Meeting March 5, 2018
Report: March 15, 2018
The Committee convened at 6:30 pm on Monday, March 5, 2018 in the Town Council
Office. Present were Kenneth Woodland, chair; Lisa Feltner, vice chair; and Vincent
Piccirilli, secretary.
The purpose of the meeting was to interview candidates for reappointment to the Planning
Board and Zoning Board of Appeals.
Jeffery Brown is a retired architect who has been on the Planning Board since 2001. He was
a co-founder of Dyer, Brown & Associates, an award -winning international architecture
firm. With his tenure on the Board, he feels he can provide institutional memory for the
long-term projects on Arsenal Street as they keep coming back for modification, and he is
not afraid to ask tough questions when necessary.
Christopher Heep is an attorney specializing in municipal, land use, and environmental law,
and has been on the Zoning Board of Appeals since 2011. His firm, Miyares & Harrington,
encourages its attorneys to volunteer and give back to the communities where they live, and
he said being on the ZBA has been a great experience. He was pleased with the way that the
Board worked its way through some very difficult cases, such as the Morse Street project,
which was withdrawn; and the hotel proposed for Elm Street, which was voted down.
The Committee thanked both members for volunteering their time and talents to serve the
citizens of Watertown.
4 Action Item: Councilor Piccirilli made a motion, seconded by Councilor Feltner, to recommend the
Town Council confirm Jeffery Brown for Reappointment to the Planning Board, for a Term that Expires
on February 15, 2021. Voted 3-0
4 Action Item: Councilor Piccirilli made a motion, seconded by Councilor Feltner, to recommend the
Town Council confirm Christopher Heep for Reappointment to the Zoning Board of Appeals, for a
Term that Expires on February 15, 2023. Voted 3-0
The meeting adjourned at 7:00 pm.
