Mr. Rolert Landis appeared before the Council to re— quest that the Village Ordinance No. 8, which applies to civilian registration, he amended to include boat captains and their crews so that all persons aboard the yachts tied up in the harbor would be renuired to register with the police department. Mr. Webb explained to Mr. Landis and the Council that he was in complete sympathy with him but that all boat captains are governed by Maritime law and cannot be included under the Village Ordinance. The Bal Harbour Village Council held its regular meeting, January 23, 1960 in the Pal Harbour Village Hall at 9:30 a.m. Those present were Messrs. 3eatty. Broeman, hart and Mdite. Ahsent: Mr. Faulkner Also present: W. H. 'Wept,, ''illy le Mana?er; Mary T. IWetterer, Village Clerk; and Thomas H. Anderson, Village Attorney, The meeting was called to order by Mayor Hart and after the roll call, the minute; of the previous meeting were approved as submitted upon motion of ^r. PENSIOIJ PLAN was approved upon motion of Mr. Peatty, seconded by Mr. 'White and unanimously apprnved by the Council. 64 The Villa :e Manager advised the Council that Dade County has completed their plans for the dredging work to be done on the beaches on the north end and the item has been placed on the County Commission a.,enda for January 26th re auestinq permission to advertise for bids. Mr. 4'debh read a letter from Mr. Alex Morse of Morse Auto Rentals requesting permission from the Council to continue the operation of a short wave radio from the parking lot attendant's building on the Whitman property (Area 5 of Business Section) It was explained that the radio was used for the sole purpose of dispatching cabs in this area. Mr. White moved that Morse Auto P ntals he granted a temporary permit, subject to cancellation updh 30 days notice, for use of the radio to dis— patch cabs. This motion was seconder by Mr. Beatty and unani— mously approved by the Council. The Village Manager then explained to the Council that the 1000 gpm pump for the sewer pumping station which was authorized last year has been installed and is working satis— factorily, however, the small pumps which are used as auxiliary pumps are not sufficient to take care of the work in the event the new pump would have to he shut down for any reason. Mr. D'ebb then requested permission to purchase another similar 1000 gpm pump. Mr. Broeman moved that the Village Manager be authorized to purchase a duplicate pump for the sewer station. This motion was seconded by Mr. White and unanimously approved by the Council. Copies of the 3 months audit were given to each of the councilmen and Mr. Webb explained the various items as they were questioned. After the discussion, Mr. 'White moved that the 3 month's audit be accepted as submitted. Said motion was seconded by tlr. Beatty and unanimously approved, ORDINANCE NO. 74 AN ORDINANCE AMENDIN'J ORDINANCE NO. 3 OF BAL HARBOUR VTLLACE AD(PTTNC rHE METRO BUILDIN'; PERMIT FITES. was passed upon motion of Mr. Rroeman, seconded by Mr. lthite and unanimously approved by the Council. The new building permit fees are to became effective February 8, 1960. Mr. Robert Landis, a resident, appeared before the Council to nuestion what had been done with reference to finger— printing boat captains and their crew. Mr. tehh explained that the boat captains and their crews have already started coming in for fingerprints and registering with the Police Department, Mr. Webb further explained that the owners of the yachts are in complete accord with this registration and are giving their cooperation. TIrneman. Mayor ATTEST: Village Clerk January 23, 1960 February 27.,. 1960 The Bal Harbour Village Council held its regular meeting on Saturday morning, February 27, 1960 at the Village Hall. Those present were: Messrs. Hart, Beatty, Broeman, Faulkner, and White. Absent: None Also present were: W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk; and Thomas H. Anderson, Village Attorney. Mayor Hart called the meeting to order and after hearing the roll call, the minutes of the previous meeting were accept— ed as submitted upon motion by Mr. Broeman, seconded by Mr. White and unanimously approved. The first item considered was regarding taxi cab licenses in the Village. Mr. Alex Morse of Morse Taxi and Baggage Company, together with his attorney, Mr. John Wahl appeared before the Council to question the legality of the 23 additional taxi licenses which were issued in October 1959. Mr. Wahl stated that their books reflect a loss in revenue since the additional cabs have come into the Village and that if all 46 cabs are permitted to continue operation, the loss of income would eventually force one or more cab companies out of business.
