HomeMy Public PortalAboutResolution 03-98A Water RatesRESOLUTION NO. 3-98 A A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF McCALL, IDAHO, RELATING TO RATES FOR THE WATER UTILITY WHEREAS: 1. The construction of facilities and the borrowing of funds have necessitated an increase in the revenue of the water utility; and 2. A rate study was conducted by staff and by RH2 Engineers, under direction of the Council, BE IT RESOLVED by the Mayor and Council of the City of McCall that: Section 1. A. The rates for delivery of water are set as follows: For untreated water there shall be a base rate of $18.95 per month per equivalent residential unit, which includes no volume of water. For treated water there shall be a base rate of $42.70 per month per equivalent residential unit, which includes no volume of water. There shall be a consumption rate in addition to the base rate, and in the amount of $1.04 per thousand gallons of water delivered to the premises, whether or not treated. Unmetered locations shall be billed monthly at 160% of the charge for one equivalent residential unit. B. Equivalent residential unit ("ERU"), as that term is used in this Section 1, means the capacity of the connection to deliver water, measured according to the size of the installed meter. Untreated water, as that term is used in this Section 1, means water that does not pass through the disinfection and pumping plant located in Spring Mountain Ranch P. U. D. prior to delivery to the customer's premises. Treated water, as that term is used in this Section 1, means water which has passed through such plant prior to delivery. Where the structure(s) on the premises served is one or more multifamily residences, or is one or more multi -tenant business buildings, or is a townhouse or condominium development, rates shall apply separately to each of the individual residential or commercial units in the structure(s). In the case of residential uses, "unit" in this Section 2 shall have the same meaning as in Title 3 of the McCall City Code. In the case of commercial or industrial uses, the term "unit" shall mean a structure or portion of a structure separately occupied by a person to the exclusion of other persons in the structure. In case of doubt, and pending further action of Council, the City Manager shall have the authority to determine how many units are at a location and the equivalent residential units appertaining to such a given unit. The decision of the City Manager is final unless appealed to Council by the affected party within five days after receipt of the City Manager's decision. Section 3. These rates shall become effective for consumption on and after April 1, 1998, or following the date of the reading closest to that date with respect to the given connection, for billing in the May billing cycle. Unit 1 = with meter info 42.70 + usage for both Unit 2 = no meter 42.70 metered rate s CITY OF McCALL INTERIM CITY POLICY STATEMENT To implement the new water rates in Resolution No. 3-98A, the following polices are adopted: 1. Multi -tenant business units: The billing will now go to the owner of the property, not the individual businesses. The bill will be calculated based on the meter size ERU plus usage per the resolution. 2. Duplexes that are not individually metered: The billing will now go to the owner or the property, not the tenants. The bill will be calculated as 2 units x the base rate plus usage. The owner has the option of installing an additional meter. Then the bills could be in the tenant's name. 3. All rental deposits will be refunded on the 6/15/98 billing.
