SUMMARY, CONCLUSIONS AND RECOMMENDATIONS ViroGroup, Inc., conducted an environmental audit on approximately 9.5 acres of vacant land located on Crandon Boulevard in the Village of Key Biscayne, Dade County, Florida. The site falls within Section 32 of Township 54 South, Range 42 East. A field investigation of the audit site and adjacent properties was conducted on November 29, 1993. Two groundwater monitoring wells were installed and sampled on December 3, 1993. A soil sample was collected on the same date. At the time of the inspection the site consisted of approximately 9.5 acres of vacant land. Small quantities of debris have been discarded in several areas. Two automobile tires should be removed and disposed of properly. Historical research conducted using aerial photographs and city directories revealed that a portion of the site has been horticultural. City directory listings for a structure which previously existed on the site do not indicate any usage which would be expected to use or dispose of toxic or hazardous substances. There is no evidence that an underground storage tank was ever installed at the site. No permits for the use of hazardous materials or agricultural waste have been issued to the site. Developed properties in the vicinity of the audit site are generally residential and commercial. The only adjacent site having a permit from the Metropolitan Dade County Department of Environmental Resources Management pertaining to underground storage tanks or the use of hazardous substances is Eckerd Drugs, which has a film processing laboratory north of the audit site. A review of this file indicated that this facility is unlikely to be adversely impacting the 1 Environmental Site Assessment 9.5 Acres of Vacant Land Crandon Boulevard, Key Biscayne, Dade County WROGROUP, INC. - Missimer Division #02-03027.00 audit site. No permit file exists for a dry cleaning facility which previously existed north of the audit site. In order to provide increased due diligence, a Phase II investigation was undertaken. A groundwater monitoring well installed near the northern property boundary was sampled for analysis for dry cleaning solvents and gasoline constituents. A second groundwater sample collected from a well near the southern property boundary was analyzed for constituents of gasoline and waste oil, both of which are stored in underground storage tanks at a service station south of the audit site. In addition, due to the horticultural usage of the site, a soil sample was collected and analyzed for pesticides. Laboratory results indicated that none of the samples analyzed contained detectable levels of any parameter. Based on our field investigation, historical and regulatory research, and Phase II results, there is no evidence that the audit site is being adversely impacted by either on -site or off -site sources. 2 Environmental Site Assessment 9.5 Acres of Vacant Land Crandon Boulevard, Key Biscayne, Dade County VIROGROUP, INC. - Missimer Division #02-03027.00 II. INTRODUCTION ViroGroup, Inc. was authorized by Mr. C. Samuel Kissinger, Village Manager, Village of Key Biscayne to perform an environmental audit on approximately 9.5 acres of vacant land located on Crandon Boulevard, Key Biscayne, Dade County, Florida. A general site location map is presented in Figure 1. This environmental audit was designed to assess the probability of on -site contamination from toxic or hazardous substances, including petroleum products and those materials defined as hazardous substances under the Federal Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Toxic Substances Control Act (Public Law 94-469), and 40 Code of Federal Regulations, Part 261. HISTORY OF THE PROPERTY A property abstract for the audit site was not provided. The history of the subject and adjacent properties was established by reviewing available public records and research using city directories. Aerial photographs of the site and surrounding area were reviewed to identify past and present land uses. Aerial photographs were reviewed for the years 1963, 1966-1978 and 1980-1993. Bresser's Cross -Index Directories and Polk's City Directories for various years between 1963 and 1993 were used to obtain a history of businesses on the subject and neighboring properties. Figure 2 shows the location of the audit site in relation to nearby properties. The only developed use of the audit site is a structure which faced Crandon Boulevard in the earliest aerial photographs. This building had been demolished by the time the 1968 aerial was taken. City directories list Key Biscayne Travel Service and an attorney at 390 Crandon Boulevard in 1963, followed by Clarke Inc. Realtors in 1965-1966, the