HomeMy Public PortalAboutM2007-06-19-LRALYNWOOD REDEVELOPMENT AGENCY REGULAR MEETING JUNE 19, 2007 The Lynwood Redevelopment Agency of the City of Lynwood met in a regular meeting in the Council Chambers, 11330 Bullis Road on the above date at 6:00 p.m. ~~ Chairman Byrd presiding. ' Members Johnson, Pedroza, Santillan, Vasquez, and Byrd were present. Also present were Assistant City Manager-Finance Arnoldussen, City Attorney Beltran, Secretary Hooper, and City Treasurer Pygatt. Secretary Hooper announced that the Agenda had been duly posted in accordance with the Brown Act. PUBLIC ORAL COMMUNICATIONS (Regarding Agenda Items Only) NONE PUBLIC ORAL COMMUNICATIONS (NONE) PUBLIC HEARING Item #1 ADOPTION OF FY 2007-08 BUDGET The Budget will continue to be discussed at the next Agency Meeting. CONSENT CALENDAR All matters listed under the Consent Calendar will be acted upon by one motion affirming the action recommended on the agenda. There will be no separate discussion on these items prior to voting unless members of the Agency or staff request specific items to be removed from the consent calendar for separate action. Mayor Byrd pulled item #5 -REQUESTING AUTHORIZATION TO EXECUTE AN ADMINISTRATIVE AGREEMENT WITH THE CITY OF LYNWOOD UNDER THE HOME PROGRAM -This item became a discussion item instead. It was moved by Member Santillan, seconded by Member Johnson, to approve the minutes and adopt the resolutions. Item #2 MINUTES OF PREVIOUS MEETING • Regular Meeting of May 15, 2007 Item #3 RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY OF LYNWOOD, CALIFORNIA, ALLOWING AND APPROVING THE DEMANDS AND WARRANTS. RESOLUTION NO. 2007.024 ENTITLED: RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY OF LYNWOOD, CALIFORNIA, ALLOWING AND APPROVING THE DEMANDS AND WARRANTS THEREFORE Item #4 RATIFICATION OF PURCHASE OFFER AND AUTHORIZATION FOR THE USE OF 20% SET ASIDE FUNDS FOR THE ACQUISITION OF 3254 PALM AVENUE AND OTHER RELATED COSTS RESOLUTION NO. 2007.025 ENTITLED: A RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY OF THE CITY OF LYNWOOD, CALIFORNIA (1) RATIFYING A PURCHASE OFFER ON REAL PROPERTY AS AUTHORIZED ON MAY 29, 2007 DURING A CLOSED SESSION (2) AUTHORIZING THE INTERIM EXECUTIVE DIRECTOR OF THE LYNWOOD REDEVELOPMENT AGENCY OR HIS DESIGNEE TO EXECUTE ALL DOCUMENTS REQUIRED FOR THE PURCHASE OF THE REAL PROPERTY LOCATED AT 3254 PALM AVENUE USING HOME PARTNERSHIP FUNDS AND (3) AUTHORIZING THE USE OF 20 PERCENT HOUSING SET ASIDE FUNDS TO PURCHASE THE REAL PROPERTY LOCATED AT 3254 PALM AVENUE AND TO SECURE THE DIFFERENTIAL BETWEEN HOME FUNDS LIMITS AND .THE PURCHASE PRICE OF THE PROPERTY AND OTHER RELATED COSTS RELATED TO SAID PROPERTY ACQUISITION FROM THE LYNWOOD REDEVELOPMENT AGENCY HOUSING 20 PERCENT SET ASIDE FUNDS". There is a commitment deadline of July 31 ~ 2007 for 1.8 million dollars. Part of this amount can be applied to Redevelopment for housing programs. It was moved by Member Vasquez, seconded by Vice Chairman Pedroza, to adopt the Resolution and allow the Agency Council to-make modifications to agreement. RESOLUTION NO. 2007.026 ENTITLED: A RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY OF THE CITY OF LYNWOOD TO APPROVE AND THE CHAIRPERSON TO EXECUTE A HOME CONTRACT AND ADMINISTRATION AGREEMENT BETWEEN THE LYNWOOD REDEVELOPMENT AGENCY AND THE CITY OF LYNWOOD". CONFERENCE WITH LEGAL COUNSEL REGARDING - EXISTING LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.9(a) Name of Case: Continental Lynwood LLC vs. Lynwood Redevelopment Agency (Case No. BC 292260) Court of Appeals (Case No. B1 81483) It was moved by Council Member Santillan, seconded by Council Member Johnson, and carried to recess to closed session at 8:23 p.m. Council reconvened at 10:45 p.m. Item #6 WITH RESPECT TO EVERY ITEM OF BUSINESS TO BE DISCUSSED IN CLOSED SESSION PURSUANT TO SECTION 54956..8 CONFERENCE WITH REAL PROPERTY NEGOTIATORS Property: Long Beach/Pluma Project Negotiator: Agency Staff and Agency including but not limited to Lorry Hempe; Bruno Naulls and Ronald Wilson Negotiating Parties: Agency and Urban, LLC Under Negotiation: Price and terms WITH RESPECT TO EVERY ITEM OF BUSINESS TO BE DISCUSSED IN CLOSED SESSION PURSUANT TO GOVERNMENT CODE SECTION 54956.8 After discussion, Agency Members reached a consensus with Agency Member Johnson abstaining to provide further directions to staff. 7. CONFERENCE WITH REAL PROPERTY NEGOTIATORS Property: 3579 Brenton, Lynwood, CA Negotiator: Agency Staff and Agency including but not limited to Interim Executive Director, Lorry Hempe Ron Wilson and Avant Garde Negotiating Parties: Gale Johnson Under Negotiation: Price and terms of purchase After discussion, Agency Members reached a consensus with Agency Member Johnson abstaining to provide further directions to staff. 8. CONFERENCE WITH LEGAL COUNSEL REGARDING - EXISTING LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.9(a) Name of Case: Continental Lynwood LLC vs. Lynwood ~ Redevelopment Agency (Case No. BC 292260) Court of Appeals (Case No. B1 81483) After discussion, Agency Members reached a unanimous consensus.
