RE: Village Green Construction Project
I. RECOMMENDATION - PNM CORPORATION
A. Waive competitive bidding as per Ordinance 92-15, Section 7 and award
bid to P.N.M. Corporation and the Village Manager be authorized to
execute a change order in the amount of $238,388 (plus contingency of
10%) for top soil, sod and trees.
B. Recommendation is supported by the Village Engineer and the Village
Landscape Architect, William O'Leary.
II. CONSTRUCTION CONTRACT - PNM CORPORATION
A. Awarded by Village Council on July 26, 1994, executed August 8, 1994
B. Amount: $506,517.50
C. Contract provides for site work, drainage, jogging path and promenade
D. Playground Equipment
1. Council authorized program on October 11, 1994
2. Amount: $98,000 plus contingency
E. Contract does not include top soil and sod
F. State contract executed on September 1, 1994 by PNM Corp. with
$51,700 savings for the Village plus project could be completed ahead of
schedule because of shorter haul

F. Sod completed prior to project completion which is good for growth of
grass
G. If re -bid, cost could be higher
H. PNM performance up to now has been good
I. Prevent unanticipated logistical problem
J. Sod be given additional time to knit together
