Based on my observations, to the best of my knowledge and belief,the new section of the driveway is not a porous pavement as you would consider porous modular brick pavers and pervious concrete. The eastern 8' of this driveway being a remaining portion of the previous driveway and the new section is a relocation of western portion of the previous driveway further to the west. The porosity of the driveway is the only outstanding issue. I do not recommend acceptance of the drainage improvements if Tybee requires this driveway to be porous. As there are replacement issues, I defer to your department on this matter. While this driveway is not porous, acceptance of this project should have no adverse affect on area drainage from a flooding perspective. For general information, when I flow tested the driveway last evening, a truck was in the driveway, the lights were on and music was coming from the upstairs. The structure appeared to be occupied. It shows Gabby lane as a private drive. Therefore, the outfall would be also be private. SAGIS gives the road a PIN and lists Tybee as the Owner. Archie Lanier's Engineer, Mark Boswell, is needing verification on whether Tybee owns and maintains the drainage easement from the north end of Gabby Lane east to the marsh. Once he has this info he can assist Archie in completing his drainage. The site is currently graded and Archie advised he intends to sod Monday if he can get this resolved today. The plan I approved shows all drainage going to the front to Logan St. Mark's 2nd look during grading prompted him to investigate whether his client has legal access to this easement. If he does, I agree with Mark this field change is warranted. Otherwise, the drainage pattern shown on the plans must be followed. The proposed project will have a residential structure with grading and utilities. The total site is 0.08 acres total with the estimated disturbed area being 0.04 acres. The soils in this area have been classified by the Soil Conservation Service as being Cuc (Chipley-Urban Complex). ANALYSIS METHOD The Rational method was utilized for the analysis of the pre-development and post-development runoff for this site. Hydroflow Hydrographs software was utilized to perform these analyses and for the purpose of sizing pipes, inlets, ditches and detention. The following comments were previously offered: 1) Rear drainage shall not be directed toward other properties to the south. The Engineer responded, I. Have complied—gutter note already exists on CI. It would be preferable to not have a proposed project route rear yard storm runoff toward adjacent property. This comment remains. I agree the Engineer has adequately addressed the roof runoff with the gutter note. However,there is no reason that runoff has to be directed south toward the property of others. This comment needs to be properly addressed. 2) A 12"and a twin 18"&15"cedar are located inside the west side lot line near the front. These should be located on the plan,elevations taken within the drip line and specific grading in formation provided within the drip zone. I leave any impact regarding tree mitigation to your office. 2. Have complied—trees have been located on plans and should not effect drainage, It is my understanding your office will address: A) The suitability of the minor grading over the tree roots. B) Any required mitigation for the impact to approximately 30 DBH inches of trees. At a minimum,when the plan is resubmitted,the trees should be drawn in on the west side where they are located. DBH should be stated. I am not aware of any trees located on the east side as shown. For information purposes,SAGIS shows recordation for where these lots were recombined. The County Tax office website shows 19 Logan Street consists of 3 lots(45,46&47)sharing one PIN 4-0003-01- 053. You may want to obtain a copy of the resubdivision plat.
