LOCAL PLANNING AGENCY MEETING
VILLAGE OF KEY BISCAYNE, FLORIDA
TUESDAY, APRIL 12, 1994
COUNCIL CHAMBER
85 WEST MCINTYRE STREET, SECOND FLOOR
The meeting was called to order by Chairman Sime at 6:05 p.m.
Present were Members John Festa, Mortimer Fried, Raul Llorente,
Raymond Sullivan (arrived at 6:10 p.m.), and Chairman Betty Sime.
Member John Waid and Vice Chairman Joe Rasco were absent. Also
present were Village Manager Sam Kissinger, Village Clerk Guido
Inguanzo and Village Attorney Steve Helfman.
The minutes of the meetings of November 4, 1993 and January 15,
1994 were approved by the unanimous consent of the members present.
Chairman Sime requested that the item relating to land development
regulations be discussed at this time. Manager Kissinger and
Attorney Helfman discussed the process and requirements for
adopting the regulations. Building, Zoning and Planning Director
John Little also addressed the Council regarding the implementation
of land development regulations.
Member Llorente made a motion that the land development regulation
process be started based on the recommendations of the Village
Manager and the Building, Zoning and Planning Director. The motion
was seconded by Member Fried and adopted by a 5 - 0 voice vote.
The vote was as follows: Members Festa, Fried, Llorente, Sullivan,
and Chairman Sime voting Yes.
There was extensive discussion regarding impact fees. It was the
consent of the board to direct the manager to review any possible
impact fees deserving further study and review and present a report
to the board at a future date.

There was brief discussion regarding a landscaping ordinance,
zoning as it relates to large lots and a mixed -use category.
There being no further business, the meeting was adjourned at 7:00
p.m.