most recent listing for this address. A second listing in this area, for Overseas Heat Pump Co. at 396 Crandon Boulevard, appears only in a 1963 directory. The only other usage of the audit site appears to have been horticultural. Rows of trees are visible on the southern portion of the site in the 1963 and numerous subsequent aerials. The pattern of trees was later extended northward to the center of the audit site. In addition, several aerials, such as the 1983 aerial shown in Figure 3, show patterns of vegetation on the southern portion of the site. No signs of dumping or landfill activity were visible on aerial photographs. Properties adjacent to the audit site have undergone very few changes over the years. The residential neighborhood east of the northern portion of the audit site had also been developed at this time. To the east of the southern portion of the site, a structure which was evident in the aerials taken prior to 1983 was apparently a residence, according to city directory listings. The property immediately south of the audit site, currently vacant, has been either vacant or partially agricultural in all of the aerial photographs taken since 1963. The apartment building north of the western portion of the audit site was in existence when the 1963 aerial photograph was taken. To the east of this structure, a smaller structure was present from 1963 until 1990. The only city directory listings in this area indicate that this structure was the Jamaica Inn Restaurant, and later both the Jamaica Inn and the English Pub. The April 1990 aerial photograph shows the current structure, Key Biscayne Galeria, on this site. Since city directories are not available between 1989 and 1993, it is not possible to determine all of the previous tenants of this shopping center. However, a 1993 directory lists two facilities in this mall which might use and/or dispose of hazardous materials - Eckerd Drugs and Dryclean-U.S.A. As discussed later, Eckerd Drugs is still located in this shopping center and has a permit from Metropolitan Dade County Department of Environmental Resources Management (DERM) for a film processing laboratory. Dryclean-U.S.A. is apparently no longer operating at this location. Historical research reveals that portions of the audit site have been used for horticulture. The only usage of an adjacent property which would potentially result in contamination of the audit site are a dry cleaner previously located 5 Environmental Site Assessment 9.5 Acres of Vacant Land Crandon Boulevard, Key Biscayne, Dade County VIROGROUP, INC. - Missimer Division #02-03027.00 north of the audit site, and an Eckerd Drugs film processing lab, currently located north of the audit site. 6 Environmental Site Assessment 9.5 Acres of Vacant Land Crandon Boulevard, Key Biscayne, Dade County VIROGROUP, INC. - Missimer Division #02-03027.00 IV. ASSESSMENT OF POTENTIAL FOR ON -SITE TOXIC OR HAZARDOUS SUBSTANCE CONTAMINATION The audit site consists of a parcel of vacant land situated between Crandon Boulevard and Fernwood Road in the Village of Key Biscayne, Dade County, Florida. The property falls within Section 32 of Township 54 South, Range 42 East. An inspection of the audit site was conducted on November 29, 1993. Site photographs taken during the field investigation are included in Appendix D. The audit site contains approximately 9.5 acres of vacant land (Photo 1). No surface water bodies or ditches were located on the audit site. A small portion of the site, primarily the northwest corner, was very overgrown, limiting both access and visibility (Photo 2). Near the northern property boundary, a pile of debris was noted (Photo 3). This pile contained primarily wooden, metal, and plastic items. However, several empty containers which appeared to have contained roofing tar were observed. Although these containers should be removed and disposed of properly, they do not represent a significant environmental concern. In addition, a van, apparently abandoned, was parked near the northeastern corner of the audit site (Photo 4). Very little other debris was found on the site, with the exception of small quantities of discarded bottles, cans and plastic containers seen on the property boundaries on Crandon Boulevard and Fernwood Road, and wooden pallets which were seen near Brazilian pepper trees (Schinus terebinthifolius) along Crandon Boulevard (Photo 5). None of this debris is environmentally significant. One pole -mounted electrical transformer located along Fernwood Drive did not appear to be leaking. Rows of palm trees and sprinkler heads were observed in the central and southern portions of the site (Photo 7). Due to this observation, and historical evidence