environmental audit prepared by Missimer Division, ViroGroup, Inc.,
for the Rebozo site. As you will note in the report, no evidence
of contamination was found on the Rebozo site from either on -site

the work.

environmental site assessment of the above -referenced property. Our field
inspection, research of the land use history, regulatory research, and a Phase II
investigation involving soil and groundwater sampling have found no evidence
of contamination of the audit site from either on -site or off -site sources.

I. SUMMARY, CONCLUSIONS AND RECOMMENDATIONS
ViroGroup, Inc., conducted an environmental audit on approximately 9.5
acres of vacant land located on Crandon Boulevard in the Village of Key
Biscayne, Dade County, Florida. The site falls within Section 32 of Township 54
South, Range 42 East. A field investigation of the audit site and adjacent
properties was conducted on November 29, 1993. Two groundwater
monitoring wells were installed and sampled on December 3, 1993. A soil
sample was collected on the same date.
At the time of the inspection the site consisted of approximately 9.5 acres
of vacant land. Small quantities of debris have been discarded in several areas.
Two automobile tires should be removed and disposed of properly. Historical
research conducted using aerial photographs and city directories revealed that
a portion of the site has been horticultural. City directory listings for a structure
which previously existed on the site do not indicate any usage which would be
expected to use or dispose of toxic or hazardous substances. There is no
evidence that an underground storage tank was ever installed at the site. No
permits for the use of hazardous materials or agricultural waste have been
issued to the site.
Developed properties in the vicinity of the audit site are generally residential
and commercial. The only adjacent site having a permit from the Metropolitan
Dade County Department of Environmental Resources Management pertaining
to underground storage tanks or the use of hazardous substances is Eckerd
Drugs, which has a film processing laboratory north of the audit site. A review
of this file indicated that this facility is unlikely to be adversely impacting the

audit site. No permit file exists for a dry cleaning facility which previously
existed north of the audit site.
In order to provide increased due diligence, a Phase II investigation was
undertaken. A groundwater monitoring well installed near the northern property
boundary was sampled for analysis for dry cleaning solvents and gasoline
constituents. A second groundwater sample collected from a well near the
southern property boundary was analyzed for constituents of gasoline and
waste oil, both of which are stored in underground storage tanks at a service
station south of the audit site. In addition, due to the horticultural usage of the
site, a soil sample was collected and analyzed for pesticides. Laboratory
results indicated that none of the samples analyzed contained detectable levels
of any parameter.
Based on our field investigation, historical and regulatory research, and
Phase II results, there is no evidence that the audit site is being adversely
impacted by either on -site or off -site sources.

II. INTRODUCTION
ViroGroup, Inc. was authorized by Mr. C. Samuel Kissinger, Village
Manager, Village of Key Biscayne to perform an environmental audit on
approximately 9.5 acres of vacant land located on Crandon Boulevard, Key
Biscayne, Dade County, Florida. A general site location map is presented in
Figure 1.
This environmental audit was designed to assess the probability of on -site
contamination from toxic or hazardous substances, including petroleum
products and those materials defined as hazardous substances under the
Federal Comprehensive Environmental Response, Compensation and Liability
Act (CERCLA), the Toxic Substances Control Act (Public Law 94-469), and 40
Code of Federal Regulations, Part 261. ViroGroup, Inc.'s Scope of Services is
included in Appendix A. A legal description of the property provided by Weiss
Serota & Helfman, P.A. is included in Appendix B. References are provided in

III. HISTORY OF THE PROPERTY
A property abstract for the audit site was not provided. The history of the
subject and adjacent properties was established by reviewing available public
records and research using city directories. Aerial photographs of the site and
surrounding area were reviewed to identify past and present land uses. Aerial
photographs were reviewed for the years 1963, 1966-1978 and 1980-1993.
Bresser's Cross -Index Directories and Polk's City Directories for various years
between 1963 and 1993 were used to obtain a history of businesses on the
subject and neighboring properties. Figure 2 shows the location of the audit
site in relation to nearby properties.
The only developed use of the audit site is a structure which faced
Crandon Boulevard in the earliest aerial photographs. This building had been
demolished by the time the 1968 aerial was taken. City directories list Key
Biscayne Travel Service and an attorney at 390 Crandon Boulevard in 1963,
followed by Clarke Inc. Realtors in 1965-1966, the most recent listing for this
address. A second listing in this area, for Overseas Heat Pump Co. at 396
Crandon Boulevard, appears only in a 1963 directory. The only other usage of
the audit site appears to have been horticultural. Rows of trees are visible on
the southern portion of the site in the 1963 and numerous subsequent aerials.
The pattern of trees was later extended northward to the center of the audit site.
In addition, several aerials, such as the 1983 aerial shown in Figure 3, show
patterns of vegetation on the southern portion of the site. No signs of dumping
or landfill activity were visible on aerial photographs.
Properties adjacent to the audit site have undergone very few changes
over the years. The residential neighborhood and church west of the audit site
