the Single Family & Commercial Zoned areas. City Council Agenda Page 2 of 6 Robert Sentman - 2851 James Avenue – Concerns with water run off from the development onto his property. Watershed of the Buffalo Creek. Requests that Council sees the water drainage calculations before this development gets approved. Motion to close Public Hearing by Upton. Second by Schnedler. Ordinance No. 2018-438 – An Ordinance Amending the Municipal Code of Tiffin, Section 106.08 of Chapter 106, to change the Rate Structure and Accommodate the change to Automated Garbage and Recycling Systems a. Motion to Approve Second Reading and Proceed to Third Reading Motion to DENY Ordinance No. 2018-438 – An Ordinance Amending the Municipal Code of Tiffin, Section 106.08 of Chapter 106, to change the Rate Structure and Accommodate the change to Automated Garbage and Recycling Systems by Ryan.
