SPECIAL MEETING
DECEMBER 11, 2007
The Lynwood Redevelopment Agency of the City of Lynwood met in a special
meeting in the Council Chambers, 11330 Bullis Road on the above date at
5:05 p.m.
Chairman Santillan presiding.
Members Castro, Flores, Martinez, Rodriguez and Santillan were present.
Also present were City Manager Haley, Interim City Attorney Salinas, City Clerk
Quinonez and City Treasurer Alatorre.
City Clerk Quinonez announced that the Agenda had been posted in accordance
with the Brown Act.

CONSENT CALENDAR
All matters listed under the Consent Calendar will be acted upon by one motion
affirming the action recommended on the agenda. There will be no separate
discussion on these items prior to voting unless members of the Agency or staff
request specific items to be removed from the Consent Calendar for separate
action.
After discussion, it was moved by Member Rodriguez, seconded by Mayor Pro
Tem Castro to approve the minutes.

Agency Council Orals
Agency Council, Royce Jones reviewed the process that needed to take place to
constitute a quorum. Since there are four Agency Members, on the City Council
that have a conflict of interest, regarding the Angeles Fields Project, two Agency
Members must be re-qualified to participate in the discussion on the item.
Coffee stirs were chosen to as the means to select the two Agency Members.
Agency Member Martinez, Castro, Rodriguez and Santillan participated in the
drawing of the coffee stirs.
Mayor Santillan announced that Council Member Castro and Martinez were
selected to be apart of the quorum.
