May 21,2008-Minutes
A meeting of the Site Plan Review Committee was called to order at 10:60 a.m. in Skaket Meeting Room
at the Orleans Town Hall. Departments Present: George Meservey(Planning); Bob Canning
(Health); Robert Felt(Fire); Brian Harrison(Building); Todd Bunzick(Water); Jennifer Wood
(Conservation). Absent: Mark Budnick(Highway).
FORMAL REVIM: Orleans Getty(c/o Erico lEntze),96 Route 6A
David Lyttle(Ryder&Wilcox)and Erico Hintze were present for the Formal Site Plan application for
Orleans Getty. Lyttle stated that a survey of the existing conditions on the property has been completed
which includes making a determination of the location of the existing pavement and concrete. Lyttle
reported on the"As Built"location of the existing septic system. Lyttle,stated that there is a proposal to
provide five parking spaces as shown on the plan. Lyttle stated that a handicapped ramp and door will be
rovi
provided to the front door. Lyttle noted that the plan complies with the Floor Area Ratio and coverage
requirements. Lyttle explained about the use and proposed flow and existing conditions of the current
septic system. Regarding interior 6hanges, Lyttle explained that the two existing bathrooms will be
reconstructed to contain sinks and toilets for employees only. Lyttle explained that a small hand sink is
proposed near the coffee counter. Lyttle explained that the hydraulic lift system has been removed and all
remaining fluids have recently been pumped out and are currently stored in a container behind the
building.
Comments:
Fire: It is understood that there are no modifications to the pump island or the fuel
system in front of the building. The alarm system and other Fire-Department
issues can be handled through the permitting process. There appears to be
reasonable emergency access all around the building.
Building: There are issues with the compliance of the proposed handicapped ramp. The
parking requirements state that the parking must be set back, 10' from the sides of
the property,but the applicant can request a waiver for cause from the Building
Inspector in consultation with the Planning Board under 164-34.A.(3). The
building does not comply with the Transparency Requirements in the Village
Center District which states that a third of the front exterior of the building must
be transparent glass. Interior changes (such as counter heights)must meet all
State and Local codes. This application will have to be reviewed by the
Architectural Review Committee.

Water: The water line in the rear of the building is located too close to the septic system..
There are questions on the age, installation and adequacy of the water line as well
as reoccurring freezing issues.
Aealth: Septic tanks must be rated H2O(they are paved over and have covers). All
Federal and State Food codes must be met. Hand washing sinks must be
provided. Separate sinks must be used for water for the coffee machines.
Separate-bathroom slop-sinks (for wastewater such as mopping water)may need
variances. The existing storage area can not be used in its present condition for
food storage,only maintenance supplies, as it would need major renovations to
upgrade the condition of the room(such as fixing broken windows-and creating a
weather tight area)for retail food storage. All documentation on adequacy of the
building and septic system must be filed with the Health Department.
Conservation:ow ;Ms I I s an unusual wetland-delineation(Note: Lyttle responded that he used the
same 50' and 100' wetland flags used in a previously approved filing).
Planning: The need for a parking waiver,water line issues and handicapped ramp issues
must be dealt with.
CONSENSUS: The Site Plan Review Committee agreed by consensus with a request by David Lyttle to
continue the Formal Site Plan application for Orleans Getty to a future Site Plan Review Committee
meeting.
FORMAL REVIEW: Aline Architecture,Inc., (a/k/a Architects Studio,LTD) (c/o Joyce A.
Cuming), 100 Route 6A
The applicant,Joyce Cuming was present for the Formal Review for 1'0' 0'' Route 6A. Cum ing explained
her intent to deal with this project in two phases,the first of which is to create an office space with
adequate parking with a possibility for future retail and two apartments on the upper floors. Cuming
stated her intent to double the footprint of the building and provide handicapped access. The septic
system will have to be replaced and surrounded with permeable soil such as gravel. Gutters and
downspouts will be provided on the building to handle the roof runoff. An elevator will be provided for
Handicapped access. A locust tree-that is a potential hazard to the building will.be cut down. An unsafe
retaining wall will be eliminated and replaced. Parking issues will be dealt with and off-site parking in
the parking lot may be used.
Comments.
Fire: The applicant is encouraged to speak with a sprinkler contractor. The need for a
fire alarm system will be determined by the building use. There is adequate
emergency access around the building for fire apparatus.
Building: Installation of fire separation between the floors may be advisable in the early
phases of the project. The 10' setback issue for the parking spaces can be dealt
with through the Zoning Board of Appeals process.
Water: It is important to remember the age of the water service and it should be noted
that if any new water system is planned,the Matt Highway requires a State Road
Opening Permit if any construction is proposed done on a state road and it is a
very time consuming process and should be started as soon as possible due to
seasonal restrictions on state roads. A sprinkler system will require engineered
plans to be submitted to the Water Department.

Health: Water must be diverted off the pavers located over the septic system. Kitchen
must remain for employees only,not for commercial use.
Conservation: Avoid invasive species in the planting plan.
Planning: 25-year storm drainage must be contained on-site and drainage calculations must
be prepared by a Professional Engineer and provided to the town and shown on
the Formal Site Plan. Parking spaces sizes must be clearly identified on a plan by
an Engineer or Surveyor. Swale and pavers and the proposed elevator area must
be clearly identified and must meet all requirements. No invasive species shall
be used in the landscaping plan. Any proposed signs must meet the requirements
of the Or-leans Zoning Bylaws 164-35. No business shall have more than three
(3)signs. All exterior lighting must conform to the Orleans Lighting bylaw
(shielded and pointed downward)and manufacturer tear sheets must be provided
for town review and must be shown on the plan. This application will have to be
reviewed and approved by the Zoning Board of Appeals and Architectural
Review Committee.
CONSENSUS: There was a consensus of the Site Plan Review Committee that this application will have
to come back for a continued Formal Site Plan Review.

MOTION: On a motion by Bob Canning, seconded by Jenny Wood,the Committee voted to approve
the-minutes of May.7.2008.
VOTE: 4-0-1 The motion passed by a majority. (Todd Bunzick abstained and Bob Felt left for
another meeting).
