M. ROLL CALL: PRESENT: Councilmen - Harker, Merritt, Tyrell, Briggs ABSENT: Councilman - Beckley ALSO PRESENT: City Manager Koski, Asst. City Manager Recupero, Recreation Director Kobett, Public Works Director Pizzorno The Mayor Pro Tem advised the Council that Councilman Beckley was not present due to illness and the Council unanimously excused his absence for this reason. 1. JOINT BUDGET SESSION - PARKS & RECREATION COMMISSION, proposed program for 1968 -69 a. A general review and discussion was held on the Department of Recreation goals and programs as proposed for the 1968 -69 budget. b. The Recreation Director presented the summer recreation program for 1968, and requested approval of funds estimated at $10,814. to provide part -time leaders at the various re- creation sites throughout the City. The City Council author- ized the Recreation Dept. to recruit personnel immediately for the summer program with the final approval of funds to be made when the 1968 -69 budget is adopted. c. Mr. Pizzorno presented the proposed program of the Park Division, Public Works Dept., for the fiscal year 1968 -69. The proposed level of staff and level of maintenance service was discussed. Also the proposed capital improvement projects on the park sites were discussed. A proposal from Fickes & Fickes dated March 11, 1968, re Community Building, was submitted for architectural services to develop schematic design including park planning, schematic building plans and schematic cost estimate which was accepted by the City Council. Councilman Tyrell moved to authorize the amount of $2900. for the subject work and approval of a budget amendment in this amount, and also to instruct the City Attorney to prepare the necessary agreement and to authorize the Mayor and City Clerk to sign on behalf of the City, Councilman Harker seconded, and the motion carried unanimously. 2. TEMPLE CITY BOULEVARD RECONSTRUCTION - Right of Way Acquisition and Street Width The Director of Public Works presented the preliminary plans for the reconstruction and widening of Temple City Blvd. from Live Oak to the north City boundary. Upon recommendation of the staff it was the concurrence of the City Council that the curb to curb width of the roadway be 64 ft. The early determina- tion of the 64 ft. curb to curb width is necessary in order to provide the appraisers presently working on the right of way acquisition with necessary information to arrive at accurate acquisition costs. 3. STAFF REPORT - CITY INSURANCE PROGRAM The Asst. City Manager presented a staff report recommending that the City retain Charles L. Robinson, Insurance Consultant, City Council Adjourned Meeting, March 11, 1968, page 2 to assist the City in analyzing the City's insurance program. Following discussion Councilman Harker moved to authorize a budget amendment and appropriate the necessary amount of money to complete the report but not to exceed $1250., and to instruct the City Attorney to prepare an agreement and to authorize the Mayor and City Clerk to sign on behalf of the City, Councilman Tyrell seconded, and the motion carried unanimously. 4. STAFF REPORT - TRANSFER OF CITY BONDS TO COUNTY FOR COLLECTION Asst. City Manager Recupero presented a staff report re the transfer of all City bonds to the County for billing and collection. Following discussion Councilman Merritt moved to approve the transfer of all City bonds to the County for billing and collection as recommended, Councilman Harker seconded, and the motion was unanimously carried. PERSONNEL: The City Council approved the request of the Director of Planning to attend the annual conference of the American Institute of Planners, California Chapter, to be held in Riverside, Calif., March 27 -30, 1968, and authorized the necessary reimbursement for registration, transportation, and hotel and meals, in accordance with established rates. The City Council approved the request of the City Treasurer to attend the annual Municipal Treasurers Assn. Conference to be held in Sacramento, April 17 -19, 1968, and authorized the reim- bursement of necessary expenditures for registration, transporta- tion, hotel and meals, in accordance with established rates. The City Council also approved the attendance of the City Treas- urer at the Finance Administration Seminar to be held Apr. 24, 1968, from 9:30 A. M. to 4 P. M. at Rickeys Hyatt House in Palo Alto. ADJOURNMENT: The Council adjourned at 10 :15 P. M. Next regular meeting of the City Council on March 19, 1968, at 7:30 P.
