W H E RE A S , the Village of Key Biscayne ("Village") is in need of four new vehicles to facilitate the provision of the Village's day-to-day operations and replace existing vehicles that have reached the end of their useful lifecycle; and WHEREAS, specifically, the Village desires to purchase four Ford Interceptors for the Police Department; and WHEREAS, the type of purchase contemplated by the Village has been competitively bid by Sourcewell, a service cooperative created by the Minnesota legislature as a local unit of government, which has entered into Sourcewell Contract Nos. 120716-NAF and 060920-NAF ("Sourcewell Contracts") with Alan Jay Automotive Management, Inc. d/b/a Alan Jay Fleet Sales, as an approved associate dealer of National Auto Fleet Group, (the "Vendor"); and WHEREAS, in accordance with Section 2-86 of the Village's Code of Ordinances, the Village Council seeks to authorize the Village Manager to purchase the Vehicles from the Vendor consistent with the Sourcewell Contracts and the Vendor's quotes, attached hereto as Exhibit "A" (the "Quotes"), as the pricing offered pursuant to the Sourcewell Contract is in the Village's best interest; and · WHEREAS, the Village Council declares the vehicles listed on Exhibit "B" attached hereto (the "Surplus Vehicles") as surplus property as the Surplus Vehicles have become obsolete, have outlived their usefulness, have become inadequate for the public purposes for which they were intended, or are no longer needed for public purposes in light of the purchases authorized by this Resolution, and authorizes the Village Manager to sell or otherwise dispose of the Surplus Vehicles; and WHEREAS, the Village Council finds that this Resolution is in the best interest and welfare of the citizens of the Village. The V illage C ouncil hereby appro ves the pur chase Authorization for Purchase of Vehicles. T he V ill age C ouncil hereby authorizes the V ill age M anager to m ake the V ehicl e pur chase consistent w ith the term s and conditions of the S our cew ell C ontra cts and the Q uotes attached hereto as Exhibit "A ," in an am ount not to exceed $19 0,000.00. Section 4. Declaration of Surplus Property. That the Sur plus V ehicl es have becom e obsolete, have outl ived their usefu lness, have becom e inadequate fo r the public purp oses fo r w hich they w ere intended, or are no longer needed fo r public purp oses. A ccordingly, the V ill age Council decl ares the S urp lus V ehicl es listed on E xh ibit "B " attached hereto to be surp lus personal pro perty of the V ill age. Section 5. Authorizing Sale or Disposition of Surplus Property. That the V ill age M anager is hereby authorized to sell or dispose of the Surplus V ehicl es by public auction or other pro cedur e determ ined by the V ill age M anager to be in the best interests of the V ill age. A ny surp lus pro perty item s acquired by the V illage pur suant to governm ental gra nt pro gra m s shall only be disposed of in accordance w ith pro cedur es and criteria applicable to such gra nt pro gra m s. Section 6. Implementation. The V illage C ouncil hereby authorizes the V illage M anager to execute any pur chase order or required docum entation fo r the purchases described in this R esolution, subject to appro val by the V ill age A ttorn ey as to fo rm and legality, and to take any action w hich is reason ably necessary to im plem ent the purp ose of this R esolution. The Village's Fleet is essential for the efficient delivery of services to residents and visitors. Consequently, a primary focus of this policy is to ensure vehicles are reliable, available when needed, and appropriate for the tasks required to support the Village's operations. The following general replacement cycles will be applied to plan for the replacement of vehicles and equipment: Type Years MIieage/Use Cars 7 or 100,000 Police/Fire Cars 7 or 100,000 Pickups, Vans, SUVs 10 or 100,000 Trucks/Buses 10 or 125,000 ATVs 5 or NA Equipment, trailers, boats 10 or NA Rescue Trucks (Ambulances) 7 or 150,000 Fire Apparatus (Pumpers) 10 or NA Fire Apparatus (Ladders) 12 or NA Replacement cycles are set to comply with generally accepted best management practices adopted by other Florida municipalities. O n c e f u n d in g is a p p r o v e d in a n n u a l b u d g e t s , t h e V ill a g e 's d e s ig n a t e d f le e t m a n a g e r w ill assess each vehicle in the fleet and develop a prioritized list of the units consistent with the Policy. Factors considered will include, but are not limited to the following: how critical units are to a department's mission; the availability of spares; and the unit's age, mileage, condition, reliability, and repair costs. Vehicles are tools that help the Village efficiently serve the community. Therefore, replacement vehicle types will be matched to the job that needs to be performed. The utility of vehicles will be the primary focus in selecting the type of vehicles to purchase including safe and functional operating capabilities; requirements to meet specific job demands (such as towing, operating off road, ground clearance, transporting heavy payloads); or performing law enforcement or fire services duties. Preference will be given to vehicles that have proven reliability, fuel economy, and resale value. Optional equipment will be limited to items that extend functionality and utility. The Village is focused on lowering its carbon footprint. Therefore, vehicle types purchased will be the minimum size required to do the intended job. Preference will be given to vehicle types that maximize fuel economy and minimize tailpipe emissions so long as doing so does not compromise the utility of vehicles or materially increase costs. Once vehicles are replaced, they will be removed from service and sold or otherwise disposed of. Retention of replaced vehicles will generally not be approved except by written approval from the Village Manger to meet a specific purpose (such as for a short- term special project or to temporarily replace a vehicle that is not economical to repair) and then only for a period not exceeding 3 months without the Village Manager's reapproval.