that the site has been used for horticulture, a soil sample was collected from this area as part of a Phase II investigation, discussed in Section VII. There was no direct evidence of contamination of the audit site. Although stressed vegetation was seen on the site, it appeared to be as a result of Hurricane Andrew, which passed over Key Biscayne in August 1992. No signs of illegal landfill or burial activities were observed. There was no evidence that toxic or hazardous substances have been misused or improperly disposed of on the site. No signs of underground storage tanks were seen. No stained soils or other evidence of spills was observed at the time of inspection. ASSESSMENT OF POTENTIAL FOR OFF -SITE TOXIC OR HAZARDOUS SUBSTANCE CONTAMINATION 1. Introduction The audit site is located in a neighborhood which is primarily residential and commercial. According to a Remedial Action Plan prepared by PIECO Miami, Inc. for the Amoco service station located at 580 Crandon Boulevard, groundwater in this region is tidally influenced, flowing both to the northeast and the southwest. Adjacent and nearby properties were inspected on November 29, 1993. Figure 2 shows the location of the audit site in relation to nearby properties. 2. Northern Boundary Key Biscayne Galeria, a strip shopping center, is located immediately north of the eastern portion of the audit site (Photos 8, 9). The English Pub restaurant is located at the northern end of this shopping center (Photo 10). The only facility in this shopping center having a permit from DERM pertaining to hazardous materials is Eckerd Drugs, which contains a film processing laboratory. Southern Boundary A vacant parcel of land is located immediately south of the audit site (Photo 12). Farther south, a Citgo service station and Key Biscayne Bank and Trust Company face McIntire Street. 4. Eastern Boundary A residential neighborhood is located east of the northern portion of the audit site (Photo 13). A vacant parcel of land is located east of the remainder of the audit site (Photo 14). 5. Western Boundary A residential neighborhood is located west of the majority of the audit site (Photo 15), with the exception of the northern portion, which is adjacent to the Key Biscayne Community Church (Photo 16). 6. Summary Properties adjacent to the audit site are either vacant, residential or commercial. With the exception of the film processing laboratory at Eckerd Drugs, north of the audit site, none of the adjacent facilities have regulatory permits for hazardous or toxic substances or underground storage tanks. VI. REGULATORY AGENCY FILES INVESTIGATION 1. Introduction A file investigation of existing site activities was conducted at the Metropolitan Dade County Department of Environmental Resources Management (DERM). Permit files were reviewed, as available, for all facilities with permits pertaining to hazardous materials or underground storage tanks in the vicinity of the audit site. Regulatory agency lists compiled by DERM, the Florida Department of Environmental Protection (DEP) and the U.S. Environmental Protection Agency (EPA) identifying facilities with documented environmental problems were researched. These include the following: • EPA National Priorities List (NPL) of December 1992 • EPA Comprehensive Environmental Response, Compensation and Liability Information System (CERCLIS) of December 1992 • Florida Water Quality Assurance Trust Fund State Cleanup List (state "Action Sites") of April 1992 • 2. On -Site No records of permits pertaining to hazardous materials or underground storage tanks were located for the audit site. No record of contamination of the subject property was found. There was no indication of an active enforcement 11 Environmental Site Assessment 9.5 Acres of Vacant Land Crandon Boulevard, Key Biscayne, Dade County VIROGROUP, INC. - Missimer Division #02-03027.00 case involving hazardous substances against the owner of the property. The audit site is not located in a municipal wellfield zone. 3. Off -Site Regulatory agency files pertaining to facilities in the vicinity of the audit site were reviewed. Eckerd Drugs, located north of the audit site, has a hazardous materials permit from DERM (IW5-5162). One DERM inspection report noted "good housekeeping" practices at this facility. The only warning issued to this facility relates to sewer discharge, a problem which was subsequently corrected, in addition to which sewer discharges are unlikely to impact a neighboring property. The Citgo service station (Key Biscayne Standard Isle) south of the audit site on McIntire Road has a permit from DERM pertaining to underground storage tanks. No indications of contamination were found in DERM's file when the file was reviewed in February 1993, however, the permit file is not currently available for review. This service station maintains underground storage tanks containing both gasoline and waste oil. Farther south, extensive soil remediation has been undertaken at 560 Crandon Boulevard, formerly known as Key Biscayne Service Station. Although groundwater remediation has not yet been undertaken, groundwater monitoring wells at the northern end of this site are not contaminated. There are no NPL or CERCLIS sites, active or former sanitary landfills or state -funded "Action Sites" on Key Biscayne. 