HomeMy Public PortalAbout04-01-93 Special Local Planning Agency Meeting.tifMINUTES SPECIAL MEETING OF THE LOCAL PLANNING AGENCY VILLAGE OF KEY BISCAYNE, FLORIDA THURSDAY, APRIL 1, 1993 COUNCIL CHAMBER 85 WEST MCINTYRE STREET, SECOND FLOOR ROLL CALL OF MEMBERS/CALL TO ORDER: The meeting was called to order by Chairman Sime at 7:10 p.m. Present were members Clifford Brody (arrived at 7:45 p.m.), Mortimer Fried, Michael Hill, Raymond Sullivan, and Chairman Betty Sime. Absent were Member Rafael Conte and Vice Chairman Joe Rasco. Also present were Village Manager Sam Kissinger, Village Clerk Guido Inguanzo, Village Attorney Steve Helfman, and Community Development Director Robin Sobrino. Chairman Sime stated that this was a continuation of the March 30, 1993 meeting. Member Fried made a motion to limit the presentation of the general public to one statement per agenda item, seconded by Member Hill. After brief discussion, the motion failed on a 3 - 1 voice vote. The vote was as follows: Member Fried voted Yes. Members Hill, Sullivan and Chairman Sime voting No. FUTURE LAND USE PLAN: Steve Pitkin, of Robert Swarthout, Inc., continued his presentation from the March 30th meeting. John Festal 695 Harbor Lane, inquired about the zoning permitted on the V.M.S. property. Member Fried made a motion to adopt Option A, with 16 units per acre in the area east of Ocean Drive on the V.M.S. property, seconded by Member Hill. The motion was adopted by a 4 - 1 voice vote. The vote was as follows: Members Brody, Fried, Hill and Sullivan voting Yes. Chairman Sime voted No. High Density Multi -family Residential -- Member Sullivan suggested establishing a townhouse residential district on the west side of Fernwood Road from West Wood to Woodcrest Lane. Bill Ofgant, 512 Fernwood Road, spoke in opposition to the Sullivan proposal. East of Crandon/Galen-Sunrise Drive area -- The board requested economic information on the area prior to changing the density. Key Colony -- Conchita Suarez, 201 Crandon Boulevard, discussed the density at Key Colony. Member Hill stated that the board should permit some flexibility and not prevent the local officials from making responsible decisions in the future. Member Brody recommended 30 units per acre. Member Hill stated that the Village should begin to regard the D.R.I. properties as neighbors and as important tax -payers. Page 1 of 2 April 1, 1993 Yacht Club -- Attorney Helfman advised members with an interest or membership in the Yacht Club that they should exclude themselves from the discussion. Member Hill recommended a semi-public recreation designation. Ms. Suarez stated that the land could be purchased by the Village to provide bay access. Rebozo tract -- The board discussed an agricultural designation. Mr. Festa discussed the Rebozo tract. Member Brody stated that it should be designated open and recreation space. Member Sullivan inquired if a certain area on Crandon should be specifically designated as an office area. He recommended the area south of Harbor Drive to Woodcrest Lane. Member Brody concurred. The board discussed the location for a second supermarket. Mr. Ofgant addressed the board. Member Hill stressed the importance of having two supermarkets. Chairman Sime stated that over 700 of the surveys mailed to residents have been returned. There was brief discussion regarding the land use designation on Fernwood Road. Henny Groschel Becker 290 West Mashta, addressed the board on this matter.
