LRA 99.5 A RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY APPROVING A LEGISLATIVE ADVOCACY AGREEMENT BETWEEN THE AGENCY AND THE WILSON GROUP FOR THE PURPOSE OF HIRING A LEGISLATIVE ADVOCATE TO PURSUE THE ECONOMIC EQUITY DISTRICT ACT AND TO APPROPRIATE $50,000 FROM UNAPPROPRIATED TAX INCREMENT FUNDS TO COVER COSTS RELATIVE TO THIS PROJECT. WHEREAS, there are certain areas within the City and Redevelopment Areas that due to locally unique factors are physically deteriorated or underdeveloped, economically depressed, and socially disadvantaged to the point of requiring additional economic development tools to alleviate these conditions; WHEREAS, the physical, economic, and social conditions of blight which have arisen in certain areas of the City threaten the public health, safety, and welfare of the residents; and WHEREAS, with the current conditions of existing parcels in Lynwood, traditional redevelopment tools would be insufficient to put these severely blighted parcels to viable economic use and back on the tax rolls. WHEREAS, the passage of the Economic Equity District Act would enable the Agency to remedy economic, physical, and social conditions of blight through the provision of additional economic development resources not currently available through traditional redevelopment methods. NOW THEREFORE, BE IT RESOLVED BY THE LYNWOOD REDEVELOPMENT AGENCY THAT: SECTION 1. The Agency based on the aforementioned findings and determinations hereby adopt this resolution and authorize the Interim Executive Director to pursue passage of the Economic Equity District. SECTION 2. The Agency authorize the Chairman to sign the "Legislative Advocacy Agreement" in order to retain The Wilson Group as the Agency's legislative advocate. SECTION 3. The Agency authorize the following appropriation to cover the costs for this project: $25,000 from the unappropriated Tax Increment Project Area A to Account 12-5037 and $25,000 from the unappropriated Tax Increment Alameda Project to Account 22-5037 SECTION 4. That this resolution shall take effect immediately upon its adoption. PASSED, APPROVED AND ADOPTED this 14th day of January 1999. /l' l st-s.-~' 2'1 ATTEST: '(' QSl Andrea L.
