PRESENT: Members — Roy Hobbs, Bette Lovinus, Melanie Shirling, and Clerk Julie Hammond. ABSENT: Chairman Dan Garren and Member Mike Taylor. VISITORS: Council President Robyn Keyes. Bonneville County Area of Impact Agreement: Planning & Zoning Member Hobbs handed out packets with the following information: Idaho Smart Growth, Areas of City Impact; Title 67, Chapter 65 of Idaho Statutes (Local Land Use Planning); Boise Blueprint (Map of Area of Impact); Title 34, Chapter 1 of Idaho Statutes (Elections); Title 50, Chapter of Idaho Statutes (General Provisions -Government -Territory); Title 67, Chapter 65 of Idaho Statutes (Local Land Use Planning -Recommendation and adoption, amendment, and repeal of the plan); and an Area of City Impact Discussion Paper. Member Hobbs explained that the City of Iona's Constitution was its Comprehensive Master Plan. He stated that the first thing that needed to be done was update Iona's Comprehensive Plan. A public hearing would need to be held with the City of Ammon and the City of Idaho Falls present. Member Hobbs explained that all property owners in the new proposed impact area would need to be notified. Council President Keyes suggested appointing a Council Liaison to Planning & Zoning. P & Z Member Hobbs stated that we could get help from outside of the Planning and Zoning Commission, such as Chad Stanger, Retired Idaho Falls Public Works. She asked Clerk Hammond to e-mail a copy of the March 15, 2012 Area of Impact Expansion Letter to her. Council President Keyes would revise the letter by adding a 15 day response time table to it and add the City of Ammon to the carbon copy list. She would include a demographic map of the proposed impact area. Action Items at a Glance: All Members — Review packet information.
