November 19, 2008 -Minutes
A meeting of the Site'Plan:Review Committee was called to order At 10:00 A.m. in Skaket Meeting Room
at the Orleans Town Hall. Departments Present: George Meservey(Planning);Robert Felt(Fire);
Brian Harrison(Building);Jennifer Wood(Conservation); Erika Woods (Health). Absent: Todd
Bunzick(Water);Mark Budnick(Highway).
FORMAL REVIEW: Donald Connolly, 167A Route 6A,
Bob Freeman(Schofield Brothers)and the applicant, Donald Connolly presented the application for the
proposal for a mixed use building to be located on a vacant lot in the Limited Business District at 167A
Route 6A. Freeman explained that this application was reviewed as an Informal Plan on December 19,
2007. Freeman noted that thr6e sides of the property abut land located in a Residential District. Freeman
explained that presently it is proposed that the mixed use building(which is allowed in the Limited
Business District)will utilize the first floor for commercial office space with two one-bedroom
apartments on the second floor and utility and storage space in the basement. Freeman stated that this
proposal is for less than 2,500 square feet of office space, and will not require a Special Permit from the
Zoning Board of Appeals. Freeman stated that 14 parking spaces will be provided(even though only 10
parking spaces are required)and the required two trees will be planted in the parldng area. Freeman
explained that subsurface and roof drainage will be handled through four drainage pits and manholes into
catchbasins. Freeman agreed to provide drainage calculations for the town hall files. Freeman indicated
that the septic system is designed to be adequate to handle enough 'flow if the entire basement were used
as office space. Freeman stated that required screening will be provided on the sides that abut the
Residence District as the building will be built the required 10' from the property line. Freeman agreed to
provide a planting plan to the town. Connolly stated that the rear of the building will contain patios and
walkways and the building will be handicapped accessible.
Comments:
Fire: Adequate access must be provided for emergency vehicles without blocking the
ancient way. A sprinkler system may be required,but that can be determined
directly with the Fire Department.
Health: The basement area must be considered in the flow calculations unless it will be
left unfinished as a utility space. The Board of Health Nitrogen Regulations must
be adhered to and all applications must be submitted by July 12009. The Title 5
requirements must be met and only used for office space(no medical offices are
allowed). No floor drains are allowed in the garage area.
Conservation: No Conservation comments.

Building- The office spaces must be clearly delineated as to the proposed use. The
commercial area must be greater than the residential portion of the building,
Architectural Review Committee review and approval is required. All exterior
lighting must conform to the Orleans Light' bylaw(shielded and pointed

downward)and manufacturer tear sheets must be provided for town review and
must be shown on the plan. The applicant will need to provide a detailed
landscaping plan to the town. Parldng spaces must be clearly delineated with
lines. 25-year storm drainage must be contained on-site and drainage
calculations must be prepared by a Professional Engineer,provided to the town
and shown on the Formal Site Plan. The separate areas.of the building must be
delineated as to its use(i.e.public vs.private). A determination must be made
regarding the need for a fire alarm system when the actual uses of the building
are provided. This is considered a mixed use building and the basement space
cannot be used for office space.
Planning: Clarification must be made regarding whether a Special.Permit will be required.
Office use is allowed by right in the Limited Business District. Drainage
calculations must be provided to the town. A detailed landscaping plan must be
provided to the town showing the extent of the screening for the Residence
District abutting the property. Clarification must be submitted regarding the
specific use of the lower level building area.
MOTION: On a motion by Bob Felt, seconded by Brian Harrison, the Commit-tee voted to approve the
Formal Site Plan Review for Donald Connolly for property located at 167A Route 6A pending the receipt
of drainage calculations, a final landscaping plan, and identification of the uses intended for the building.
'VOTE: 5-0-0 'The motion passed unanimously.
APPROVAL OF MINUTES: October 15 2008
MOTION: On a motion by Erika Woods, seconded by Bob Felt,the Committee voted to approve the
minutes of October 15, 2008.
VOTE: 5-0-0 The motion passed unanimously.
