SPECIAL LOCAL PLANNING AGENCY MEETING
VILLAGE OF KEY BISCAYNE
SATURDAY, APRIL 24, 1994

1. WELCOME: Mayor Conte welcomed residents to the Future Land Use
Plan Forum of the Local Planning Agency.
2. INTRODUCTIONS/CALL TO ORDER: Chairman Sime called the meeting
to order at 9:00 a.m. Present were members Clifford Brody, Rafael
Conte, Mortimer Fried, Michael Hill, Raymond Sullivan, Vice
Chairman Joe Rasco, and Chairman Betty Sime. Also present were
Village Manager Sam Kissinger, Village Clerk Guido Inguanzo,
Village Attorney Steve Helfman, Finance Director Jack Neustadt, and
Community Development Director Robin Sobrino.
3. GOALS AND OBJECTIVES: Steve Pitkin, of Robert Swarthout, Inc.,
made a presentation regarding the goals and objectives of the
master plan. Pete Fernandez, traffic consultant with Robert
Swarthout, Inc., made a presentation regarding the traffic -related
goals and objectives. Chairman Sime opened the floor for public
comments.
Scott Miller, 620 North Mashta Drive, inquired about the land use
density designated in the plan for lots in the Mashta Island area.
Jeff Wirth, 700 North Mashta Drive, expressed his concern over the
impact the plan can have on re -building efforts on the island.
Brian Tague, 610 North Mashta Drive, emphasized the financial
impact the plan could have on lots in the Mashta Island area.
Mr. Pitkin and Attorney Helfman indicated that the non -conforming
lots in the Mashta Island area would not present a problem to
homeowners.
Willy Borroto, 241 Harbor Drive, discussed height limitations and
their impact.
Gene Stearns, 180 Cape Florida Drive, discussed the implications of
the land use designation in the Cape Florida subdivision.
Bill Ofgant, 512 Fernwood Road, stated the importance of having
larger lots.

4. FUTURE LAND USE: Robert Swarthout, Master Plan Consultant,
made a presentation regarding the Future Land Use plan. Chairman
Sime opened the floor for public discussion.
Inge Michaels, 77 Crandon Boulevard, discussed the public
recreation open space aspect of the plan.
Gregory Han, 685 Curtisswood Drive, discussed the commercial aspect
of the plan.
Paul Delew, 101 Crandon Boulevard, inquired about the purpose of
implementing a master plan.
Max Puyanic, 480 South Mashta Drive, representing property owners
at the Key Executive Building, Kentucky Fried Chicken, Harbor
Shopping Center, BP Gas Station, and Stefano's, discussed the
office and commercial designations in the plan. He also noted the
lack of protection rights for commercial property owners. Mr.
Puyanic also expressed concern over the open space designation of
the commercial area at Crandon Boulevard and Harbor Drive.
Mr. Stearns commented on the commercial aspect of the plan.
John Grossman, 375 Hampton Lane, stated that the board should
consider mixed commercial and residential use. He also discussed
the elementary school and its implications to the plan.
Servando Parapar, 240 Cypress Drive, discussed the impact of the
D.R.I. properties.
Carter McDowell, 100 Southeast 2 Street, Miami, representing the
Silver Sands Hotel, inquired about clarification regarding the
permitted uses in the plan. He also discussed height limitations.
Barkley Cale, 225 Harbor Drive, inquired about the designation of
the Key Biscayne Yacht Club as semi-public waterfront and
recreation open space.
John Festal 695 Harbor Lane, discussed the recreation and open
space element of the plan.
Chairman Sime announced that the results of the master plan survey
are available. She stated that 962 residents responded to the
survey.
Mr. Borroto commended the L.P.A. for their work on the plan. He
stressed that quality should be an integral part of the plan.

Mr. Parapar made further comments regarding the traffic elements of
the plan.
Johan Wagner, 101 Ocean Lane Drive, submitted and discussed a
proposed sketch of a future land use map.
Raul Llorente, 70 Crandon Boulevard, discussed the elementary
school site.
5. CONCLUSION: After brief comments by the board, Chairman Sime
expressed her appreciation to residents for participating in the
forum.
A video tape of the activities of the L.P.A. planning tour of
Thursday, April 22, 1993, was presented during lunch.
A schedule of future Master Plan meetings was presented. The
L.P.A. will finalize the plan at its regular meeting of May 18,
1993. The first reading of the plan will be held at the L.P.A.
meeting of June 15, 1993. The second reading will be held at the
Village Council meeting of July 13, 1993.
6. ADJOURNMENT: The meeting was adjourned at 12:30 p.m.
