REGULAR COUNCIL MEETING, JUNE 4, 2018
CALL TO ORDER
The Regular Council Meeting of June 4, 2018, was convened at 6:00 P.M. by Mayor
Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Hussey to amend and adopt the agenda, adding
Item c. under Miscellaneous Agenda Items to present a Gun Safety Awarenes s
proclamation to the Moms Demand Action group. The motion was seconded by
Councilman Prather. The motion to adopt as amended was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Mayor Tergin presented a framed USS Jefferson City Submarine photograph to Marti
Thruston, USS Jefferson City Submarine Committee Member. The framed photograph
was autographed and provided by the USS Jefferson City Submarine crew to thank
Marti for her hospitality during their visit to the City of Jefferson.
Steve Crowell, City Administrator presented the GFOA “Distinguished Budget
Presentation Award” to Margie Mueller, City Finance and IT Director, Shiela Pearre,
Chief Accountant, and Cara Sankey, Senior Accountant. Ms. Sankey was unable to
attend the City Council meeting. Mayor Tergin thanked them for their hard work on the
City’s budget.
Mayor Tergin welcomed the Moms Demand Action group and invited them to the
podium to speak about their cause. A “Gun Safety Awareness Day” proclamation was
going to be presented to the group at Kids Fest on June 2nd. However, since Kids Fest
was cancelled due to rain, Councilman Hussey invited the group to the City Council
meeting to receive their proclamation.

PUBLIC HEARINGS
There were no public hearings at this time.
APPOINTMENTS BY THE MAYOR
There were no appointments at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Todd Spalding, Director of Parks, Recreation and Forestry provided an update on
Community Park. Site renderings were also presented, giving th e City Council an idea
of what the park will look like. An estimated 11,000 citizens will be within walking
distance to the park.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Announcements and Events
Mayor Tergin made the following announcements:
The Mayor’s Cup Golf Tournament was held June 1st at Oak Hills Golf
Course, benefiting the Jefferson City Kiwanis Club.
June 4th –Chamber Friday Coffee – 7:30 a.m. at the Jefferson City Chamber
of Commerce building to discuss this year’s changes to the Salute to America
celebration due to construction around the Capitol Building.
June 30th - Big & Rich Concert Behind the Walls - Tickets are now available at
https://salute.ticketspice.com/insidethewalls3. Mayor Tergin presented a
video to promote the event.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Caroline Wanjiru provided the following updates:
President Jerald Jones Woolfolk’s first day was June 1st.
Summer classes began May 29th.
The Women’s Track & Field Team won the Division II Outdoor Track and
Field Championship. The Men’s Track & Field Team took third place.
Councilman Graham added that the women’s team came in first place without
competing in the field events. Mayor Tergin and the City Council applauded
the teams on their huge accomplishments.

CONSENT AGENDA
The following items were brought before the Council for approval by Consent:
a. Minutes of City Council Meeting: May 21, 2018
b. Declaring City Owned Real Property at 611 Belair Drive Surplus
c. Declaring City Owned Real Property at 1516 Hayselton Drive Surplus
d. Approval of Proposed 2018-2019 Budget Meeting Schedule
A motion was made by Councilwoman Wiseman to approve the Consent Agenda as
presented, seconded by Councilwoman Ward, and approved unanimously.
Mayor Tergin then left the meeting for another commitment. President Pro Tempore
Ken Hussey officiated the remainder of the meeting.

2018-017 sponsored by Councilman Fitzwater, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A SUPPLEMENTAL AGREEMENT WITH
THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION FOR
SURFACE TRANSPORTATION PROGRAM FUNDS.
2018-018 sponsored by Councilman Prather, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH GBH BUILD ERS,
INC., FOR CONSTRUCTION OF THE MUNICIPAL COURT RELOCATION AND
RENOVATION PROJECT.
Councilman Prather then requested to suspend the rules so the bill could be read a third
time, and taken up for final passage. There were no objections.

Councilman Graham motioned to offer a substitute to correct the spelling of the vendor’s
name and provide more clarity to the contract. Councilman Schreiber seconded the
motion. The motion passed unanimously.
