HomeMy Public PortalAbout20151202 - Upper Charles Trail Committee - Meeting Minutes1 UPPER CHARLES TRAIL COMMITTEE Wednesday, December 2, 2015 7:05 PM Room 211, Town Hall, 18 Main St., Hopkinton, MA MINUTES Members present: Bob Snyder, Barry Rosenbloom, Ken Parker, Mike Resteghini Associate members present: David O’Brien Members absent: John Coutinho, Jeff Barnes, Jane Moran, Eric Sonnett Town citizens present: Ray Fryer 1. Public comment: None. 2. Status of developing a multi-use path on the south side of Main Street: Deferred until we can see the minutes of the Board of Selectmen (BOS) meeting at which it was discussed. 3. Trail development plans vis-à-vis other town committees: It has been suggested at CPC meetings that the dog park would be better sited at Fruit Street. HUCTC members revisited the usefulness of the dog park to our own mission. In the end, Ken will make his presentation to the Open Space Committee on 12/3/15 as planned, including the dog park concept. 4. HUCTC request for CPA funds for Hughes property improvements: Ken talked through his spread sheets that show dog park/trail improvement costs at approximately $100K. That will be the requested amount at the 12/10/15 CPC meeting. Ken noted that the Parks and Rec. committee strongly supported this plan at their 11/23/15 meeting. 5. CPC application for East Main Street property: Ken has talked to the Town Manager, Norman Khumalo. Norman will be the negotiator for this purchase. 6. Community outreach meeting planning: Ken narrated his maps that are superimposed on the town plot plans of the southern Hayden Rowe area. HUCTC members discussed the level of detail in the maps with regard to their effectiveness in conveying the overall trail “vision”. A discussion ensued that resulted in an agreement to spend the next meeting creating a management summary of the HUCTC phase 1 development plan. Dave stressed the importance of having a document that viably communicates our plans. The initial audience for this document is thought to be the BOS. Ken again stressed the need to identify undeveloped but planned-to-be-developed properties and to be proactive with the prospective developers to get the trails, easements, etc. that we want for the purpose of making the town walking and biking friendly. 7. Friends of HUCTC status: Ray noted that he hasn’t yet had any significant response to his outreaches. Some brainstorming followed. 8. Draft minutes of the 11/18/15 meeting: Approved unanimously. 9.