12 Environmental Site Assessment 9.5 Acres of Vacant Land Crandon Boulevard, Key Biscayne, Dade County VIROGROUP, INC. - Missimer Division #02-03027.00 VII. PHASE II INVESTIGATION In an effort to exercise a greater degree of diligence than normal, a Phase II investigation was undertaken. Although not adjacent to the audit site, a Citgo service station south of the audit site stores both waste oil and gasoline in underground tanks. A dry cleaning facility was apparently previously located north of the audit site. In addition, soil sampling was undertaken in the area of the audit site being used for horticulture. On December 3, 1993, two temporary, shallow (15 foot) groundwater monitoring wells were installed and developed on the site at the locations shown in Figure 2. One well was installed near the southern end of the audit site, in order to determine whether gasoline and waste oil constituents (EPA Methods 602 and Total Recoverable Petroleum Hydrocarbons) were present. A well at the northern end of the audit site was sampled to determine whether dry cleaning compounds had migrated beneath the audit site. As a precautionary measure, a sample from this well was also analyzed for gasoline constituents. A soil sample was collected and analyzed for pesticides (EPA Method 608). Each well was sampled in accordance with ViroGroup's Comprehensive Quality Assurance Plan (ComQAP #870468G) as approved by the Florida Department of Environmental Protection. The samples were delivered to a state -certified laboratory for analysis. Laboratory results, included in Appendix E, indicated that none of the compounds were present at detectable levels. 13 SCOPE OF SERVICES Review of Property Abstract and Site History A property abstract was not provided for review. The history of the subject property was established by review of available public records and interviews with those familiar with the area. A series of aerial photographs of the site and surrounding area was reviewed to identify past and present land uses. Review of Regulatory Agency Files for Hazardous Substances Citations An investigation was made of pertinent files of the appropriate governmental agencies, which included the Florida Department of Environmental Protection (DEP), the Metropolitan Dade County Department of Environmental Resources Management (DERM), and the United States Environmental Protection Agency (EPA). This investigation was undertaken in order to find any citations, violation of laws, notices of non-compliance, or any evidence of improper handling, storage, or use of hazardous substances on this site and adjacent properties. Files were investigated by business names, legal description of the property and by owner or address, where appropriate. Site Inspection An environmental auditing specialist made a detailed inspection of the site. Prior to the inspection, aerial photographs of the site and surrounding properties were reviewed. The site inspection was not limited to the property under consideration. Adjacent properties were also inspected based on legal access. The site was inspected in an attempt to locate any possible sources of contamination by petroleum products, solvents, chemical wastes, or other toxic or hazardous substances. The scope of work for this investigation did not include radon gas or asbestos surveys. Interviews of Knowledgeable Persons or Other Persons Living or Working Near the Site. The environmental auditing specialist interviewed persons from the general neighborhood. Specific questions were asked concerning site activities and handling and disposal of hazardous materials and wastes. Also, the use of on -site hydrocarbons, grease, solvents, paints, pesticides and disposal of maintenance products, such as waste oil, were questioned. Audit Report This report has been prepared to assess the probability of the presence, location, and severity of hazardous and toxic material contamination on the site. This report also contains a history of known site uses, and an assessment of compliance with Federal, State, and local regulations governing hazardous substances.
