CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by Chairman Sime at 7:05 p.m. Present were members Clifford Brody, Raymond Sullivan, Vice Chairman Joe Rasco, and Chairman Betty Sime. Absent were members Rafael Conte, Mortimer Fried and Michael Hill. Also present were Village Manager Sam Kissinger, Village Clerk Guido Inguanzo, Village Attorney Gil Pastoriza, and Community Development Director Robin Sobrino. 2. PLEDGE OF ALLEGIANCE: Chairman Sime led the Pledge. 3. APPROVAL OF MINUTES: There were no minutes presented to the board. 4. AGENDA: There were no changes to the agenda. 5. PART I AND PART II OF THE KEY BISCAYNE MASTER PLAN: Chairman Sime briefly explained the process required for final adoption of the master plan. The chairman called for a special meeting of the board within the next four to six weeks to finalize the plan prior to transmittal to the state Department of Community Affairs. The following residents addressed the board regarding the future land use designation of the "L'Esplanade" property: Camille Guething, 260 Seaview Drive; Mary Wells, 210 Seaview Drive; Michael Kahn, 881 Ocean Drive; John Haines, 210 Seaview Drive; Conchita Suarez, 201 Crandon Boulevard; Martha Broucek, 170 Ocean Lane Drive; Edwin Wells, 210 Seaview Drive; and Ted Guething, 260 Seaview Drive. Member Brody clarified that the designation of the "L'Esplanade" at thirty units per acre allows for future flexibility and that zoning regulations, to be adopted in the future, will regulate the actual number of units that can be built on the property. Vice Chairman Rasco discussed the marketability of lowering the density on the property. Page 1 of 3 August 31, 1993 Chairman Sime made a motion designating the "L'Esplanade" property as medium density multi -family. The motion was seconded by Vice Chairman Rasco and adopted by a 4 - 0 voice vote. The vote was as follows: Members Brody, Sullivan, Vice Chairman Rasco, and Chairman Sime voting Yes. Robert Swarthout, the Village's Master Plan consultant, discussed his proposal regarding the ocean resort hotel category. Eric Nesse, 750 Ocean Drive, representing the Key Biscayne Hotel and Villas, addressed the board regarding the economic feasibility of the planner's recommendation. The following also addressed the board: Bill Ofgant, 512 Fernwood Road; Ron Mastriana, 2750 North Federal Highway, Fort Lauderdale, representing the Equitable Life Company; Ms. Suarez; Ms. Broucek; Shirley Brill, 550 Ocean Drive; Larry Garfield, 550 Ocean Drive; and Ms. Guething. Chairman Sime made a motion to accept the planner's recommendation regarding the ocean resort hotel category with seventeen units per acre. Member Sullivan seconded the motion which was adopted by a 4 - 0 voice vote. The vote was as follows: Members Brody, Sullivan, Vice Chairman Rasco, and Chairman Sime voting Yes. Member Brody made a motion to reduce the density on the Key Biscayne Hotel and Villas property from 16 to 10 units per acre. The motion was seconded by Chairman Sime and was adopted by a 4 - 0 voice vote. The vote was as follows: Members Brody, Sullivan, Vice Chairman Rasco, and Chairman Sime voting Yes. The board concurred to amend the Recreation and Open Space goal regarding beach access to state "No later than 2003, the Village shall provide one access -way to the State beach in addition to those in the adjacent County and State parks; this access -way shall be open to Village residents." The board also concurred to accept the "Proposed Street Right of Way" section outlined in the Swarthout memorandum to the board of August 31, 1993. The board also accepted the "Capital Improvement Schedule" outlined in the August 31st memorandum. 6.
