HomeMy Public PortalAbout2018-05-211 REGULAR COUNCIL MEETING, MAY 21, 2018 CALL TO ORDER The Regular Council Meeting of May 21, 2018, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Graham to amend and adopt the agenda, moving Item 7(b) from Presentations From Staff, Consultants & Invited Guests to 4(e) Miscellaneous Agenda Items. The motion was seconded by Councilwoman Ward. The motion to adopt as amended was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin introduced the Mayor’s Choice Sketch Day Winner, Ciara Wheatley, and invited her to speak about her winning art piece. Steve Crowell, City Administrator, Ryan Moehlman, City Counselor, and Sonny Sanders, Director of Planning and Protective Services presented the May Outstanding Employee Service Award to Bob Cynova. Mr. Cynova is a Part-time Housing and Property Inspector (Planning and Protective Services) and Part-time Bailiff (Law/Municipal Court). Fire Chief Matt Schofield presented proclamations to former Firefighters Pension Board members Norm Robinson, John Tuck, and Jeff Russler. Chief Schofield and Mayor Tergin thanked them for their service on the Board. Mayor Tergin presented the “Celebrating 100 Years of Rotary in the City of Jefferson”, and invited Rotary members in the audience to come forward and introduce themse lves. Mayor Tergin and Councilman Graham then welcomed Helias Catholic High School Alum and current University of Alabama football player, Hale Hentges. Mayer Tergin and Councilman Graham congratulated Mr. Hentges on his accomplishments and 2 REGULAR COUNCIL MEETING, MAY 21, 2018 thanked him for representing the City of Jefferson in such a positive manner. He was presented a City Coin. PUBLIC HEARINGS a. Preliminary PUD Plan for Property Addressed as 3430 West Edgewood Drive i. Associated Pending Bill 2018-009 (Graham) Staff: Sonny Sanders A staff presentation was made by Sonny Sanders. David Irvine of SI Property Investments and Pat Rowe Kerr spoke in favor of the Bill. Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated that the Council would now take up the associated pending bill. 2018-009 sponsored by Councilman Graham, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A PRELIMINARY PUD PLAN FOR PROPERTY ADDRESSED AS 3430 WEST EDGEWOOD DRIVE. Bill 2018-009 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 15795: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None APPOINTMENTS BY THE MAYOR Gayle Strope, Human Resources Director and Mayor Tergin presented the recommendations to the Council. Councilwoman Wiseman made a motion and Councilwoman Ward seconded to approve the appointments as recommended. The motion to approve was carried unanimously. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Members of the “Heroes Outing” Steering Committee were invited by Council members Ken Hussey, Carlos Graham, and Laura Ward. Hank Stratman, Village Square, presented the “Heroes Outing” event to the Council. The event for disabled veterans is scheduled for July 2nd, 8:30 a.m. – 2:30 p.m. at Turkey Creek Golf Center. Proceeds from the event will support the purchase of accessible golf carts. Veteran Tracy Johnson and Pat Rowe Kerr also spoke about the event. Don Hentges, VFW Post 1003, reminded Council members of the May 28th (Memorial Day) event at the Jefferson City National Cemetery. A list of names of veterans who have died since Memorial Day 2017 will be read. Jayme Abbott, Neighborhood Services Manager provided an update on the large, cardboard recycling bins. The City of Jefferson was notified on May 9th that New World Recycling would be terminating their contract with the City effective June 15th. The issue has been brought before the Public Works & Planning Committee where no action was taken to supplement a continuation of the program. The City has been notifying the public via Facebook pages, websites, and stickers on the bins themselves , listing alternative locations to recycle cardboard. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Announcements and Events  Mayor Tergin made the following announcements:  June 1st – 10:00 A.M. – 4:00 P.M. - Mayor’s Cup Golf Tournament at Oak Hills Golf Course, benefiting the Jefferson City Kiwanis Club .  June 1st – Power in Purple Day – Wear the color purple to show support for the American Cancer Society and Relay for Life. A picture will be taken at City Hall at 9:00 A.M. of City employees and Council members wearing purple. 4 REGULAR COUNCIL MEETING, MAY 21, 2018  June 30th - Big & Rich Concert Behind the Walls - Tickets are now available at https://salute.ticketspice.com/insidethewalls3.  Gregory Stockard Award Winners, Councilwoman Ward and Holly Stitt, were congratulated.  Councilwoman Ward announced the Historic City of Jefferson’s May Golden Hammer Award Winner, Dustin and Jim Long, as well as the June winner, Tyson Bower for his work on 315 Atchison.  Councilman Prather announced the May 24th Finance Committee Meeting, at 7:30 A.M in the Boone/Bancroft Room at City Hall.  Todd Spalding, Director of Parks, Recreation & Forestry announced the following:  June 1st - Renegades Baseball Home Opener - “Trailgate” before the game from 5:30 P.M. – 7:00 P.M. at Washington Park. Ribbon cutting at 6:30 p.m. for newly renovated dugouts and scoreboard.  The Parks, Recreation & Forestry Department’s Master Plan is near completion and will be presented to the City Council. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Caroline Wanjiru announced the upcoming Lincoln University events:  June 1 – President Jerald Jones Woolfolk’s first day.  May 29th – Summer classes begin. Councilman Mihalevich motioned to offer a substitute to correct the bill number, from 2018-110 to 2018-010. Councilwoman Wiseman seconded the motion. Councilwoman Wiseman motioned to offer a substitute to correct the bill number, from 2018-111 to 2018-011. Councilman Prather seconded the motion. The motion passed unanimously.
