LOCAL PLANNING AGENCY MEETING
VILLAGE OF KEY BISCAYNE, FLORIDA
JANUARY 19, 1993
COUNCIL CHAMBER
85 WEST MCINTYRE STREET, SECOND FLOOR
1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called
to order by Chairman Sime at 7:00 p.m. Present were members
Clifford Brody (arrived late), Rafael Conte, Mortimer Fried,
Michael Hill, Raymond Sullivan (arrived late), Vice Chairman Joe
Rasco, and Chairman Betty Sime. Also present were Village
Manager Sam Kissinger, Village Clerk Guido Inguanzo, Village
Attorney Richard Weiss, Master Plan Consultant Robert Swarthout,
and Community Development Director Robin Sobrino.
2. PLEDGE OF ALLEGIANCE: Chairman Sime led the Pledge.
3. APPROVAL OF MINUTES: The minutes of the meeting of
December 15, 1992 were approved, as submitted, by unanimous
consent.
4. CITIZENS TO BE HEARD: There were no speakers.
5. AGENDA: Member Rasco, with consent of the board, added
discussion of the following resolution:
A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE, FLORIDA;
URGING THE GOVERNOR TO CONSIDER THE REQUEST OF THE
VILLAGE FOR FUNDING OF A PUBLIC WORKS PROJECT IN THE
AMOUNT OF $450,000.00; AND PROVIDING AN EFFECTIVE DATE.
Member Fried made a motion to adopt the resolution, seconded by
Vice Chairman Rasco. The motion was adopted by a unanimous roll
call vote. The vote was as follows: Members Brody, Conte,
Fried, Hill, Sullivan, Vice Chairman Rasco and Chairman Sime
voting Yes.
Member Rasco stated that a copy of the resolution would be
presented to State Senator Ron Silver at a town meeting on
Friday, January 22, 1993.
6. WEEK SIXTEEN PROGRESS REPORT ON MASTER PLAN: Chairman Sime
recognized Steve Pitkin, of Robert Swarthout's office, who
discussed the Master Plan Goals, Objectives and Policies. There
was extensive discussion by the board on this subject.

Chairman Sime recognized Master Plan Consultant Robert Swarthout.
Mr. Victor Dover, of Dover, Kohl & Partners, stated that after
discussing the issue with Swarthout, he would like to withdraw
their proposal for a charette.
Master Plan Consultant Swarthout discussed the Village's Future
Land Use Plan.
Master Plan Consultant Swarthout discussed the initial results of
the comprehensive plan survey.
Conchita Suarez, 201 Crandon Boulevard, discussed discharge of
stormwater.
Greg Han, 685 Curtisswood Drive, discussed linear park on Harbor
Drive and connection of sanitary sewers.
George Warner, 320 West Enid Drive, discussed the format of the
meetings.
7. PROPOSED CHARRETTE: Master Plan Consultant Swarthout briefly
discussed his proposals for a charette.
After discussion by the board, the following residents spoke:

After further discussion of this item, Member Rasco made a motion
to hold a Saturday workshop to discuss the Master Plan, seconded
by Member Fried. The motion was adopted by a 6 - 1 roll call
vote. The vote was as follows: Members Brody, Conte, Fried,
Sullivan, Vice Chairman Rasco, and Chairman Sime voting Yes.
Member Hill voted No.
8. SCOPE OF LANDSCAPE ORDINANCE: This item was withdrawn by the
Chairman due to time constraints.
9. INITIAL DISCUSSION ON OPTIONS FOR MEETING FLOOD
ELEVATION REQUIREMENTS: This item was withdrawn by the Chairman
due to time constraints.
10. CITIZENS TO BE HEARD: This item was withdrawn by the
Chairman due to time constraints.
11. ADJOURNMENT: The meeting was adjourned at 11:15 p.m.
