CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order at 7:15 p.m. by Chairman Sime. Present were Members Clifford Brody, Joe Rasco (arrived at 7:20 p.m.), and Chairman Betty Sime. Members Rafael Conte, Mortimer Fried, Michael Hill and Raymond Sullivan were absent. Also present were Village Manager Sam Kissinger, Village Clerk Guido Inguanzo, Village Attorney Gil Pastoriza, and Community Development Director Robin Sobrino. 2. PLEDGE OF ALLEGIANCE: Chairman Sime led the Pledge. Chairman Sime announced that the County Commission will be reviewing the Crandon Park master plan on Friday, June 18, 1993, at 10:00 a.m., at the Metro -Dade Center, and urged residents to participate in that meeting. Chairman Sime also announced that the L.P.A. will have a special meeting on Thursday, June 24, 1993, at 7:00 p.m. 3. AGENDA: There were no changes to the agenda. 4. DISCUSSION OF PROPOSED PLANS FOR THE KEY BISCAYNE HOTEL AND VILLAS PROPERTY (VSLF II KEY BISCAYNE HOTEL CORP. AND VMLP III KEY BISCAYNE VILLAS LTD. PARTNERSHIP): Chairman Sime recognized Eric Nesse, 750 Ocean Drive, representing the property owner, who requested that deferment of the presentation until June 24th. In response to a question by Chairman Sime, Attorney Pastoriza stated that members of the board should not discuss the project with developers, pursuant to the Jennings case, outside the scope of a properly noticed public meeting. Jeffrey Bercow, 200 South Biscayne Boulevard, Miami, also representing the property owner, addressed the board regarding the attorney's comments. The board agreed to continue with the presentation. Mr. Nesse proceeded to discuss the project proposed for the D.R.I. property. Henry Iler, of James Duncan and Associates, also representing the property owner, discussed architectural elements of the project. Mr. Bercow discussed the legal aspects of the proposal. Page 1 of 2 June 17, 1993 Ramon Alvarez, of David Plummer and Associates, discussed the traffic implications of the plan. Member Brody inquired about the results of the traffic studies by the developer. The following residents participated in a question and answer session: Frank Kaplan, 101 Crandon Boulevard; Pauline Rivelli, 550 Ocean Drive; Camille Guething, 260 Seaview Drive, representing Cape Florida East; Martha Broucek, 170 Ocean Lane Drive; Bill Ofgant, 512 Fernwood Road; John Festal 695 Harbor Lane; Steve Simon, 335 Harbor Lane; Michael Kahn, 881 Ocean Drive; and Conchita Suarez, 201 Crandon Boulevard. Chairman Sime inquired about the taking of Ocean Drive by the property owner. Vice Chairman Rasco discussed the impact of the project. The chairman also inquired about beach access. 5.
