HomeMy Public PortalAbout2018-05-15 ESSM minutes Referral ReviewsCommittee on Education and School System Matters May 15, 2018 Read: June 12, 2018 Susan Falkoff called the meeting to order at 5:40 p.m. Present were councilors Susan Falkoff, chair, Anthony Donato, vice chair, Caroline Bays, secretary, and resident David Stokes. The purpose of the meeting was to review pending referrals to the Committee on Education and School System Matters. 1. Financial/Administrative Vehicles for Private Partnerships — This was discussed at meetings on 3/5/14 and 4/1/14. Since there has been no further action on this topic since the 4/1/14 meeting; according to council rules this referral is dead. Councilor Palomba had made the original referral and if he wants to refer this to committee again he can. 2. Progress Report of School Department Budget development -- This was discussed in meetings on 3/5/14, 4/1/14 and 10/21/14. The budget development process has gone more smoothly since the FY 2015 budget and subsequent budgets have rendered this referral moot. 3. Progress Report on School District Infrastructure Study — This was discussed in meetings on 4/1/14, 10/21/14 and 4/25/16. The Building for the Future initiative, completion of the School Department Master Plan, hiring an architect for the Three Elementary Schools Project, acceptance of the High School into the MSBA program, and creation of a School Building Committee with Council and community input, have rendered this referral moot. 4. Public/Private Partnership Consortium - building with existing actors - This referral is a duplication of referral #1 above. 5. Discuss out of district vocational technical school tuitions - This referral was made on 9/13/16. No ESSM Committee meetings were held on this topic so under Council rules it is technically dead; however, the School Budget and Finance Subcommittee discussed this in a meeting on 11/27/17 and that committee will be investigating this initiative further. Councilor Falkoff asked for a motion to close all open referrals. Councilor Donato made the motion and Councilor Bays seconded. Motion passed 3-0. Councilor Falkoff thanked the Council Vice President Vincent Piccirilli for his research into these referrals, providing information that was very helpful to the committee deliberations.
