LOCAL PLANNING AGENCY MEETING
VILLAGE OF KEY BISCAYNE, FLORIDA
TUESDAY, MAY 18, 1993

1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to
order at 7:30 p.m. by Chairman Sime. Present were members Clifford
Brody, Mortimer Fried, Michael Hill, Raymond Sullivan, Vice
Chairman Joe Rasco, and Chairman Betty Sime. Member Rafael Conte
was absent. Also present were Village Manager Sam Kissinger,
Village Clerk Guido Inguanzo, Village Attorney Steve Helfman, and
Community Development Director Robin Sobrino.
2. PLEDGE OF ALLEGIANCE: Chairman Sime led the pledge.
3. APPROVAL OF MINUTES: The minutes of the special meeting of
March 30, 1993; the special meeting of April 1, 1993; the workshop
of April 14, 1993; and the special meeting of April 24, 1993 were
approved, as submitted, by unanimous consent.
4. AGENDA: Chairman Sime requested that the Future Land Use Map
be the first item discussed. There were no objections.
5. MASTER PLAN: Chairman Sime recognized Robert Swarthout, Master
Plan Consultant, who made a presentation regarding the Future Land
Use Map. Mr. Swarthout elaborated on the designation of property
at Crandon Boulevard and Harbor Drive. He also discussed the
Village Center concept.
Bill Ofgant, 512 Fernwood Road, discussed a proposed alternate map.
Henny Groschel Becker, 290 West Mashta Drive, further elaborated on
the Ofgant proposal. Hugh O'Reilly, 475 Allendale Road, spoke in
opposition to acquisition of land by the Village.
Horacio Hernandez, 798 Crandon Boulevard, spoke in support of
maintaining a commercial designation for the property at Crandon
and Harbor. Ben Sambrano, 452 Fernwood Road, also spoke in support
of the commercial designation at Crandon and Harbor.
Norman Roberts, 50 West Mashta Drive, discussed the designation of
property on West Mashta Drive. Ken Lancaster, 50 West Mashta
Drive, also spoke on the designation of property on West Mashta
Drive.
Lino Suarez, 19 Harbor Drive, discussed the proposed designation of
the Crandon/Harbor property. Tony O'Donnel, 701 Brickell Avenue,
Miami, spoke on behalf of the merchants at the Harbor Plaza, in

support of the commercial designation at the Crandon/Harbor
property. Lee Kerr, 808 East Las Olas Boulevard, Fort Lauderdale,
also representing merchants at the Harbor Plaza, addressed concerns
of the merchants with the land use designation of property at
Crandon and Harbor. Catherine Rue, 605 Ocean Drive, spoke in
support of a continued commercial designation for the
Crandon/Harbor property.
John Grossman, 375 Hampton Lane, spoke regarding the school
property. Mary Schulman, 1121 Crandon Boulevard, made inquiries
regarding several aspects of the plan. Conchita Suarez, 201
Crandon Boulevard, briefly addressed the board. Eric Nesse, 750
Ocean Lane Drive, representing Key Biscayne Hotel and Villas,
discussed the V.M.S. project.
Diane Rechner, 305 Galen Drive, spoke in support of the commercial
property at Crandon and Harbor. Linda Brandino, 710 Harbor Drive,
addressed the board regarding the designation of the Crandon/Harbor
property. Camille Guething, 260 Seaview Drive, concurred with Mrs.
Brandino. Gina Hubler, 301 Sunrise Drive, discussed the importance
of commercial properties in the Village. Willy Borroto, 241 Harbor
Drive, and Baudilio Ruiz, 165 Woodcrest Lane, submitted a rendering
of proposed changes in the Crandon/Harbor area. Pauline Rivelli,
550 Ocean Drive, also spoke in support of the commercial area.
Robert Brooks, 95 West McIntyre Street, addressed the board
regarding the value of commercial areas. Bill Holder, 150 Ocean
Lane Drive, spoke in support of the Crandon/Harbor commercial area.
Roberto Cambo, 785 Fernwood Road, addressed the board regarding the
plan.
Ileana Serra, 87 Harbor Drive, spoke in support of the commercial
area at Crandon/Harbor area. Joseph Fall, 575 Crandon Boulevard,
also spoke in support of commercial designation at Crandon and
Harbor. Killian Sermon, 325 Harbor Drive, addressed the board
regarding priorities of the plan. David Sheehan, 166 Harbor Drive,
spoke in opposition to a redesignation of the commercial area at
Crandon and Harbor.
Carrie Barsh, 1221 Brickell Avenue, Miami, on behalf of the
Matheson family, discussed the residential designation of One
Crandon Boulevard.
After a short recess, Chairman Sime opened the floor for comments
from the board. Member Brody discussed several aspects of the
plan. Vice Chairman Rasco inquired about the procedure by which
the board will adopt the plan. Member Sullivan commended the

public for their participation and urged that a panel be
established to review the plan and make recommendations to the
board. Chairman Sime concurred with the idea of creating a citizen
committee to review the plan. Member Hill spoke in opposition to
the idea of creating a committee. Vice Chairman Rasco concurred
with Member Hill. Member Brody also spoke in opposition to the
creation of a committee. After further discussion, Vice Chairman
Rasco suggested that the final map be determined at a special
meeting of the board. Attorney Helfman and Mr. Swarthout addressed
the board regarding the textual explanations that will be required
with each designation. Member Fried concurred with Vice Chairman
Rasco to call for a special meeting. The consensus of the board
was to meet at a special meeting to finalize the Future Land Use
Map.
Mr. Swarthout discussed the traffic circulation aspect of the plan.
There was extensive discussion by the board. Carter McDowell, 100
Southeast 2 Street, Miami, representing Sheraton Royal Biscayne,
addressed the board regarding the level of service. Mr. Swarthout
recommended an "E" or specific degree of "F" level of service. Mr.
Steve Pitkin, of Robert Swarthout, Inc., made a presentation
regarding the proposed pedestrian and bicycle plan. John Festa,
695 Harbor Lane, addressed the board regarding the bicycle plan.
The board concurred to continue the meeting on Thursday, May 20,
1993, at 7:00 p.m., in the Council Chamber.
The meeting was recessed at 11:20 p.m.
