IONA COMMUNITY CENTER
JULY 8, 2015 6:30 P.M.
PRESENT: Chairman Dan Garren, Members — Roy Hobbs, Dee Johnson, John Lott, Bette
Lovinus, Melanie Shirling, and Clerk Julie Hammond.
ABSENT: Member Jake Lindsay.
VISITORS: Mayor Andersen.
Chairman Garren welcomed everyone and Member Lovinus led with the Pledge of Allegiance.
Minutes Approved: Member Shirling moved to approve the Planning & Zoning (P&Z)
Minutes of May 13, 2015 as written (June's meeting was cancelled). Member Lovinus seconded
the motion. All were in favor, motion carried.
Mayor Andersen: Mayor Andersen came to Planning & Zoning (P&Z) to explain all the
changes the City is going through right now. Sports Directors Trent and SueAnn Dabell gave
their resignation following this year's baseball season, Custodian Jena Moore had also resigned,
and Clerk Hammond would be moving to South Carolina.
Council held an informal special meeting last week to discuss the budget and personnel. Items
discussed were Council President Walker stepping down from the Council to take the Sports
Director position and P&Z Chairman Garren replacing her on the Council. These items would
be approved at Council's regularly scheduled meeting on July 21, 2015.
Mayor Andersen indicated with this change a new P&Z Chairman would need to be elected
which could be done at next month's meeting or by amending tonight's agenda. Mayor
Andersen excused himself from the meeting at 6:40 p.m.
P&Z Chairman Election: Member Shirling moved to amend the agenda by adding a P&Z
Chairman Election. Member Johnson seconded the motion. All were in favor, motion carried.
Chairman Garren asked if anyone was interested in the position. Member Shirling was the only
interested party. Member Shirling was elected as P&Z Chairman. All were in favor.
Amending Section 11-4A-2 Residential Townhouse (R-T) Zone Ordinance Public Hearing:
No one was in attendance for the public hearing. Planning & Zoning reviewed the change
consisting of removing the word "attached" from Section 11-4A-2 (A) of Permitted Uses.
Member Lott moved to recommend to Council to approve Amending Section 11-4A-2
Residential Townhouse (R-T) Zone Ordinance, Exhibit "A." Member Johnson seconded the
motion. All were in favor, motion carried.
Review Vacating of Public Alleys Process: Chairman Garren explained that P&Z should treat
everyone equally regarding the recommendation for granting vacation of an alley. He gave an
example of when a citizen asked the City to vacate an alley to put his shop on and the City said
no, but had recently approved the vacation of an alley to a property owner to fill in a ditch and
put in a sprinkler system.
Clerk Hammond explained that when a citizen asks the City to vacate a public alley, it is looked
at as whether the City is using and/or wanting to maintain the alley. If the City has no need for
the alley and do not want to maintain it, it is vacated and quitclaimed to the homeowner.
Area of Impact Agreement Update: Bonneville County Planning & Zoning has a Work
Meeting scheduled July 22, 2015 at 7:00 p.m. to discuss the text of the Iona Impact Area
Agreement. Chairman Garren and Member Shirling would try to attend the meeting.
Reports
Member Johnson would be out of town during next month's P&Z Meeting.

ORDINANCE NO.
AN ORDINANCE OF THE CITY OF IONA, IDAHO;
AMENDING SECTION 11-4A-2 OF THE IONA CITY
RELATING TO PERMITTED USES IN THE RESIDENTIAL
TOWNHOUSE (R-T) ZONE; PRESERVING PRIOR
ORDINANCE; PROVIDING FOR METHODOLOGY;
PROVIDING FOR SEVERABILITY AND ESTABLISHING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF IONA,
IDAHO THAT:
Section 1. Amending of Section 11-4A-2 of the Iona City Code: Section 11-
4A-2 of the Iona City Code is hereby amended as follows:
11-4A-2: PERMITTED USES: The following uses are allowed in the R-T zone.
(A) Single familyattached-dwellings, subject to the setback and side yard requirements,
area requirements, parking and utility service requirements as set forth in sections
11-4-5 through 11-4-8 of this Code.
(B) Single family attached dwellings with no more than two (2) single family units in any
one structure and no more than one (1) structure for human habitation upon a lot.
(C) Attached garages.
(D) Home gardening and other horticultural uses not operated as commercial
enterprises.
(E) Accessory buildings and uses, subject to the restrictions in section 11-11-6 of this
Code.
(F) One (1) sign not to exceed four (4) square feet in area advertising or soliciting the
sale or lease of the building or premises upon which the sign is located and one (1)
political or campaign sign with the same maximum area.
(G) Other similar uses that are determined by the City Council to be compatible with the
purpose and intent of this zone.
Section 2. Methodology. Text that is underlined in the preceding sections
means new text added to the former Ordinance or City Code Section, and text that is
Exhibit "A"
stricken through means text that is being deleted from the former Ordinance or Code
Section. Text that is moved from one location in the former Ordinance or Code Section to
another location is similarly shown as underlined text.
Section 3. Severability. The sections and subsections of this Ordinance are
severable. The invalidity of any section or subsection shall not affect the validity of the
remaining sections or subsections.
Section 4. Preservation of Prior Ordinance. The sections of the City Code
repealed or amended by this Ordinance shall be preserved to the extent necessary to allow
the arrest, prosecution and punishment of any person who violates such provisions prior
to the effective date hereof.
Section 5. Effective Date. This Ordinance shall become effective upon its
passage, execution and publication in the manner provided by law.
