Departments Present: George Meservey(Planning); Mark Budnick (Highway);Bob Canning(Health);Robert Felt(Fire); Brian Harrison (Building); Todd Bunzick(Water). Absent: Jennifer Wood(Conservation). INFORMAL REVIEW: Arey's Pond Boat Yard, 74 Rayber Road Anthony Davis presented a plan for a 30' x 55' (1,500 square foot)boat building shop adjacent to other 5,000 square foot previously approved building in the industrial District. Davis noted that a septic system,water and electricity will be required for this project. Davis stated that the constructions will be on wooden boats from the keel up,no hulls will be constructed. Davis stated that no flooring is proposed since boats will be up on platforms in the boat building shop. Comments Fire: Storage area materials must be determined and clarified with the Fire Marshall's office. Due to the combustible nature of the materials,adequate emergency vehicle access must be provided on at least three sides of the buildings (although access on all our sides would be preferable). Adequate access into the buildings must be provided in case of medical emergencies. Fire hazards from combustible materials and chemicals must be contained through the use of a suppression system. Fire extinguishers must be provided. All building construction must conform with the new building codes. Any underground tanks must be of adequate strength to carry the weight of emergency vehicles. Health: Modifications may be required for the septic plan as well as new accessible test holes. A separate reserve area must be provided. A note must be provided on the Site Plan as well as a letter from an engineer stating that parking over a septic system is unavoidable. The applicant has stated that there will be no floor drains. A drainage system must be provided and shown on the plan. Catchbasins must be installed. Water: Adequate separation must be maintained between the various utilities and the building. A sleeve may be required on the water line to avoid separation conflicts. A backflow survey will be required after construction. Highway: Drainage issues must be adequate addressed and must be shown on the plan and must be maintained on-site. Spot elevations must be clearly shown on the plan. Applicant has indicated that he will be using the existing curb cut. Site Plan ReWew Committee Minutes—April 16, 2008 Page 1 of 4 Building: Applicant will need to obtain a Special Permit through the Zoning Board of Appeals for this project. All setback issues must be adequately addressed. One of the proposed bathrooms may need to be handicapped accessible. The heating system must adequately address all issues including insulation of the building. Planning: Drainage plan must be provided. Applicant will need to have a review by the Zoning Board of Appeals There was a consensus of the Site Plan Review Committee that this application will have to come back for a Formal Site Plan Review. INFORMAL REVIEW: Nauset Model Railroad Club,180 Route 6A(Hilltop Plaza) Meservey noted for the record that the secretary taking the minutes for this meeting is a member of the Nauset Model Railroad Club, but is not a voting member of the Site Plan Review Committee. Brewster Fire Chief Roy E. Jones,III and club member,Doug Hill were present for the Informal Site Plan Review proposal for a change of use of a lower bay at Hilltop Plaza for a"G"scale train layout. Jones stated that the Nauset Model Railroad Club currently maintains multiple train layouts in one of the 3,000 square foot bays,and would like to be able to use 1,500 square feet in an adjacent bay for club storage and the operation of a large scale layout. The additional 1,500 square feet in that bay would continue to be used for storage by other Hilltop Plaza tenants. Jones stated that a small group of people would be in the bay working on or operating the layout with occasional open houses for people to walk through and see the trains operating. Jones noted that the club will install an egress door with panic hardware and emergency lighting. Jones stated that fire extinguishers will be provided in the bay. Comments Fire: There are no Fire Department issues. Health: This is considered a"Change of"Use"and the septic system will have to be inspected and a letter will be required from an Engineer or Sanitarian stating that the septic system is adequate for the property uses. Water: There are no Water Department issues. Highway: There are no Highway Department issues. Building: According to a parking analysis,there are no parking issues. Under the Building Code,this fits into the Business Use Group. Applicant must submit