PRESENT: Members — Roy Hobbs, Bette Lovinus, Melanie Shirling, and Clerk Julie Hammond. ABSENT: Chairman Dan Garren and Member Mike Taylor. VISITORS: Jerry Hansen. Member Shirling welcomed Jerry Hansen and led with the Pledge of Allegiance. Minutes Approved: Member Hobbs motioned to approve the minutes of January 8, 2014. Member Lovinus seconded the motion. All were in favor, motion carried. Application for Preliminary Plat Public Hearing for Jerry Hansen Property located at 5330 Hansen Ave — 6:30 p.m.: Member Shirling conducted the meeting and explained that Council had returned the Jerry Hansen Preliminary Plat Application to Planning & Zoning for further review. She asked Mr. Hansen if he had received a copy of requirements for a two lot subdivision and a three lot subdivision. He stated he had and would like to pursue the three lot subdivision. Member Shirling asked what had changed from the original request. Mr. Hansen stated that access for emergency vehicles had changed by having the private drive run all the way through from Hansen Ave to Wilde Ave. Member Hobbs suggested confirming with the Fire District the emergency access requirement. Member Lovinus asked who was responsible for the maintenance of the private drive from Hansen Ave to Wilde Ave. Mr. Hansen stated that it would be the responsibility of the homeowners. She asked if the private drive would be paved. Mr. Hansen indicated that it would probably be a road base. She was concerned that with road base the private drive would become rutted. Mr. Hansen stated a good road base should hold up. Member Shirling suggested maintaining the private drive be put in the covenants. Member Hobbs asked who would pay for the sewer and water hook-ups. Mr. Hansen indicated the cost would be passed along to the homeowner. Member Shirling asked if there were any more questions and closed the public hearing since there were no visitors besides Mr. Hansen in attendance. Member Lovinus motioned to recommend to Iona City Council to approve the subdivision of the property at 5330 Hansen Ave into three separate lots per the requirements provided by Public Works Director Prouse. Member Hobbs seconded the motion. All were in favor, motion carried. Bonneville County Area of Impact Agreement: Member Hobbs explained the history of the Bonneville County Area of Impact Agreement Expansion. He stated he met with John Price, who used to be the IBSD Chairman of the Board and talked with Chad Stanger, retired City of Idaho Falls Public Works. Member Hobbs is currently researching state regulations to make sure Iona aligns with the regulations and will draft a letter of intent of expansion of Iona's Impact Area. Member Shirling suggested putting together a work meeting to help speed up the process. Member Hobbs thought he would have the regulations put together in a couple of weeks and would be prepared for a work meeting then, he would let members know. Rewrite Section A of Conditional Uses: Member Shirling asked that this item be tabled and addressed at next month's meeting. Clean-up Revision of the Subdivision Ordinance: Attorney Storer suggested a clean-up of the Subdivision Ordinance, Title 10 of City Code. Member Shirling asked everyone to be prepared to discuss next month. Meeting Adjourned 7:40 p.m. � � 2/4/2014 To: City of Iona Planning and Zoning Commission Regarding: Jerry Hansen Subdivision Please review this list of requirements and the attached drawings pertaining to the application for a subdivision submitted by Mr. Jerry Hansen. Requirements for a two lot subdivision. 1. Apply for a variance to the City of Iona Code Title 10-1-7 subsection C, which states: All lots shall have full frontage on, and access to, a dedicated street. 2. Construct a private drive connecting Hansen Ave. and Wilde Ave. on the west side of the property to a width of no less than 20 feet and no more than 35 feet. If the private drive is constructed to a width of 35 feet, the drive approach where it intersects Hansen Ave. and Wilde Ave. can be no more than 30 feet in width as per City of Iona Code Title 10-1-8 subsection (K). 3. At the intersection of Wilde Ave., the comers of the private drive will be of sufficient radius to permit safe movement of passenger and emergency vehicles. 4. A 15 foot wide utility easement is required on the east side of the private drive for water, sewer, power, gas, and communication utilities. No permanent structures may be constructed within this easement. 5. All potable water service lines, hookups, and meter pit installations will meet the regulations set forth by the City of Iona Code Title 8 Chapter 2, Public Utilities and Property (Water Service), the City of Iona plumbing inspector, the City of Iona Public Works Department, and the State of Idaho Rules for Public Drinking Water Systems. 6. All sewer service lines, and hookups will meet the regulations set forth by the Iona Bonneville Sewer District, the City of Iona plumbing inspector, and the State of Idaho Rules for Public Drinking Water Systems. 7. All lots within the subdivision will adhere to the requirements of the City of Iona Code, Title 10 Planning and Building, and Title 11 Zoning. Where the private drive intersects Hansen Ave. and Wilde Ave. the approach width will be no wider than 30 feet as per City of Iona Code Title 10-1-8 subsection (K). 4. Where the private drive intersects Wilde Ave., the corners of the drive will be of sufficient radius to permit safe movement of passenger and emergency vehicles. 5. Pay all appropriate hook-up fees and installation costs for a 3 inch Class 200 PVC water main to service all lots within the subdivision. 6. Where the 3 inch water main ends install a Kupferle Mainguard Model #77 flushing hydrant per City of Iona, and the State of Idaho Rules for Public Drinking Water Systems specifications. 7. All potable water main line, service line, meter pit, and flushing hydrant installations will meet the regulations set forth by the City of Iona Code Title 8 Chapter 2, Public Utilities and Property ( Water Service ), the City of Iona plumbing inspector, the City of Iona Public Works Department, and the State of Idaho Rules for Public Drinking Water Systems. 8. All sewer service lines and hook-ups will meet the regulations set forth by the Iona Bonneville Sewer District, the City of Iona plumbing inspector, and the State of Idaho Rules for Public Drinking Water Systems. 9.
