Present were Councilor Lisa Feltner, chair, Councilor Vincent Piccirilli, vice - chair, Councilor Tony Palomba, secretary, and Councilor Caroline Bays. The Committee reviewed four previous Committee referrals and a recommendation of the recently approved Fiscal Year 2019 Budget Policy Guidelines. 1) Reappointments to the Traffic Commission. This work is completed and the referral should be removed from the list of referrals. 2) Discussion of Winter All Night Parking Ban. Per Town Council rules, the referral should be removed since no action was taken on this referral during the previous term. 3) Street Designs and Impact on Emergency Vehicles and Their Response Time. This is a joint referral with the Committee on Public Works. The Committee affirmed the positive vote of the Town Council on February 14 that this remains an open referral to the two Committees. 4) Safety Issues Along Streets Where Construction is Occurring. This referral was made by Council President Sideris in December 2016 and the Committee met twice to discuss it on March 22, 2017 and April 10, 2017. The members felt that it would be beneficial for this referral to remain open and for the Committee to continue to discuss it and to work with the Commission on Disability and other groups to ensure public safety. 5) A recommendation which has appeared in past Town Council's Budget Policy Guidelines and which was included again in the Fiscal Year 2019 Guidelines was "continue to review the Public Safety study recommendations, per Matrix Consulting Group report of April 2012, to determine how to best deliver more efficiently the level of services residents need and want." The members agreed that this charge is an open referral to Committee on Public Safety. Action Item Councilor Feltner made the following motion — The Committee on Public Safety recommends that the full Town Council approve moving forward with the Committee on Public Safety three (3) referrals as outlined above by the Committee. Councilor Piccirilli seconded the motion and it was approved by a vote of 3 — 0. At 6:45 PM Councilor Palomba made a motion to adjourn.
