HomeMy Public PortalAboutM2007-05-29-LRALYNWOOD REDEVELOPMENT AGENCY SPECIAL MEETING May 29, 2007 The Lynwood Redevelopment Agency of the City of Lynwood met in a special meeting in the Council Chambers, 11330 Bullis Road on the above date at 6:34 p.m. Chairman Byrd presiding. Members Johnson, Pedroza, Santillan, Vasquez, and Byrd were present. Also present were Assistant City Manager-Finance Arnoldussen, City Attorney Beltran, Secretary Hooper, and City Treasurer Pygatt., Secretary Hooper announced that the Agenda had been duly posted in accordance with the Brown Act. PUBLIC ORAL COMMUNICATIONS (Regarding Agenda Items Only) NONE PUBLIC ORAL COMMUNICATIONS (NONE) CONSENT CALENDAR Item #1 PROJECT CONSULTANT CONTRACT AMENDMENT Lorry Hempe introduced the item regarding a project consultant contract amendment. After discussion, it was moved by Council Member Vasquez, seconded by Council Member Santillan, to approve the resolution. RESOLUTION NO. 2007.021 ENTITLED: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE AMENDMENT TO AN EXISTING AGREEMENT WITH AVANT GARDE, INC. ROLL CALL: AYES: COUNCIL MEMBER, JOHNSON, PEDROZA, SANTILLAN, VASQUEZ AND BYRD NOES: NONE ABSTAIN: NONE ABSENT: NONE Item #2 USE OF REDEVELOPMENT 20% SET ASIDE FUNDS Lorry Hempe introduced this item regarding the use of redevelopment 20% set aside funds After discussion, it was moved by Council Member Santillan, seconded by Council Member Johnson, to approve the resolution. RESOLUTION NO. 2007.022 ENTITLED: A RESOLUTION OF THE REDEVELOPMENT AGENCY (1) RATIFYING PURCHASE OFFERS ON REAL PROPERTY PURSUANT TO RESOLUTION NO. 2007.18 APPROVED BY THE AGENCY ON MAY 15, 2007; (2) AUTHORIZING THE INTERIM EXECUTIVE DIRECTOR TO PURCHASE THE REAL PROPERTIES LOCATED AT 3411 ELIZABETH AVENUE AND 3579 BRENTON AVENUE AND IDENTIFIED IN LYNWOOD REDEVELOPMENT RESOLUTION NO. 2007.68 AND CITY RESOLUTION 2007.18 USING HOME PARTNERSHIP FUNDS; AND (3) AUTHORIZING THE USE OF 20% SET ASIDE FUNDS TO PURCHASE THE REAL PROPERTY LOCATED AT 3411 ELIZABETH AVENUE AND 3579 BRENTON AVENUE AND TO PAY THE DIFFERENTIAL BETWEEN HOME FUNDS LIMITS AND THE PURCHASE PRICE OF REAL PROPERTIES AND OTHER RELATED COSTS RELATED TO SAID PROPERTY ACQUISITIONS. Agency Negotiator: Agency Staff and Agency including but not limited to Interim Executive Director, Lorry Hemp, Ron Wilson and Avant Garde Negotiating: See listing of properties and property owners ("Seller" or Seller's") in Attachment "A" to this agenda. Under Negotiation: Price and terms of payment -Seeking authority to make offer to Seller's for acquisition of property It was moved by Council Member Johnson, seconded by Mayor Byrd, and carried to recess to closed session at 6:50 p.m. Council reconvened at 8:17 p.m. City Attorney Beltran stated that the Council met on the aforementioned matters and with respect to the following: Item #3 WITH RESPECT TO EVERY ITEM OF BUSINESS TO BE DISCUSSED INCLOSED SESSION PURSUANT TO SECTION 54956.8: CONFERENCE WITH REAL PROPERTY NEGOTIATORS Properties: See listing of properties by Address and Assessors Parcel H Numbers in Attachment "A" to this agenda. Agency Negotiator: Agency Staff and Agency including but not limited to -- Interim Executive Director, Lorry Hemp, Ron Wilson and Avant Garde Negotiating: See listing of properties and property owners ("Seller" or Seller's") in Attachment "A" to this agenda. Under Negotiation: Price and terms of payment -Seeking authority to make offer to Seller's for acquisition of property After discussion, Council provided further instruction on the matter, which was given to staff.