detailed floor plans showing the storage space, layout dimensions and means of egress. A Building Permit will be required for the Change of Use. Emergency lighting and fire extinguishers must be installed. Planning: All exterior lighting must conform to the Orleans Lighting bylaw(shielded and pointed downward)and manufacturer tear sheets must be provided for town review and must be shown on the plan. MOTION: On a motion by Brian Harrison, seconded by Bob Felt,the Committee voted to waive the Formal Site Plan Review for the Nauset Model Railroad Club for an additional 1,500 square feet bay underneath Hilltop Plaza contingent on a detailed plan showing floor plans and a septic inspection. VOTE: 6-0-0 The motion passed unanimously. Site Plan Review Committee Minutes—April 16, 2008 Page 2 of 4 FORMAL REVIEW: C &C Realty'Trust,5 Nell's Way Tim Brady(East Cape Engineering)presented a revised plan for C&C Realty Trust for 5 Nell's Way dated April 9,2008. Brady indicated that the parking area will be a straight drive-through with a total of 20 parking spaces which meets the parking requirements. Drainage will be provided for the parking lot and drainage calculations will be provided. A dumpster will be provided and screened and clearly marked on the plan. Reportable fire alarms and smoke detectors will be provided.. The lull in the rear which could be considered an attractive nuisance to kids will be minimized and clearly marked to keep off. A dedicated stairway to the apartments will be provided in the front of the building. Comments Fire: The applicant has indicated the possibility of sprinklering the egress pathways. All fire dept. issues have been addressed. Applicant may need to install sprinklers. Health: The applicant was notified that in the approval process,the regulations in place at the time of the application will be used. If fencing is used for attractive nuisance safety on the dirt hill,no egress from the property should be obstructed. Water: Sleeve service for the water may be necessary under the pavers and must be able to accommodate 2"water lines for mixed commercial and residential use. A backflow survey will have to be completed after construction is completed. Highway: There are no Highway department issues. Building: Applicant must obtain a Special Permit from the Zoning Board of Appeals for the construction of a building over 2,500 square feet. Old King's Highway Regional Historical District Commission review has been completed according to the applicant. Pa king lot issues need to be adequately addressed. Applicant will need Zoning Board of Appeals relief for a building/lot in multiple districts. Planning: Concerns with the attractive nuisance that will be created by the hill in the rear of the property which may require the use of signs or fencing for safety. A note should be provided on the plan regarding open space. Screening must be provided along the side lot lines. Access to dumpster needs to be clarified on the plan. MOTION: On a motion by Bob Canning, seconded by Todd Bunzick,the Committee voted to accept the revised Formal Site Plan for C&C Realty Trust for property located at 5 Nell's Way providing it includes the following notes: 1. A black chain'link fence above the rock wall 2. A Special Permit must be obtained from the Zoning Board of Appeals for the construction of a building over 2,500 square feet. 3. The plan must show that the primary use of the building is commercial. 4. The parking area provided will be 60' wide. 5. Sleeve water service under pavers. 6. Screening will-be provided as required under sec,§164=32. 7. Dumpsters in loam and seeded areas will be on an improved surface 8. 900 square feet of open space must be provided. VOTE: 6=0-0 The motion passed unanimously. Site Plan Review Committee Minutes—April 16, 2008 Page 3 of 4 APPROVAL OF-Aff S: April 2,2008 MOTION, On a motion by Bob Felt, seconded by Todd Bunzick,the Committee voted to approve the minutes of April 2, 2008. VOTE: 4-0-2 The motion passed by a majority. (Bob Canning and Brian Harrison abstained) TRANSFER STATION GIFT HOUSE Mark Budnick(Highway Superintendent) explained that transfer station gift house volunteers have requested that more parking spaces be provided at the gift house. Budnick stated that this will not be an addition of spaces,but rather a reconfiguration of existing spaces. MOTION: On a motion by-Bo'b Canning, seconded by'Bo'b Felt the Site Plan Review Committee voted that Mark Budnick be allowed to make decisions on parking configurations at the Transfer Station and bring them to the Site Plan Review Committee for review and approval.
