SPECIAL LOCAL PLANNING AGENCY MEETING
VILLAGE OF KEY BISCAYNE, FLORIDA
THURSDAY, JULY 8, 1993
COUNCIL CHAMBER
85 WEST MCINTYRE STREET, SECOND FLOOR
1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to
order by Chairman Sime at 7:40 p.m. Present were Members Mortimer
Fried, Michael Hill, Vice Chairman Joe Rasco, and Chairman Betty
Sime. Members Clifford Brody, Rafael Conte and Raymond Sullivan
were absent. Also present were Village Manager Sam Kissinger,
Village Clerk Guido Inguanzo, Village Attorney Steve Helfman, and
Community Development Director Robin Sobrino.
2. PLEDGE OF ALLEGIANCE: Chairman Sime led the Pledge.
3. AGENDA: Vice Chairman Rasco made a motion to add discussion of
a resolution regarding the proposed Crandon Park master plan.
Member Fried seconded the motion which was adopted by a unanimous
voice vote. The vote was as follows: Members Fried, Hill, Vice
Chairman Rasco, and Chairman Sime voting Yes.
Chairman Sime read the following resolution by title:
A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; LOCAL
PLANNING AGENCY IN OPPOSITION TO THE PROPOSED MASTER PLAN FOR
CRANDON PARK AS PREPARED BY THE OLMSTEAD FIRM; PROVIDING FOR
AN EFFECTIVE DATE.
Vice Chairman Rasco made a motion to adopt the resolution. The
motion was seconded by Member Fried and adopted by a unanimous
voice vote. The vote was as follows: Members Fried, Hill, Vice
Chairman Rasco, and Chairman Sime voting Yes.
For the record, Chairman Sime expressed her displeasure with a
letter written by Jeffrey Bercow to Master Plan Consultant Robert
Swarthout regarding the D.R.I. properties.
4. DISCUSSION OF FUTURE LAND USE MAP: Robert Swarthout, the
Village's Master Plan Consultant, made a presentation regarding
beach access.
Vice Chairman Rasco requested that staff further study the issue of
providing additional beach access.

Vice Chairman Rasco made a motion to include a designated southern
beach access on the Future Land Use map. Member Fried seconded the
motion which was adopted by a unanimous voice vote. The vote was
as follows: Members Fried, Hill, Vice Chairman Rasco, and Chairman
Sime voting Yes.
The board discussed the issue of dune restoration. Mr. Swarthout
made brief comments.
The board and Mr. Swarthout briefly discussed the issue of view
corridors.
The board, Mr. Swarthout and Attorney Helfman discussed the
proposed category descriptions.
Member Fried made a motion to adopt a height limit of thirty-five
feet and a lot coverage of thirty-five percent. The motion was
seconded by Vice Chairman Rasco and adopted by a 3 - 1 voice vote.
The vote was as follows: Member Fried, Vice Chairman Rasco and
Chairman Sime voting Yes. Member Hill voted No.
4. GOALS AND OBJECTIVES: The board discussed the capital
improvements section.
Member Hill stated that the Village Council -- and not the L.P.A.
in the Master Plan process -- should be responsible for capital
improvement projects and suggested elimination of policy 1.1.3.
The board instructed Mr. Swarthout to incorporate the Village
Council's short and intermediate goals, as adopted at the June 29,
1993 workshop, into the capital improvement schedule.
5. JULY 20TH MEETING: Chairman Sime announced that the next
meeting will be held on June 20, 1993. At that meeting, citizens
will have the opportunity to discuss the land use map designations.
The following citizens participated in discussions with the board
during the meeting: Conchita Suarez, 201 Crandon Boulevard; Martha
Broucek, 77 Crandon Boulevard; Eric Nesse, 750 Ocean Drive,
representing the Key Biscayne Hotel and Villas; Michelle Padovan,
425 Grapetree Drive; Carter McDowell, 100 Southeast 2 Street,
Miami, representing Sheraton Royal Biscayne; Michael Kahn, 881
Ocean Drive; Jeffrey Bercow, 200 South Biscayne Boulevard, Miami,
representing Key Biscayne Hotel and Villas; and Larry Garfield,
550 Ocean Drive.

6. ADJOURNMENT: The meeting was adjourned at 10:30 p.m.
